Hello everyone, today we have come here to discuss an important issue and take action on it. Why do we have to say that there is a community in India that is facing the most injustice and discrimination, that is, the Scheduled Caste community? Why do we have to say this? That is, a community that is facing constitutional injustice.
If every citizen born in this country enjoys the rights given by the Constitution, then why is this situation happening only to the Scheduled Caste community in India? This kind of discrimination does not exist for an OBC, not for a Scheduled Tribe, not for an EWS, not for an OC. In India, where there are 140 crore people, the rest of them are the only community that has double discrimination, double deprivation, religious discrimination, caste discrimination. Those communities in this Scheduled Caste are those who are SC and Christians. Depriving anyone who has converted to Islam of the opportunity to enjoy the rights given by the Constitution means that Dr. Ambedkar has said that the basic freedom, equality, and welfare of approximately 50 crore people are being denied. This means that the rest of the population, the rest of the citizens of this country, should think about this.
Why does a person born like me not have the right that I have? Isn't this injustice? Isn't it wrong if such injustice happens to a race? Shouldn't every need given by the Constitution be available to every person? The rest of the population should also think about this. In this country, all people in society should be treated equally. Not only the person who asks for that equality, but also the person who has to give it should know. Therefore, on the one hand, a matter related to 140 crore people, how should every citizen enjoy every right given by the Constitution?
While every citizen should have a broad perspective that says, "If someone cannot experience this, we also have a role to play in it and should see it as it is provided," everyone should also discuss why this kind of discrimination should happen to this particular community in India. But there are two or three things here. The Supreme Court's recent judgment that caste disappears if one changes religion, does caste really disappear if one changes religion? Caste is a social reality. It cannot be dissolved by changing religion. The former Chief Justice Ranganath Mishra gave a report in which he said that it is a social reality. Theology cannot change it. It means that the truth cannot be changed by changing religion.
Where does it come from? It is a social reality. It does not change religion. It is a social idea. If we think about it, do Scheduled Castes who have changed religion, like Christians or Muslims, have the same status in society? Do they get inter- caste marriages? Are their burial grounds the same as the rest of them?
In churches, particularly in states like Andhra Pradesh, Tamil Nadu, Kerala, and Karnataka, it is known that these communities have separate entries. In some churches, community-based Just as there are separate churches, there are also separate entrances to mosques. There are three types of Muslim communities: Ashraf, Aljaf, and Arzal. Ashraf means Syed Sikh Mughal Supatans, Alzaf means OBC Muslims, Arzal means Scheduled Caste Converted Muslims, and the Sachar Commission report, which looked at the status of minorities, clearly shows that this kind of discrimination is also present among Muslims. In this way, when all kinds of discriminations are faced by Christians and Muslims who have converted from Scheduled Caste in this country, how can we say that caste has disappeared if we change religion? Is it visible to the eyes? Is discrimination clearly visible in society? Is it not visible at a time when it is visible?
How is it possible if we try to cover it up by saying that it does not exist?
The truth is visible to everyone like fire.
Being outcast or expulsions happening or upper communities seeing all these people in discrimination or saying that they are a foreigner Christian or a good Christian or a good Christian. In this way, those communities in Kerala, Tamil Nadu, and Andhra Pradesh are saying that they are adding the word Christian next to the word with caste because proof is needed. Not only that, the 1980 Mandal Commission Report stated it very clearly. Discrimination continues after conversion, so it should be extended to them as well. The Sachal Committee said in 2006. In 2007, the Ranganath Mishra Commission clearly stated that Muslim converts were facing discrimination against Christian converts, so these Scheduled Caste benefits should definitely be extended to them as well, and the commission itself gave the platform in 2007.
Even after giving all this, they still don't get it. Why not give it to them?
What will they lose if they do not give it? Educationally, economically, employment-wise, legally, politically, in five ways. If this Scheduled Caste Status is not given, these crores of people will lose out. That is, none of them will get admissions in educational institutions in this category. There will be no chance of getting a scholarship. There will be no chance of getting a fellowship. There will be no chance of getting land. There will be no chance of getting a house. If we want to do any small business, there will be no chance of getting investment funds. There will be no chance of getting jobs. There will be no protection from legal, educational, economic, employment, especially from a judgment or case like the one that is going on today. If an atrocity happens, if an injustice is done, if it is said that I belong to this caste, this community, that I was raped, there is no protection from that. There will be no help from that. There will be no compensation, no relief, no rehabilitation. All these are just a tall order, but above all, where laws are made?
Wherever they talk about protection, wherever they want the development of these communities, where there are policy-making, law- making, and decision-making bodies that say they should be given the necessary schemes and policies, they will not have a chance to contest in the Assembly and Parliament.
There is a situation that could happen if they are not given status to prevent all these types of losses from happening to them. How can this community, whether converted Christians or Muslims, not get the rights given by the Constitution while all other citizens are enjoying them? The Constitution Article 14 says the right to equality, 15 says that there should be no discrimination on the basis of religion, caste, sex, place of birth, 16 says to give equal opportunities, 25 says to profess, preach and practice the religion of your choice, all these are fundamental rights, basic rights, and 140 crore people have them, 15 140 crore people have them, 16 140 crore people have them, 25 140 crore people have them, out of which only converted Christians and Muslims from the Scheduled Castes have no right to equality, no right not to be discriminated against, no right to be given a job, no right to practice the religion of their choice, is there any injustice beyond this? Is there any country in India where the Constitution does not give a fundamental right to crores of people? Is it not a constitutional justice? Is it not a constitutional injustice? Is it pointing to the Constitution on one side and pointing to the right given by that Constitution on the other side and saying that you are not entitled to that right? Is it not discrimination? Is it not a discrimination? Is it not constitutional justice? This is something that everyone should think about, not only people who are converted but also others. If injustice is being done to a fellow human being, I will encourage it, I will abate it, I want it to happen. That is, how do they become human beings?
How do we say that there is humanity in them? Is it someone who thinks that every person should be treated equally, every person should get all the opportunities? On the one hand, due to Brahminical humanism, a fifth of the population is kept away from any opportunities and rights and they are sent somewhere If you take shelter somewhere, feel love somewhere and live peacefully, that is also your right. Is this not injustice? Is it reasonable or humane? Is this something that the entire society should rejoice in? Everyone should think about it, not only the converted Christians and Muslims from the Scheduled Castes.
I am asking the citizens of this country to think about it. You should think about it. Is it injustice or not? Is it wrong to separate and expel a caste? Is it injustice? I request all 140 crore citizens to think about it.
I request them to follow the constitutional values.
We can get a solution to this issue through two ways. One is through the judiciary. Two is through the legislature. It is possible to get it immediately through the judiciary because a bench with five judges has been constituted. NCDC petitions. These petitions came there through the National Council for Dalit Christians Council.
Everyone came together for a good cause. If the correct arguments can be argued in the Supreme Court with proof that the councils were not formed, the Supreme Court can directly strike down the 1950 Order of the President. The Supreme Court has that power to strike down the paragraph in the 1950 Order given by the President. The case is going on now. If we all stand firm and fight together, we can find a solution very easily, quickly, immediately, through the judiciary. The second is through the legislature, that is, through an amendment in Parliament. When it was first introduced in 1950, it was stated that it would apply only to Hindus. It was given to the Sikhs in 56. It was given to the Buddhists in 90. This was done through an amendment made by Parliament. The same amendment now applies to all those born in these castes, regardless of their original religion, as Scheduled Castes. If Parliament amends it by removing the word "religion," and the President approves it, eternity means forever.
This order, this discrimination, will disappear. It should be done through the legislature.
And if it happens through the legislature, if it happens through the parliament, there are 84 MPs elected from this Schedule Caste community, there are 29 in this state. They are the sole representatives of this community. And on behalf of these communities, you go to the parliament, go to the assembly, try to protect the interests of that community. That is why the constitution says that constituencies are reserved exclusively and sends them on behalf of those communities. When they go to this Constituent Assembly and go to the legislative assemblies, does any elected representative speak for the interests of the community?
And when they speak, what is the reason for that reserved constituency, ST reserved, SC reserved? What is the reason for that reserved constituency? When the interests of those communities cannot be protected, what is the reason for being elected from there and going there? Where the problem lies is in the political parties in our democracy. The BJP has introduced a nationwide delimitation bill today.
To amend the constitution, the bill will only pass if it has a 2/3 majority of the voters, meaning two-thirds of the MPs. Even though the BJP knows that there are not that many MPs, the opposition is ready to humiliate itself by introducing a bill even though we are asking them to support it.
But if a small amendment bill is introduced, these crores of people will get an opportunity. The BJP has not introduced any bill to amend this 1950 order, which clearly shows the narrow-mindedness and deceit of that political party.
That is, the BJP has the opinion that if these SCs convert to Christians or Muslims, they should not be given these benefits. That is why, even after being in power for 10 or 12 years, you have not even introduced a bill. Even after the Randranath Mishra Commission clearly said that they should be given to them in 2007, the Supreme Court asked the Government of India what is your opinion on this. When asked, we should again gather opinions and see how the situation is now.
For that, the KG Balakrishnan Commission said that another commission should be formed. Instead of collecting details from the entire country and considering the report that had already been verified, another commission was formed without asking them to pass orders. That is, what is the BJP's trick, what is the BJP's ideology, what is the opposition in the BJP? Does it need to be made clearer than this? A group government has been formed here. BJP, TDP, Janasena have come together as a group and formed a group government here. When the TDP, which is part of that group, has so many MPs and a judgment was made regarding a pastor from this state, why couldn't it introduce a bill in Parliament to make this protection law applicable to them too?
Why couldn't it introduce a private member's bill?
We promised the party that is sticking with them, so why couldn't it pressure them to do it in a way that applies to them?
Where did the Jana Sena leader who sat all the people down and asked, "I am Drishya, my children, Drishya, please vote for me?" go? If injustice is happening here, then Jana Sena or Telugu Desam should pressure the BJP that is sticking with them to give this to them. In a situation where the central government is running with the strength of the MPs of this state, why can't it pressure that government if it is running with the votes we cast and the seats we won through our votes?
Telugu Desam has no integrity. Jana Sena does not have it, that's why they are playing dramas. They come on Christmas Eve, cut cakes, recite Bible prophecies, and wave you away.
What kind of real concession should be given to them? They should grow, they should become professionals, they should come to the top. This group of parties do not have the idea that they should take any action. What more proof is needed to say that they are not taking any action?
In the previous government or now, the YSRCP could not win the Christian votes, could not win the Muslim votes, could not win the seats that it could win. After winning, for the last seven years, the YSRCP has been supporting every bill that Telugu Desam has brought against Muslims and Christians. YSRCP supported CA, YSRCP supported NRC, YSRCP supported Work Bill, Telugu Desam is now preparing to support an amendment to FCRA Act to block foreign donations to NGOs, Telugu Desam Janasena YSRCP needs Christians, Muslims, poor people for votes, we need power with the votes of the poor, we need seats with the votes of the poor, we will continue to be in power using the votes of the poor, but what will we do for the poor, we will do nothing to develop them, we will give them biscuits like dogs, we will press a button and give money, we will press a button and give money occasionally, it is not anyone's money, it is not anyone's property, it is not anyone's property, except that we will press a button and give back the money we have paid, have they given us any assets, lands, jobs, employment, funds for investment, YSRCP did not give, Telugu Desam did not give, Janasena did not give BJP did not give all this to those parties, but today I congratulate the athlete Kolakapudi Srinivasa Rao who came to this dais today with the idea of opposing injustice even though I am an MLA. He said that he came here with the idea of opposing injustice. He congratulated them in front of the assembly and said that if your parties follow the same ideology as they have said, then why did you go to the assembly or parliament as representatives of these communities? The constitution gave you the opportunity to protect the interests of that community. That is why these bourgeois parties, the parties of the powerful classes, the parties of the ruling classes will never work for the interests of the poor. They will not protect the interests of the poor and make the power of the majority possible. The Liberation Congress Party was formed with the idea of liberating the poor and providing them with freedom. Instead of being slaves to one person, they should not bow down to one person and take one's orders. We have come to the state with the aim of working for the poor and for the majority of the people, and to work for the power of the majority of the people.
So, let's start discussing and thinking. For the last 75 years, which parties have we voted for? The Scheduled Caste community, who have converted from Christians to Muslims, have been deprived of their constitutional rights. Even after 75 years of the constitution, we are facing discrimination. What more injustice can there be than this? What more proof do we need to prove that these parties have not done us justice? Will we keep changing our votes for YSRCP, TDP or BJP? Otherwise, let's think about it and vote for ourselves with courage and determination. Let's vote for our party. Let's go to the legislature. Do you think that we will come to power? I am leaving it to you. I have told you the truth. I have told you the injustice. If you want to fight and get justice, that opportunity is in your hands. That vote is in your hands. Don't use the vote you have and sell it. Don't beg, "Ayya Babu," and live begging. Don't beg, your parents gave you birth. Don't beg, let's make good use of the vote that gives you self-respect.
Come and discuss it now. Think. The solution to this big problem lies in one vote.
It is not the only one that will bring all kinds of comprehensive development. If we cast our vote for our party, we will simply be fooled by unnecessary ideas and stop fighting in terms of parties.
If our YSRCP party is not there, then our TDP is your party.
Stop forming teams in terms of parties. Learn that parties are only at the time of elections and come together collectively after the elections.
Finally, the solution to the problem is that we have tongues. Start talking.
Every pastor, every priest should talk about this matter. Tell 10 people, spread awareness, educate, organize, connect everyone, do it. This is a problem that concerns everyone. It concerns about 50 crore people. There are 30 crore people in Schedule Caste and 20 crore Muslim minorities in this country. It is a problem that needs to be brought to justice for all of them. For that, we need to educate everyone.
Talk about this. Every pastor, every priest, everywhere. This is injustice. We need to unite. We need to unite.
Educate and organize. After these two, what should we do after organizing? If you have guts, if you have guts, question. If you have courage, if you have courage, make a small movement. Fight. Agitate. No force can stand before the power of the people. Many people asked me, "Don't you have money?
What can we do in politics if we don't have money?" I said, " How do you think you can win by forming a party without money?"
I gave them all the same answer.
We have the strength to match our own strength, but we have the strength of the people. No force can stand before the strength of the people.
You saw in the elections held the other day that a person who got votes without paying a single rupee in a state like this could become the Chief Minister today. No one took money for votes with the strength of the people. Even if someone gave money for bribes, they did not get any votes. We saw a situation where people voted without taking money for votes, thinking that our leader should come, our leader should be the Chief Minister.
Why is it not possible here? Why is it not possible in Andhra Pradesh? You all should also think about it.
Therefore, the strength of the people, the strength of unity, this is the solution to our problem. Educate, organize, agitate, give awareness to everyone.
Such a meeting should be held in every village. It should be held in every village. Every Christian, every Muslim minority, whoever is converted, should be given a mouth-to-mouth campaign. If there is a rebellion against this across the country, it should be BJP or any other party. It should be given this opportunity.
The rights given by the Constitution.
We must fight like this. The only way to achieve this is through our vote, our unity.
