Dallas apartment explosion: What went wrong?

But to fully understand what happened, you need to know what was supposed to happen at the site before everything went wrong. So the plan was simple. Turn this into new lowincome housing. The apartment complex was already under contract. The buyer just wanted to know what exactly they were building on. So they hired an engineering firm, ECS Southwest, out of Carolton to test the soil. ECS then brought in a drilling company to bore through the concrete to pull samples, and that's when everything changed.

[00:00:42]Now, the big question that investigators are going to be asking is, did anyone call 811 before they began digging? It's the law. It's the way utilities are marked. There should have been some sort of spray paint along the concrete. At this point, we simply don't know if that happened.
