The NTSB investigation into the UPS MD-11 crash revealed that Boeing had applied to increase flight cycle intervals between airworthiness inspections approximately 10 years ago, and this approval was granted without submission of in-service experience data such as documented structural failures like aft lug cracking, which could have prompted the FAA to issue an airworthiness directive to reduce inspection thresholds rather than escalate them.

Day 2 of NTSB hearing on UPS plane crashHinzugefügt:
of our top stories tonight. The National Transportation Safety Board just wrapped up 2 days of hearings in Washington as they continue investigating the lead-up to the fatal UPS plane crash here in Louisville. Today, part of the focus was on the MD-11 aircraft that crashed, including a documented issue on aircraft in the past. We learned about 10 years ago Boeing applied to increase the amount of flight cycles between airworthiness limitation instructions, an increase between inspections that was approved by the FAA.
Was there any submission by Boeing of in-service experience uh such as uh fractured races?
To my knowledge, it was no information like that.
And if we had information that there was aft lug cracking, we would have uh more likely issued airworthiness directive to reduce the the threshold, not escalate it.
The NTSB hearings also released this new video of the takeoff that day. This was uh came out of the hearings just this week. The NTSB has said the final investigative report on the causes of the crash will be published at least 1 year from the crash date.
