Because as soon as your app gets popular, it's very vulnerable to hackers, at which point you then have to shell out money for a security team, and then the expenses you have to incur are so high to protect yourself from getting hacked that you're either going to burn a whole bunch of money trying to just stay alive, or you're going to get destroyed by hackers, or your infrastructure might ban you. So, blockchains are are theoretically decentralized in some areas. Many that say they're decentralized aren't even decentralized in the most basic areas.
But, some of them actually are. They're economically structured in a way that pushes the real application activity back out of the cloud.
