This video documents a rally by tribal women organizations in Kohima, Nagaland, protesting against the delayed justice in a sexual harassment case involving Mr. Renie Wilfred IAS, where a case registered in 2021 remained pending for over five years despite POSCO Act provisions mandating trials within one year. The rally highlights how protracted delays in justice not only prolong victim trauma but also create a culture of impunity, as perpetrators face no accountability. The women's organizations, including various tribal bodies, have submitted a memorandum to the Governor demanding urgent action, suspension of the accused, and permanent bar from public office if convicted. The event underscores the broader issue of systemic inefficiencies in the justice system that prevent timely resolution of sexual harassment cases and discourage victims from reporting crimes.

Sexual harassment is not a minor misunderstanding. It is a violation of human dignity.
Every day of delaying in securing justice for victim prolong the trauma they are forced to endure.
Power, position and privilege must not please anyone above the law. The law of the lane should be equal for everyone.
I will also like to formally address and highlight some grievances in connection to the no case. The affair was launched against the Mr. Randy Welffort on the crown of sexual molestation in the year 2021 and the case was registered at NOA police station numbers 08 2021. But till that date the state courtman has not taken any action against the accused in connection with the no case that the case is still pending in the court and the last seating was taken up on 27th August 2025 and thereafter the special public prosecutor in Tisan was transferred and the proceeding has not been taken till date which has last for more than 10 months. The boxer case should be completed within one year but it has almost five years. Therefore, we appeal the state government to treat the case with utmost urgent and give justice to the victim at the earliest. Thank you.
We are gathered here not because we have nothing else to do anywhere else or because we want to disrupt normal public life.
We stand here united today with one purpose, one vision and one voice.
It is this shared commitment that has brought us together to raise our voices in solidarity and to support our sisters who have suffered molestation, sexual assault and rape at the hands of those entrusted to protect and safeguard them.
We are here today because we, the general public, we must evolve to ensure that no form of assault on a child or a woman, either physical, verbal, or psychological, goes unnoticed or unpunished. This rally is not merely a protest against an individual, but a collective call for justice, accountability, and the protection of the dignity of rights of women and children. At recent times when incidents of sexual harassment and violence against women and children have become increasingly alarming, there is an urgent need for stronger protection of the vulnerable and a justice system that inspires public confidence. Allow me to recall a few recent incidences in Nagaland. A minor was raped repeatedly in Dimapur by her local guardian and his accompllices. Another minor was harassed by a 40-year-old church leader in Kohima.
A grandmother was raped in Kipiri by none other than a law enforcer.
Another minor was raped by a truck driver.
These are all making headlines in our everyday newspapers.
We condemn all these incidences unequivocally with one voice. The perpetrators of these heinous inhuman crimes should be awarded exemplary punishment according to law at the earliest. And in all these cases, legal proceedings should be disposed of expeditiously without fear or favor.
These are just very recent incidences and just the tip of the iceberg. Because there are so many more cases which go unreported.
Many a time victims and their families are compelled to remain silent or hush of such incidents because of the protracted delays in our justice delivery system. More alarmingly, these inordinate delays embolden perpetrators, creating a culture of impunity and enabling offenders to continue praying on others without fear of accountability.
Delayed justice not only amounts to denial of justice for survivors, but also weakens society's faith in the rule of law and encourages further crimes. It may be mentioned that in this present situation, our accused Mr. Renie Wilfred IAS was alleged to have been involved in molestation of two minor girls during his tenure as deputy commissioner of NOCA.
A case in this regard has been registered in 2021 and section 4535 of the POSCO act states that the trial in such cases is mandated to be complete within a one year from the date the court takes cognizance of the offense but which regrettably remains pending and unresolved to this day even after a lapse of five This starkly reflects the harsh reality of a justice system where victims are left to languish in pain and uncertainty while justice remains elusive.
Brothers, security man in our midst.
2021 system.
Sexual assault.
mental trauma.
Meet Korean Idol is a small department with few officers who have been depleted from other departments.
The rest are all on contract where the yearly uh contract is renewed.
So when you look at it and well I think this is a disturbing situation especially for the young people as there is no job security.
So like a private company the department has been hiring and firing.
This is the crux of the problem. The department hires and fires people and the head of the department has the authority to recommend this hiring and firing.
In 2021, Renie Wilfred, he was then the DC of NOC and because of the PoE case that has been explained to you, he has been transferred to Idan as joint secretary and head of department.
An incident of sexual harassment within the office premises, again I repeat, within the office premises involving Rene Wilford was reported last year.
After the victim reported this incident, many other girls reported similar incidents of sexual harassment.
This being a very very serious matter, the government initiated investigation and primmaasi found it fit to go to trial and also place renewal threat on the suspension.
The trial is going on but as told to you by our president a so many obstacles have been thrown in the way of the trial. Meanwhile, most of these girls who have faced sexual harassment have been kicked out of the service and even not only them but the people who have been supporting them in the office they have also been let go. This is the reality.
So without wasting much time, I just want to request the public and the NOS's all over Netherland to fully support these victims and other victims of sexual harassment in any way they can. I also request the judiciary to fasttrack the case to its logical conclusion.
It is very traumatic for young girls to go to the court to go to the police for giving their statements and that is why it is very important that this case must be fasttracked and they should be able to lead their normal lives again.
NSF has been pursuing this issue for more than a year and we have been writing to the government to the director general police of Nagland for more than five six times.
all the district officers because he has been playing this time and again and fooling our victims.
We are waking up only today. It's because the victim doesn't belong to your tribe, my tribe, our sister, our mother.
We have seen the tears in those victims.
They have to go court cases again and again. It needs time, energy, resources, money.
We should not allow him to serve inland.
We should rise again even if stands in favor of renewal threat. Thank you.
