The man involved isn't driving through a random neighborhood or parked behind a closed business. He's pulling out from property connected to a house owned by his family. As he attempts to leave the area, deputies stop him and immediately begin asking questions. The first thing the man wants to know is simple, why has he been stopped? Was there a traffic violation? Was there a complaint? Has a crime been reported? The deputies explain that this is not a traffic stop.
Instead, they describe it as a tier two stop based on what they call articulable reasonable suspicion. The biggest problem here is every time the man asked what crime is being investigated, the answer remains largely the same. The deputies don't know yet, they're trying to figure it out. This man's dog steps a few feet away from the car to eat some food, but now he's being ordered to identify himself. The encounter takes place at a public park where a man and his wife are living out of their vehicle while trying to get back on their feet. As the video begins, law enforcement approaches and immediately requests identification. The reason given is a leash law violation.
The claim is that the man's dog was outside without being properly restrained. The man doesn't deny that the dog was outside. Instead, he points out that the dog was only a short distance from the vehicle eating food and wasn't bothering anyone. The focus remains on identification. The man focuses on a different issue. He makes it clear that if a leash law was violated, then write the citation and let him go. And this is where the real problem begins. Watch how this escalates from here.
