However, to most native speakers this sounds completely wrong. This is because in standard English there are two main ways that we use whenever. First, we use it for patterns. For example, whenever it's sunny, we sit in the garden. There it's very similar to every time.
However, whenever is more conversational and focuses more on a general pattern.
It doesn't always mean that it really is every single time. We also use whenever when we don't really know or care about the exact time that something happens.
For example, call me whenever you're ready for me to pick you up.
That basically means it doesn't matter what time you're ready, when you are, you can call me.
However, in some parts of the US, people use whenever when talking about a specific time. For example, whenever I was a kid, I ate a lot of ice cream.
In standard English, that should be when I was a kid, not whenever I was a kid.
Whenever I was a kid sounds like you don't know when you were a kid or that being a kid was something that you did again and again. That's why to most native speakers this sounds completely wrong. But in some places, that's what people say. And it's not because they're stupid or uneducated, it's just because that's how they speak there.
