[00:00:40]President Cinping, Mr. President, Mr. Prime Minister, Mr. Secretary, excellencies, distinguished participants, may I first start my remark by once again thanking Mr. president and the government of China for warmos hospitality given to me on every occasion of my visit to this great land and moreover I would like to congratulate the people of Republic of China for the 105th anniversary of the establishment of communist party in this country we're living through one of the most profound Now technological transformations in recent memory.

[00:01:37]Artificial intelligence is already reshaping many aspects of our lives.

[00:01:43]But technological progress does not automatically become human progress.

[00:01:49]That depends on the choices we make together.

[00:01:53]Thailand therefore commends the foresight of President Xiinping and his government for convening this important meeting and for advancing international cooperation on AI governance including the initiative to establish the world artificial intelligence cooperation organization.

[00:02:18]We also welcome the first United Nations global dialogue on AI governance.

[00:02:24]Together, these efforts should reinforce one another and contribute to a genuinely inclusive multilateral process.

[00:02:34]Our common objective should be clear.

[00:02:37]The AI future must leave no one behind.

[00:02:41]To achieve this AI governance must do three things. It must protect people, unlock potential and create shared prosperity.

[00:02:56]First in protection.

[00:02:58]AI must serve humanity.

[00:03:02]AI governance must aim to protect privacy, dignity, and human rights. It must also guard against harmful bias, discrimination, and manipulation.

[00:03:16]One of our greatest concerns today is the growing use of AI to generate fake news, misinformation, and disinformation.

[00:03:26]If these technologies fall into the hands of those who seek to manipulate or evade the law, the consequences could be profound for our societies.

[00:03:37]The international community must therefore work together hand in hand to minimize the risk and unintended consequences of AI.

[00:03:49]UNESCO's recommendation on the ethics of artificial intelligence provides an important foundation. Our task now is to translate these principles into accountability and practical safeguards.

[00:04:06]This also applies to transnational crime. AI must be used to combat online scams, cyber fraud, and human trafficking, not enable them. Thailand has worked closely with international partners to strengthen global cooperation against online scams. We have also launched the platform to support trusted crossborder exchange of information on online scams and human trafficking.

[00:04:39]We welcome China's interest in cooperating through this initiative.

[00:04:44]This demonstrates that good AI governance is not just about setting rules. It is also about building practical mechanisms for collective action.

[00:04:57]Second potential.

[00:04:59]Good AI governance should not constrain innovation. It should enable it.

[00:05:06]Countries need trusted institutions, skilled people, digital infrastructure, and predictable rules that encourage innovation while safeguarding public confidence.

[00:05:20]At the same time, there is no oneizefits all approach for AI development.

[00:05:26]Every country should have the opportunity to develop AI according to its own needs and priorities while keeping systems open and connected.

[00:05:38]Third is prosperity.

[00:05:40]The true measure of AI lies in how much human progress it enables.

[00:05:48]AI should help accelerate the sustainable development goals, improve health care, education, and public services, and create opportunities for small businesses and communities in every country. Emerging economies must become active contributors to the AI future, not merely consumers of technology developed elsewhere.

[00:06:17]Thailand is ready to contribute through our AI governance practice center. We are prepared to serve as a real world sandbox where governments, industry and academia can translate global principles into practical solutions. Mr. President, excellencies, distinguished participants, the choice before us is not between innovation and regulation. It is fragmented progress for a few trusted progress that benefits everyone. Most importantly, AI must never become another source of division or geopolitical competition.

[00:07:05]Let us bridge our differences, widen areas of cooperation, and strengthen the safeguards that allow innovation to flourish responsibility.
