Nel Noddings, a philosopher and educator who developed care ethics, organized feminist educational reform into three phases: Phase 1 (Equality Feminism) focused on securing basic rights like voting in the 1920s; Phase 2 (Women's Agency) addressed wage gaps and reproductive liberty; and Phase 3 (Self-Reflexive Feminism) recognized complex intersectional differences among women, acknowledging that individuals may hold multiple overlapping identities such as being a woman, African American, and lesbian simultaneously.
