Currently, right now, under the DFA, Department of Financial Assistance legislation, if you are out of the country for more than 4 months and you come back home, say for instance, you went away to the UK and you said, "Boy, I'm going to try something different cuz the cost of living is too high for Kay Man. You go over there, things don't work out, and you come back home, you spent eight months, >> you tried, you took a little savings, you went over there, and you come back, you said, "You know what? I going back home to my lovely Kimman Islands where my family is at and just try to get back on my feet. It tried, it didn't work.
When you come back home, if you were to come back home with nothing, naturally you would ask the system to say, "Can you give me some help until I get myself back on my feet?" Currently, the legislation that they have now and that they operate from is if you've been out of the country for more than 4 months, you cannot get assistance from the day of the application for 8 months before you can apply for assistance. And I and I just think about a family coming back from anywhere in the world say because the attitude that we've had with this administration and many others is we want Kimans to come back home. Now, coming back home isn't as easy as it it sounds unless you have a large amount of money in your pocket. Uh because in order for you to just say, let's just say you've been come home for uh 3 months before you can find yourself a job. That means you need to have rent for 3 months.
>> If you have any kids, you got to be able to provide for yourself and your children, food for 3 months, light for 3 months, all the expenses for 3 months.
We just got through talking about the thresholds that uh right now um means that somebody would have to have in order for them to survive. So we're basically you're saying that you need to have at least 35 3,500 to survive for one month. That's what the system is telling us. So if a person were to come home and you can't get assistance for 8 months, that means you need 8 * 3 is 24.
$24,000 in order for you to come home is what the system is saying by way of that policy.
Now, which Kimmanion do you think is overseas that has $24,000 sitting around and this is bare minimum, right?
>> And this would have been a person who previously was a a client uh client of uh >> No, no. You could be a first-time client. You could never touch it before and you just [clears throat] say, you know, I a person could have been gone for 10 years. Say, you know what? I want to go back home. You know, like do you have situations where are overseas for many years and they're retired now? So, you know what? I can go home and retire.
I got my pension. I only get $2,000 per month. They were living in New York >> and they come home.
>> How were they able to come home when you can't get any systems from the social net system that we have for 8 months?
Can you survive in the Kim Islands for 8 months without having substantial amounts of money? So ultimately the bill that we're suggesting and again another case that came to my attention where I came out and came home and they were told you have to wait 8 months. Now unless you have a family system there to support you and take care of you, you're going to be in a lot of trouble.
>> Um so much so that this person is now homeless because they can't get help.
>> Um so we're suggesting to change that from 8 months to 3 months or from eight months to four months. 4 months.
>> Um, which in my mind is still a pretty long time >> because living in Kan just >> still have to fend for yourself months.
Yeah.
>> But we have to be reasonable in this because the system can be manipulated.
>> Exactly. Now we know that the parameters were put in place for a while. So that's the bill. Um, it's a social welfare system amendments to reflect the times.
Um, and we hope that that bill is supported. Um >> and and the and the rational for me why that's important is is an individual returning home would be looking would be looking should should be looking um to to find employment. But if after 3 months or 4 months they're still unable to find a job and they don't have family members to support them then what do they do?
>> Correct.
>> So it's it's it's it's not so much you're coming back here to to to be a war of the state. is yeah, you should be coming back um I think to seek employment but if you find yourself in a situation where regardless of what you've done I was on Monday I visited um a constituent whose son have been trying to find work for for some time um so and and and he he lives here he lives at home with his family so people are in that predicament it's taking longer to find work than it used to right so if you're here for if you're here for 3 months four months and you need help and you don't have anybody in your family who can assist you, then I have the bill to at least reach out to see what assistance could you have while you continue to seek work.

I think it was Mr. Mario Ebanks from West Bay that called about concerns of the Grand Hyatt Hotel and the potential traffic on that area.
>> I am happy to report that we in the progressives formulated a question right afterwards under my name. Um and submitted it for a response by the honorable minister for for roads and infrastructure. Um and the question was in light of the the new grand higher development proposed adjacent to the warf which is expected to accommodate a significant number of staff and guests in a high density area. Can the honorable minister give details um the detail the specific traffic management measures and mitigate the strategies identified in the impact report for the area. um given the narrowness of the existing road infrastructure in that vicinity, what steps um um is the ministry taking to ensure that the traffic flows and safety are maintained.
Now, I want to be clear that that was what I sent in earlier. I did go back and do some minor amendments. I don't have the amendments to it because when you submit questions, you have to make sure that there's not suggested preamles in it. So sometimes this the the amazing staff at the parliament will help you adjust the question to meet the criteria of the standing orders. But that's the synopsis of it. What are the traffic impacts of that new hotel and how they're being monitored.
>> So hopefully we'll get a good answer from the minister that it will not impact our traffic congestion in that area already.
>> And normally when when these plans are being uh considered by the CPA, they would seek input from the NRA. So there should be something there already in terms of the planning permission and you know what conditions would have been placed in in in terms of >> traffic flow at least coming out and going in correct to the facility.
>> You would hope >> you would hope [laughter] well I think it's important to to note that we're not suggesting that anything negative is going to come out of it. Mhm. Just want to know what >> what what what you are seeing here is an example of our party's responsiveness to the people's concerns. We had somebody call into the show and say, "I'm concerned about this." We, the people's progressive movement says, "Okay, let's examine that concern and get the information that will give you comfort and calm that that will not be a problem." And if the answers we get are not calming um and relaxing to the concern then we can then address it by saying x y and z minister um is there something else we can do and so forth.
So that's representation that's why we do that.
>> It's not just because of any other reason uh of politics but representation. The other one was the update of the road that is was intended to be built from the Godfrey Nixon and Eastern Avenue junction to the waterfront on um Seafer's Way. We haven't heard anything from the minister as to what's the timeline update on that.
The honorable leader of our party, Joey Hugh, created that strategy as an alleviation from the congestion in central part of town.
>> So you basically can get from the s southern side of the island to the northern side of the island by going around the the central harbor. And there was a long planned um uh a very large strategic plan of some major roads being done. I think my honorable member >> highlighted those at the last meeting.
So, but that that road I just highlighted from God for Nixon in Eastern Avenue to Seaf Fair's way in the waterfront was one of the essential traffic alleviators and that was from when he was minister in 200 >> 21. No >> 2020 is when he first announced that right before the election. I remember >> it would have been before election. The the the work on that has started during the the 2017 to 2021 term. But the original plan, as I recall, was before you close off any roads um um we were supposed to have had those new connector roads all done. So you didn't create any traffic problems, right? So um >> and that that road is partially done, right? That road is partially done. Part of it is paved because if you where gas station is, that part is paved. I'm I'm not sure how far in it goes. It goes into to what we would call rock hole area. Um >> to where we used to play dominoes, you know, >> and not as far as that. It's to to the road where Mrs. Solomon's house used to be that stretch there. I can't remember >> rock hole uh going um into um copper boilers area.

[laughter] That's that's an old Kimal way of talking about little spots here. I know you may not be aware of the exact street name, but you're right to say that I think about 20% of the road is already completed.
>> Now, 20% of it is not going to do the initial effect that needs to be done.
So, we want to get an update in that because traffic continues to be an issue. Uh, and if you realize the first question was to do with traffic congestion. So, we just want an update.
If there's anything that we in the People's Progressive Movement, official opposition can do to support the minister to get the ball rolling on this, we're here to support. But the people are asking these questions because they want it done.

>> All right. And speaking of um um questions, uh the last meeting of the house, I asked a variety of questions around around zoning and what was being built in low density residential areas.
Um I asked those questions. I'm still trying to analyze them and and get some other answers because it's it I'm increasing becoming concerned about the number of commercial type buildings and even sort of large apartment buildings being built in low density residential areas, right?
>> Which were meant for single family or duplexes and and and the like. Not intended for for for large commercial um um um enterprises or buildings going up.
Um, so I will be looking at that some more. But on that note, if I have some time, I became aware of a proposed development at Old Prospect Point Road.
This is goes back to the traffic issue you were mentioning, which is going to put apartments are probably needed, but is it the right place? going to put another 300 odd cars I think at least that um onto the roads um um um that's already now very congested um in what is I do believe low density residential uh on a total of um 8 acres of property uh so you're talking 200 apartments and um interestingly of those lots one says crown land 1.535 acres basis for inclusion to be clarified by applicant. I don't know. I don't know how crown land is being thrown in the mix with this this this commercial um enterp. But this is another example. I don't know enough about it other than what I'm seeing on this piece of paper, but another example of um of um large resident large complexes going into low density residential.

In international news, the World Health Organization says there have now been 600 suspected cases of Ebola and 139 suspected deaths with numbers expected to rise further given the time taken to detect the virus. 51 cases have now been confirmed in the Democratic Republic of Congo where the first case was reported and two in neighboring Uganda. Speaking to journalists in Geneva, the chief doctor with the WHO said the outbreak of this particular species of Ebola was likely to have started quote a couple of months ago. On Sunday, the WHO declared a public health emergency of international concern, but said it was not at pandemic level. And President Donald Trump's special envoy to Greenland, Jeff Landry, has begun his first visit to the Arctic Island in a bid to build ties and make friends.
After stepping off the official US plane in Greenland's capital, Andre said, quote, "I'm here simply to build relationships, to look, to listen, and learn." But his visit to the territory, a semi-autonomous part of Denmark, has touched a nerve with the Green Greelandic prime minister reiterating his country is quote not for sale. For those of you who are just joining us in the studio, we have the deputy leader of the opposition, honorable Kenneth Bryan and member of parliament representing the constituency of Red Bay, U, Mr. Roy Tatum. Gentlemen, >> Mr. Con, just a quick thing to do some clarification.
I said Daisy Lane earlier. I think there's a Daisy Lane in West Bay.
>> Yes.
>> But it's Das Lane and Georgetown. Um, and both areas are very beautiful and very amazing with some great neighbors, but the area that we're talking about is the destin area. Now, um, again, that was to have that connector that goes from the from the waterfront road um to DAS Lane and from DAS Lane straight back to Eastern Avenue. Um, so I will just say that there's uh a lot of motions and questions we're not going to be able to talk about today and they have been submitted by um our members of the opposition and we wait for the honorable um speaker of the house to respond to them and give his full approval. We don't have any reason to believe that they won't. Um but protocol suggests particularly with when it comes to questions that the we wait until the speaker has approved them. Um I'm happy to say that we intend to take a strong position on many things. Um and I know that the honorable member will speak to some of the um numbers of motions that are coming.
>> Sorry, I I I started writing that that down just now. It's um I think leader intends to submit uh four motions. Um honorable Pina >> uh has has at least two. I intend to submit one possibly two motions. I'm just doing some additional research. Um and um any and and any others they know >> um the not on the preview right now but as from yesterday's um discussions those which if we only have one Thursday will fill up the whole Thursday anyway but we we will be seeing at least a minimum of eight motions from the official opposition and it gives a reflection of the significant amount of issues that we're seeing and hearing from the public. Um and we'll go into further details as to what those are. We know that one has already been approved and the one I spoke about earlier. Um the good news is that we believe that some of these motions will be easily resolved. It could be something that the government will just accept and say, you know what, you're right. That needs to be done particularly with the thresholds of the um um income brackets for persons who qualify for department of financial assistance criteria. Um, we think that the I can't see the government fighting that because they too themselves have admitted that inflation has increased by 100% in their recent announcement. So hopefully we can get through all of these motions and they've been non-contentious. We've had a good history thus far of working together um and not being too comp. So we hope >> once once once the the what's his sh once the government and the public can see that we're we're actually not just bringing issues for the sake of being argumentative but we're actually looking to make the lives of people better. It's very hard for the government to to argue against it. So, um I I'm I'm pretty confident that what what we're bringing are are things that are needed. Um just as the ones we've done in the past and I'm looking forward to seeing what um what else the government or the motion the government would be bringing. I've seen one so far. I assume there'll be there'll be some others. Um I'm quite looking forward to I al we also have a number of questions. I I I've I have quite a number. I've just I'm submitting them tomorrow. I've decided I have to whittle them down and just maybe focus on the things that I need. [laughter] >> Tell everybody the truth. He works so hard. He never going to say so, but I if I can interrupt. [laughter] Um yesterday we had caucus and he came in with a bundle. If anybody who's listening that that work uh that is a voter in Red Bay, I'm going to tell you there's not um any harder worker in the caucus in the ppm than Roy Tatum. He came fully prepared with was it 19 or 18 questions?
>> I think it >> wasn't much. It was it was what 15 and all.
>> 15 and all and all the details supplementary questions after it already um ready to go and he says I don't think we're going to have enough time caucus today to go through all of this. I was like I think so. So so but um I'm excited to see which ones he's going to be able to sub this week. Yeah, because some of them I could probably do a supplementary because there some of them are sort of are are related but but again we'll I I will I will do a reasonable number of questions given the time that we have but um but some key things uh and in the past there's a lot of questions that I put forward that have actually caused real positive things to happen. The other one a question I put forward which I'm I need to reach out I understand an answer a written answer is on its way to us. it was with regards to um the the length of time and the process um for pensions um for civil servants. Um this goes back to the March sitting I was asked this question and the answer wasn't wasn't provided. I had a phone call um just uh last week um unfortunately it was after coming for the dentist so uh my head was a bit fuzzy um but um it sounded very promising that you know a full answer would be provided and um and it seems as if um because in looking to answer that I think they they appreciated the the scale of what I I'm deeming is is is a a bigger concern than I I anticipated it was or I understood it is um so that will mean that people will be getting they're waiting for pensions should be getting pensions sooner but I'm waiting to get the the the written answer which is which is under way to me is my understanding so out of that um out of that question is going to be something good um the question that I posed sometime last year about um um traffic and about um um accidents around Selk Drive caused um a promise from a minister to do something and that is happening. Yes.
>> So so so even though it's not a motion but even questions can bring results right because it points to a problem >> and puts a spotlight on an issue >> and therefore uh the government needs to respond.
>> Okay. Can I share one of uh uh comments from one of our listeners uh on something that was uh discussed earlier?
This person says good morning. When thinking of government financial assistance, there is a very uh thin line between creating a self-imposed welfare state and being overconsiderate or overly considerate in alleviating a need regarding uh the issue.
>> I would agree with that. Um it's a very um tight rope to to to walk. Mhm.
>> Um but I think that it's fair to say that regardless of what the subjective viewpoint of whether it be too much or too little and that can change vary from person to person. What we do know here is the facts. The facts is there was a threshold done over two years ago and since then that threshold would have been considered in the um cost of living environment of that time. So what the facts are is that the cost of living environment has increased tremendously since then. So whatever formula they would have used at that time the out the equation and the output would definitely be different today.
>> So I agree with that caller. We can't just be going around giving out money all the time and and people get lazy and depending on on government all the time.
That's not what we're trying to do. But what we do need to do is make sure people don't fall so far behind um that their mental state and you find homelessness starting to increase. Um and our job is to represent our people.
Now I I it's interesting to see what the government's position will be cuz they they are in charge with the technical departments that do the equations for this and I I can't see them not agreeing that the cost of living has increased so much that we have to do the recalculation in that amount. They've told us so.
>> Yeah, exactly. They have >> and they told us and they told us because we asked them again through a question that's going to get worse.
>> So, so Mr. Connor, with that being said, um we promised that we want to give the public some time to send us questions or call in, >> but I just wanted to confirm with your help, thank you so much that the road that we were speaking about was officially announced as the Godfrey Nixon Way extension.
>> Um so that's the proper name for it. Um and again coming from the corner of God for Nixon Way and Eastern Avenue out to the waterfront road which is called the was it waterfront? Not waterfront the >> that's um North Church Street or part of Seafare sorry which where the old fish shack used to be. Um and that's where it's going to come out. Um the road is already done from um Seafare's way all the way to Das Lane. Um, but the rest of it hasn't been finished, I think.
>> And the expected date of completion at that time was 2022.
>> Wow.
>> End of 2022.
>> And we're now in 2026.
>> And again, just to highlight it, those roads, the intention was that those roads should have been finished before we closed any roads in Georgetown.
>> Yeah. I I think it's important. I'm not going to preempt a motion or or talk about a motion that is um I think I'm within my parameters of the standard to say that we're looking into and potentially considering something to talk about some of the issues that are preventing these roads from happening which has to do with land acquisition.
I'll leave that there. Um and my honorable leader once he's back can speak further to it. Um but we intend to address that that could be potentially a part of the problem. >> Good morning and welcome back to For the Record. One more question from our uh audience. Uh says, "Good morning. Your uh your participants will be aware of the Vibes Cartel concert in Kayman of the uh issue. What uh do they think about the need for sensible and sensitive restrictions being made on this kind of uh entry or event?
>> Um thank you and uh good to be back from the break. Um I just trying to remember the one before we went.
>> Yes. Okay. So we plan to file a question around that area. Um, I don't want to get into specifics because I don't want there to be any violation of the standard orders which I think needs to be amended, but that's a topic for another day. Um, I don't know what the government is currently doing about it, but we do believe recognize that there's a lot of people who have been highlighting the sargasm issue. Um, and the stench is getting really, really bad. But by all means, this is not new news.
>> It happens every year. it continues to get worse and worse every year based on the the boom of this algae that from from they're saying from climate change is causing it to get even more and more severe. Um >> and there's been lots of conversation if I just add quickly in parliament around this. Um I'm pretty sure I recall questions being raised by our leader um Joey Hugh in the past on this. Uh it's also been mentioned by um MP Seymour.
So, um, and there's been responses, but, um, we obviously haven't seen anything really proactive happening yet. So, >> yeah, >> we need to move forward with that. I >> I I can't recall if there was actually a formal question about the sargasm. I think there was. Um, and if my support team um that are listening, if we know of any sargasm questions that it's not on top of, there's so many questions. I think we've gone over 125 already for this this one year. So, I can't remember all questions, but if there has been a sarcasm question and we have the answer, can you see if you can send it to me via WhatsApp so I can potentially give an update. Um, but obviously when that question would have been submitted, the true um bloom of the algae of the sargasm wasn't as significant as it is now. I personally believe that this is a great opportunity to find some funding somewhere and use for that cleanup plan because it is some people will say okay if if if it goes up on the shore of a hotel that is a income generator then you know some people think that they should clean it up themselves but all the residents in the area which is a constant almost every other day comes back in. What mechanisms can we put in place where it gets really really severe and could potentially affect the health and the quality of life for the surrounding areas? Can we do an initiative to say, "Okay, let's if it's a little bit now and then, that's not so bad. But when the beaches get filled up with mounds of four or five feet worth of sargasm and it stinks and it and its odor and it affects our our brand of a of a of a tourism destination. So the government could consider spending some money for a cleanup. That's our view.
>> I've heard about people canceling their trips um because of of um the amount of sargasm that they were seeing um online at beaches even even in north side at one point.
>> Yeah. So so we're we're going to find out more and by next next um radio appearance, we should have a better clearer understanding >> um as to what question we're going to pose. One of our pension one of our listeners want to know whether or not uh you can say if uh pensioners might be getting a little create uh raise sorry in their pensions uh this year. The person say that they joined late and uh they uh if you spoke about it they would have missed it because they joined late. So any increase in pensions, we know affordability, cost of living all going up and those persons, you know, with the lowest income are the ones that feel, you know, the most the the most as well.
>> Um, Mr. Connor, I wish I could have given you a more wholesome answer to that question today. Um, but it does fall in the line of some things we plan to submit to Parliament. Um, so we'll wait till next week to respond to it.
But to give you the factual situation right now as we know it, we are not aware of the government taking any steps to increase the um pension amounts for past pensioners um due to the inflationary increases that we're seeing. We have heard the cries of those pensioners whose um amounts of income has not changed, has not increased, but their cost has increased and it's causing problems where I've seen seniors power go out. they don't have enough money to get food. Um, and the amounts of money to for them to survive seems to be has diluted in the high cost that we're dealing with. Um, we hope that the government plans to do something about it. Um, I don't want to preempt anything, but we plan to suggest some things about that. Um, and we hope to give an update to the public next week, but at this point, nothing from the government.

>> So you're giving one end and taking it back with the other. Okay.
>> Now, where we that money could be raised that people like me could go to the dentist and get your teeth fixed up, get your old hip replaced because nothing to do with the brain.
Nothing you can do with that [laughter] up every morning. But our leader again like all leaders before travel around the world showing up the financial sector. Love it. It kept us alive during Corona. Mhm. [snorts] >> But now just look at Japan alone. Now they just in shown another investment over 800 billion. This not 800,000 800 billion dollar that it's for the Cayman Island.
Bo Miller 25 30 years ago 25 years ago Bo Miller said let's take a quarter% with that that would cover scholarship medical care for the old people help fix our infrastructure [clears throat] but for some reason now if we were doing that we would had billions well I don't know what billion but we would had hundreds of millions in surplus just off of that fun every year for elderly, the same old people they trying to feed.

>> We would had that for us. We would had food for young children if you wanted.

>> We have Medicare and scholarships. The money is there. But no, for someone the other reason we chose this style of governing, if we say anything to the rich people, they got run and leave. Partner, if they were running and leave, they've been gone a long time. They come in every day, they line up. We not ain't got enough space to park their jets, the private jets. We don't have no space for that.

>> But know what we do.
We go and hit the poor man.
Yeah. Oh yeah. The poor man, old farmer, people like me. Well, boy, we going to raise your place because this going up and that time the money is right there.
But then we do that. Then we come and say the price of this going up so we can gear something but remember that you got to work for me next election remember who took care of you and that's a system that's a system friend that we can laugh at but it's only one thing that will do in the future it will hurt us badly because if the financial secret se um sector started decline then you know you say oh we got hit from before we go.
Yeah, it's not sustainable is what you're saying.
>> Listen, B Miller was did not get elected, but B Miller had a vision and I took things from him because I not fa to say where I got ideas from because one of the things that I campaigned not a quarter percentage half a percentage of that money the Bahamas were taking about 14 15% out of it. you know that they were doing that brother >> and I ask nobody that check the history there but you didn't you know something now and another thing we could start to help the poor people poor farmers cuz the farming thing is I I guess it we're trying something but boy it we doing it with a limp you know >> now >> very very quick caller because we have a few other callers queued up and we to go to commercial break.

Now I have an idea how to spin it. Um I heard you all talking about uh seaweed as we know it. I think men might have I might have made a proposal to OC before um concerning the seaweed. I think did 7 something million dollars on eradicating the iguaners. Right. A lot of that money I know went into the hands of people that are not really residents of the island, right? So I would take them over. That money went overseas. So let's put a bount on the seaweed. [laughter] I suggested Yeah. I suggested that instead of locking up our little guys to go and get count lobster, wils, and whatever it is they go and get, let's put a bount on the seaweed and let them go out and collect it before it get to shore.
OC acts if we would to put a debt in it.
Let me tell you if you well first I said we would have to determine how we going to pay them whether by the pound or or measure the boat and see how many yards the boat will come in with. So we determine that and then you put bounty on that and you'll see how many people will be out there collecting seaweed before get to the shore and if every boat come shore with a control amount of seaweed that will be less to just come willy-nell on the on the shores right it'll be controlled we'll bring it in to a specific area offload it and then um um deputy leader as you know me will be out there too you know that big boat I got [laughter] that we go fishing in with Maka. We'll be out there. We'll be out there loading her up all day, all night once you off >> and and and and I know see behind there laughing. He'd be coming to [laughter] >> on my bicycle.
So So I I don't know that maybe that could be um we could do that. And I'm quite sure if we was to put a bunt on that boy of boats, all those boats that go on Stingray City and just burning gas, they'll be out there too.
>> So maybe maybe you can bring that up in there in Parliament.
>> All right. We we'll we'll definitely we'll definitely see what we can do to solve the sargasm problem. You definitely have to do that.

Um uh but they as the former um CTO chairperson u for the tourism product in the Caribbean, we did much examination of this and actually the studies um promote more um deviation or um redirecting the sarcasm to pass the island rather than trying to scoop it up once it's on the island because you're just not going to have enough time um space or manpower that is worth the value uh um proposition um our return on investment because it's so much of it and and the next thing is when you get it what do you do with it because it becomes a waste um um problem for you.
So the the thinking we're was pushing towards more um boundaries around the beach area to to to push the sargasm to continue flowing because it goes with the currents. So not all of it stops on.
>> So we got we got we got change the the flow of current or what?
>> Well, no, you don't change the flow of current. You just have uh >> because that's what brings it to various areas in Kan.
>> Correct. But you can put up like buoys with nets where when it when it's coming towards the beach, it it can't get to the beach and when the current changes and it starts to flow back out, it it will eventually go back out cuz current changes back and forth and that's what all around the whole island. I know that sounds sounds a bit crazy, but what you do is you try to alleviate a portions or a percentage of it from hitting um the beach and then whenever the ones if you kind of direct it into one area, you can clean that specific area. That's been the best solution thus far in many other jurisdictions like Mexico, that's what they've been um >> Well, I know not working in Mexico. I can tell you that now.
>> I don't think there's not that. Don't don't come with that. They're not working in Mexico.

And there was a question about this current fiasco with the vibes cartelainer >> and um and we in the progressives are aware of the concerns by many many companions about the current entertainment environment.
>> Uh we share in many of those concerns and and we truly look forward to hearing from the government uh if they intend to make any adjustments to the current criteria for approval of entertainers into our islands. um because it has been voiced by many. I think there's a loud enough voice that we need to hear from the government. So, I'll leave that there. Do we know do we know where uh by whom the permit was issued? whether or not it was a temporary work permit, whether or not there was an exemption granted by cabinet because the uh one of the uh press releases or the article in the newspaper that referred to the premier at a constituency meeting saying that the government was legally constrained, you know, in terms of their ability to refuse use the uh permission for the person to perform. What I haven't had clarity on yet is whether or not it is a temporary work permit issued by the director uh of work or you know person he is authorized to do so or whether or not it was something that was approved by cabinet or whether or not it was a collaboration uh you know between the two.
>> Well well Mr. Conor, one thing I I can say is that we don't have the answers for that. We're not the current government. Um and the government does need to respond to those things. Um um but again, we share in those concerns by many Cameians and we look forward to hearing the government respond to those things.
>> But what I would add, just being me, what I would add is that certainly the impression I was left with was that potentially um it was a collaboration and that the cabinet was involved in some some way. That was the impression. I don't know if that's the case, but that response made me believe that to be the case. So, again, the government can can can can clarify.

>> Yes. Good morning to the deputy leader and to MP Roy Tatum. I want to take us back to the call that um Elvis made and um to connect that with um the housing issue that was raised. I think it was the last time the members and opposition were um in the studio.
And I've suggested before and I still suggest that of a country with the economic activity like the Cayman Islands, we should start a sovereign wealth fund to alleviate all of these issues. I think if we start the fund and let it mature in let's say 10 15 20 years um that fund can help uh even alleviate in on its own the housing issues that we have now whatever structure we put in place to ensure that government recoup uh uh the fund recoup um it its um investment um that is um for for for the players to to put in place but But I believe the strategy that Elvis was suggesting along the thoughts of a sovereign wealth fund is one of the ways and a lot of countries are now taking up this this this approach to finance major needs of the country and I would hope that the opposition um take this up and push it forward um not just in in in in verbal discussion but in practical ways such as legislation. Thank you.

>> Um, the issue is that that will possibly possibly help to solve problems 20 years hence.
It won't solve the problem today or next year or the year after that. So, that may be a solution to help things in the future. But in the meantime, uh we're 3,000 um shortfall of of of homes is around 3,000. Um just a few years where it was it was it was a thousand.
>> I hate to think what it might be if we don't get a a solution quicker clock what that would be in 20 years. We don't we can't wait that long. Yeah. So I I agree with the concept of a sovereign wealth fund um to help potential with future needs, but there is a need today and a need that's growing.
>> Well, I think I think we're both saying the same thing and I want to thank the caller for that. He he is trying to offer solutions and we support that.

Can I just highlight right before we go to the break that um it's important though this is not a colleague within the progressives at this moment but was a former member of the ppm um the honorable um former minister um Mr. Seymour, Darene Seymour recently moved the motion to parliament to create a sovereign fund. Um, and it was private members motion number 16.
Newborn investment sovereign fund for all Kmanionan children born after January 1st, 2027. And I'm not going to go into the motion. We don't have time today. But the intention is to start planning for the future from now. And I think he has to be given credit to thinking about the future, not being able to address right now. This this this suggested solution wasn't to deal with today and the medium term, but that the next generation of our ch children and grandchildren will hopefully have a solution that we created long time ago.
um if you look back into the past um when when you go into the future that that something started today and I and I think that um we are in support of that theory as we just said uh and we want to give credit to the honorable Dwin Seymour for bringing that motion and we're in support.

You see uh I asked the chief officer of the port the the the for immigration who will be grandfathered in under the current legislation. His answer that he gave me last week was it is only people who have applied for PR and and and status and and and those who are going through judicial review. Nobody else will be grandfathered in. However, the premier and the deputy governor have been saying, well, so long as you are in the Cayman Islands now uh like before the law comes into effect, you will also be grandfathered in. So, what is your understanding uh from the legislation?
At the moment, I'm confused. So, uh maybe you can explain it to me. Thank you.

I I think it's something we should do up the ante for those individuals that are catching them because I see again I do backyard farming and uh >> they they coming in right left and center so this is a serious thing we that are trying to do something it's a discouraging situation when you see firework six iguanas coming in even things that are hot like scots bonnet peppers they're eating okay >> no >> I hope this will be considered um in the next meeting within you guys. I keep talking about the the demolishing of the the vegetation. Gentlemen, Cayman Islands are getting hotter every year.

I don't think that anyone said that it started uh today but um you all can answer that and this one says problem with government housing especially in West Bay is that those people uh that were given PR status there are now the people who are getting government homes how did they qualify to get PR or status if they own nothing um in the in the first place uh uh as well. So that was it.

Um as per the last comments slash questions, I think um the first one was from Mr. Bilikica >> uh, a good friend of mine. Um, I think he was asking for clarity as to the grandfather um, um, clause provision in the changes in immigration act. Um, I can only say to you that what we understood was that it's for those persons whose applications were formally filed >> before the date of the enactment of the law, 1st of May. So um that's what we understand the act to say. If the premier is saying something different on public um forums I don't know what to say to that. That's what we understand it to be and I can double check the legislation to confirm that. Uh but you know law is based on interpretation and even sometimes a law may be a law but can also be challenged.
>> Yeah. Yeah. So, but but that's a simple quick answer >> and the position on that is that even if you qualified before the 1st of May, but you didn't submit your application, you're going to fall under the new provisions of the law as well.
>> Yeah. And and and we recognize that is going to be very touchy for many people, and I think that's where the anxiety is coming from, but um that will continue to be a subject of uh of discussion for years to come. As per the last caller from Westby, I can't remember his name, but a very articulated um senior member of our community and always willing to say his point. I want to thank him so much for what he suggested um particularly with the clearing of vegetation.
I myself plan to to speak to my colleagues in caucus about developing a framework for a motion about um clearing of vegetation. I am my mother's child.
My mother is a green thumb. She loves plants and I've grown such a strong affinity for for trees of all sorts and kinds and it forced me to appreciate our environment more because the vegetation of Cayman is what makes Cayman. It makes us have particular types of parrots because of because of the types of trees that we have the berries that they offer and so forth. So the vegetation is a major component to our culture and I do not think that there's a strong enough restrictions on clearing of land outright.
um even if you don't want to disenfranchise persons from clearing their land for their own residential development or business development but it has to be with parameters for example and I'm going specifically at one particular plant which I grew up as a child cutting so much and getting maiden plumbing coverage on me for my mother which is the thatch the silver thatch to go cut the the center thatch so we can plat um the kayman platting >> um do You know, it takes I think every year 1 in every year is if my memory serves for a silver thatch tree to grow, but we get where I don't think there's a restriction on that tree. I maybe I could be wrong. I don't want to say that and it's not the case, but I think that even if you get clear um uh permission to clear, there should be better transplanting to other locations and replanting protections in clearing. So, I I'll stop there. I'll elaborate more because I know we have to go to go now.
And I'll just I'll allow my colleague to do the the last closing remarks by by just saying the People's Progressive Movement are happy to continue to be on the show.
