Today I stand to recognize everyone and observe the earlier established protocol for this commissioning. It is our day of great joy in Aqua State to see the fulfillment of a promise that his excellency the governor gave to the people of Aqua State by establishing a proactive agency rural access and agriculture agency with the key objective of improving rural roads in Aquaon and also building up our market infrastructure one of which is cited there at Eongwa market as a result of the fulfillment of the promise of his excellency during his campaign to in people. I want to thank his excellency for giving us the enabling environment to run the project in line with the World Bank procedures and guidelines that have emanated this demonstration route starting from ibu crisscrossing in city government area and terminating atom one. It is 11 kilome road with seven communities in Bosu town and one in Ibamoga government area. Your excellency want to recognize the fact that this road is emptying into the ongoing agricultural hub thea market which we are building right now which within the year will be completed and this is a market that will promote the entire produce of a state. talking about cava all farm and other produce that we are having comparative advantage over other states mentioned is the fact that this road is not just being constructed but is constructed with a sustainability plan. So his excellency had earlier established rural access road agency RAR and RAR had brought in an international organization which are here the ILO international labor organization and I will make bold to say that once I had mentioned today it has been fulfilled to the credit of his excellency the governor of Aqua state having made a conducive atmosphere for peace to be in Aqua state for infrastructure to be developed In Aqua Boom state, international labor organization has come forward to partner with us and maintain our rural roots. Today under ILO, we have citizens of Aqua Boom state that are going around to the sats and maintain these roots under our sector reforms and sustainability plan. That is the credit that his excellencies acrewed to the people of Aqua said by creating employment and doing the land of international labor. Today we have the national coordinator of the project coming in with all the 19 state project coordinators at the bank to witness a role model infrastructure in Aquar state to the glory of God and through the support of his excellency. Today we have a new road. This is not just the road we have constructed. We have in place 22 kilometers of rural roads across 18 local government areas. We have in place three agro logistics centers, Naira market, Atabon beach market and Eongwa market. We have in place 65 number rural maintenance groups that are working and are being paid minimum wage. We have in place 500 kilometers of roads completely designed under the upscaling of the world.
This year we have in place identified 2,453 kilometers of roads that digitize across all the entire place in a will be open up. I will reduce rural migration. We will make our youth to have employment. The project is already engaging more than 400 youth under skilled and unskilled level. So thank you very much for allowing for giving us a support paying counterpart fund and making a to stand out among all other states that can bring in a congregation of World Bank. I to support continue to work and ensure that and continue to support, we will continue to work and ensure THAT THE FLAG OF Aqua is raised even higher among the nations of the world. May I now invite the honorable commissioner for agriculture at Quaomb State Dr. Mrs. of to make some remarks here still on this project so that our people can truly understand the impact this has on rural development which is a core objective of his excellency's arise agenda.
Your Excellency the Executive Governor of Aqua State Pastor Moasly represented here by her excellency the deputy governor senator Dr. Akon Aar and please permit me to adopt the already established protocol. Um you're all welcome ladies and gentlemen to Ibasipo.
Today marks a turning point not only for the people of Ibasutan local government government area and local governments but for the citizens of Aquaum state and rural dwellers as a whole for the accomplishment of the rural access and agricultural marketing project ramp.
Uh this means effective realization of the rural development agenda of his excellency encapsulated in the rise agenda. The completion of this road is a landmark landmark victory for us today.
May I use this medium to congratulate the people that are living along the road corridor. Your excellency, the people of umuta, it's a long stretch all the way to Ado Manuta junction. Let me congratulate you and for being the first beneficiaries of this noble project. The rural access and agricultural marketing project like the coordinator ramp has said is a project that is geared towards fixing rural feeder roads to ensure that we have food sufficiency which represents the a in the agricultural revolution um objective of the arise agenda. Your excellency this will not only ensure that we have good rural feeder roads, it will reduce the cost of food um the hike in food prices. It will also reduce transportation costs. It will enhance um employment and have several other benefits. I thank our governor pastor Moas for his support to RAM in counterpart funding. Let me also appreciate World Bank, French Development Agency and lately the International Labor Organization.
This project complements his excellency's effort in seeing that our rural areas are completely developed. We thank you our grassroot loving governor for what you have done in this location and in several other locations in a quaum states. Like the coordinator has said, Ram is a project that will not only fix roads, rural federal roads in Ibas and Sibong, it's going to go across all the 31 local government areas of the state. And we trust that just as these people have cooperated with the team that came to fix this 11.1 kilometer road, they will also cooperate in other locations where ram roads are uh fixed.
We thank the governor for all his support to this project. We thank the state project implementing units by headed by pastor Gideon Apan. We thank the federal project monitoring unit headed by the national project coordinator engine. We thank all the world bank team that are here new tax team leader. We thank you. We appreciate you. You're welcome. the head of the ILO. We thank you for all that you're doing to see that young people are engaged in maintaining this road, decealing, sweeping and then um earning livelihoods from um maintaining this rural road. So we thank you all for coming. Let me also use this opportunity to also thank um the French development agency for their support with the World Bank and uh in counterpart and in funding this project in Aqua states and all the 19 RAM participating states.
His excellency has often said that very soon in Aqua you will not be able to tell the rural areas from the urban area. This is an example. very soon by reason of infrastructural developments we will stem rural urban drift. So we thank the governor for what he's doing to see that he supports the rural areas to be de developed so that they will have a new lease of life. So I thank everybody for coming here the people of and um thank you for um cooperating with the contractors that fixed this road. We had uh some issues at some points but they were resolved by the community leaders and then the road was um the construction went on freely. So we thank you for your support and what a joy to drive all the way 11.1 kilometers. We thank you all for um celebrating what the governor is doing. If the governor didn't support us in counterpart that this project wouldn't have this demonstration road wouldn't have been a reality. So thank you your excellency our grassroots friendly governor for what you have done. We appreciate you for what you have done. This road has seen a new lease of life. It crisscrosses these two local government areas and now at some point um you can drive very smoothly to your destination and then our farmers will be better for it. So we thank you and we say please um this is a very good development in this area that the ILO team thank you for your support in maintaining this road and we trust that the community will always cooperate with you to see that um this road infrastructure is sustainable.

Your excellency, the executive governor of Aquaam, Ely, represented by uh her excellency the deputy governor, the practice manager leading the team from World Bank, the country director of ILO, honorable commissioner of agriculture, other state executive here present including our traditional rulers, ladies and gentlemen. uh we are here today precisely to support the good initiative of his excellency in the implementation of assess agricultural marketing project.
I think it's high time I deliver to the good people of Aqua Ibomb that we have 19 state implementing this project and Aqua Ibomb have so far distinguished themselves among others. Congratulation your excellency marketing project scale continue in this state that his excellency to the project and counter the market for carrying out the project in the state.
Making day a deliberate attempt to and it the road corridors to provide.
We are also planning in the next batch of project we want to social inclusion by Some of the excellency Once again I would like to congratulate the state for uh being part of this project and equally the dedication of his excellency to ensure that the project meet up the requirement and is now part of Ram scale where we envisage we have an addonal 3 to 500 kilometers added to the already uh 200 kilometers under construction. This will bring about about 700 kilometers of rural roads to be completed in the next few years to come under the able administration of his excellency. Job creation is priority. We have started and we will continue to look at possible areas. Let me conclude my speech by reiterating the commitment of the federal project management unit of the rural access and agricultural marketing project under the federation of agriculture and food security. the continued support, capacity building, trainings, uh technical support and equally ensure that we continue to look for development partners that support this project to the extent that we have no rural area. All that is required is to provide a good access road. That is when you now start seeing development. I remember when we first came into this road, there were limited houses, limited shops constructed. But I'm seeing a different thing when I come now that the road has completed. So I want to call on the good people of Aqua Ibon to understand that most especially the benefiting communities that this is their roads. They need to continue to make sure that they provide maintenance and take care of these roads so that the roads can last to their design life.
Maintenance has been a very fundamental uh uh uh we have on this project with the establishment of rural access road agency state fund I believe will continue to maintain these roads to the design life. Thank you very much ladies and gentlemen. Once again congratulation his excellency uh and the good people of Akai state.

It is a great honor for the World Bank to join you today for the commissioning of this important road connecting key communities in Aqua Iban State. On behalf of the World Bank, I would like to extend my sincere appreciation to his excellency the governor and the people of Aqua Ibon State for the strong leadership and commitment demonstrated in advancing rural infrastructure under the rural access and agriculture project ramp. Today, commissioning is more than the completion of a road. It's a concrete step towards transforming rural life.
Under ramp, Aqua Ebon has pursued a clear vision to improve connectivity, market access, and economic opportunities for rural communities.
The project integrates roads with agro logistics centures and rural markets ensuring that infrastructure leads directly to increased agriculture productivity and incomes. This integrated approach linking roads to market and value chains is at the heart of the ramp's development impact. The road we commission today will improve again market um access to market reducing transport cost and travel time facilitate the movement of agriculture produce reducing post Harvard losses enhance access to essential services in including education and health and strengthen economic linkages across multiple local government areas.
Beyond physical infrastructure, Aqua Bomb State has also made com commenable progress in strengthening institutions critical to sustainability with the establishment and operationalization of road asset management agencies and state road funds. continued focus on routine maintenance system ensuring that roads remain serviceable over the year and over time. These reforms are essential to safeguard investments and ensure long-term service delivery.
While we celebrate this milestone, we also recognize that work should continue to complete the remaining road sections and agro logistics centers. The World Bank remain committed to supporting Aqua Ebomb State in sustaining momentum and deepening development impact. This road is just not infrastructure. It's a pathway to economic opportunity, food security and improved quality of life for the people of Aqua Iban State. On behalf of the World Bank Group, I congratulate the government and people of Aqua Ibomb State for this important achievement. Thank you very much.

But the call to duty the man walks round the clock. You know him. Another engagement has taken him and so he had asked me to come in because of the importance the value he for this project to come and stand in for him.
He says I should salute all of you and tell you in [snorts] no long a time he will sure come back because commissioning of projects concerning the people of Aqua Boom state the local government are continuous. So not too long you will see him again in person.
Today I came in to commission two important projects.
The first was the Lutheran model school cited in Afarafia.
It is yet another moment that Governor Moore has shown his drive and concern to improve on education at the basic primary level because he knows that laying a good foundation favorite children is the best thing.
When they have that good solid foundation, they will grow in with it and they'll be able to compete favorably with our other children outside the state.
It has been a policy of this administration to ensure that we get the education right at the lower level through the provision of modern amenities, a conducive environment for learning and improvement in the infra There are structural and in instructional uh standards for the teachers.
That belief is what has informed the decision of the administration of Governor Mina to build model schools across all the 31 local governments in Aqua Boom state just yesterday.
The governor approved the release of the sum of 5.9 billion naira to subb for the 2025 2026 intervention project during the last workers day celebration.

The governor announced the recruitment of additional 1,000 primary school teachers who will help to rejig the primary school curriculum to align it with the everchanging world where ICT is the bedrock of growth. grow and knowledge.
The governor says, "I should let you know that he will continue to invest in education so we may prepare our children to compete in the marketplace of ideas, innovations, and requisite skills necessary for growth.
and advancement.
We are regularly paying the buzzeries to students in tertiary institutions and also constructing the schools, renovating some other buildings.
That's the contribution of the governor of Aqua states towards the development of the education sector.
The second commissioning is where we are the 11 kilome to a de one crossing autan to ubium.
So it's going on.
The governor of Aqua State gave me a written remark concerning the commissioning of the 11 kilometer road. So you permit me to present the remark from the governor of Aqua State.

Today we are gathered here for the commissioning of this road that has a significant place in the heart of administration.
This road, you may recall, was part of the first rural access road that I flaged off shortly after my inauguration.
In my remarks on that day, I had said that the flag off of this project signpost are determined efforts to open up our rural areas.
Promote the free flow of goods, especially agricultural produce.
Thus helps stimulate the economy of our people in rural areas which is a key component of our rural development angle of our rise agenda.
Permit me to thank our development partners, the World Bank and the French Development Bank for partnering with us to execute this project.
Work is currently ongoing in a number of similar roads spread across several local government areas of our state all part of the rural access and agricultural marketing project RAM. I'm happy that our partners before we got here had gone round to see the progress of work ongoing and that they are impressed with what is going on. We are determined to connect this state seamlessly with an economically viable road network.
Today we have constructed 1,300 kilometers of road and 40 bridges across all the three senatorial districts and 10 federal constituencies of this state.
I make bold to state that there is no local government area that we do not have an ongoing project whether in healthcare, education, road and other lifech changing projects.
Agriculture which the commissioning of this road will help enhance remains a major area of interest and development in line with our promise to ignite agricultural revolution in the state.
A little over a week ago, we commissioned the first of its kind agricultural equipment leasing company in the state aimed at raising the bar in the production of our stable foods from subsistence to mechanized levels.
The net result of this would be the massive production of a stable foods for aing population at a cost they can all afford.
Thus helping ensure food sufficiency.
We have partnered with Aqua Bomb State University to work with us on the work we are doing at the bomb model farm. Soon we will flag of our palm oil three crop revolution.
A bold and visionary initiative aimed at creating gener generational wealth for our rural dwellers and restore again the role of palm oil in economic lives.
Palm oil was before the advent of crude oil, our black gold.
We are equally embarking on other 85 audacious project spanning healthcare, tourism, infrastructure, aviation amongst others.
I want to add by saying that we are very happy today that again a quai state is setting the pace for other states to follow.
The director that spoke emphasized that Aqua State has set the standard and this is the first states that they are commissioning the road project.
In everything we do, we set the standard in aquaomb state and others follow. That goes to proof the vision, the commitment, the desire of the governor of Aqua State to take Aqua State from the land of promise to the land of fulfillment and above all the peace that we enjoy in the state. Aquaomb United will enable investors from across the globe to come to Aquaomb state to invest. So once more, I want to thank and appreciate the contractors that did the road that did the constructed um the school uh building and also to appreciate the community, the youth for standing by the contractors to ensure that the project is delivered on time. May God bless you all with this. There's the assurance that more projects will come to you in the second term of Governor Omino.
