That white hydrogen peroxide mark is not a burn. It looks like damage because the color changes in seconds. But peroxide is meeting an enzyme your cells already carry, catalase. Catalase rips peroxide apart into water and oxygen. Those oxygen bubbles get trapped in the outer skin layer. That trapped gas scatters light so your skin looks white. Then it fades as the oxygen escapes and blood flow returns. When peroxide foams on a cut, that is the same reaction. The fizz is oxygen, not proof the wound is infected.
