COMMAND ORDER REJECTED - POLICE ON RUTO Genz ORDER!
Added:[music] >> Ladies and gentlemen, welcome again to the analysis of your Leno TV. I hope you well from where you watching this channel. I want us to do a post analysis on the statement that Ruto delivered concerning goons.
Personally, I don't advocate for goons or goonism in all these protests.
But let's look at the Kenyan protests because on 25th there's going to be a protest in commemoration of the Gen Z's who who lost their lives. Remember what happens in 2024. So there's going to be a protest. Now, a petition was already issued to the government to allow that day for protest to be done. In fact, the organizers want this day this to be every year. In fact, they what they they are demanding for and now I heard what Orengo said, they want that day to be a public holiday because the the Gen Z's wreaked havoc on the government and forced the government to withdraw a finance bill which was termed to be very punitive.
Now, let us look at the government statement. Now, we all are alive to the fact that [clears throat] all these demonstrations are always met with tear gas. Police will always throw a tear gas to even the peaceful demonstrators. Of course, I am one of those people who don't advocate for looting, destruction of other people's properties. I don't advocate for that.
But even if the demonstration is peaceful, you will always see a tear gas being hurled at the people. And most of the time, that is what uh raises the anger on some of these protesters, and they end up looting.
There was a demonstration, peaceful one, organized by the KMPDU. Doctors had demo- uh demonstrating over the intern postings. Some The government had changed the tactics and changed the policy and the argument The bargain argument was not being honored. So, Dr. Davji uh Atellah was tear gassed, and he was not even looting. He was just peacefully demonstrating. Peacefully demonstrating, carrying placards.
You know, KMPDU is headed by Atellah and uh Dr. Abidan Mwachi.
These are very professional leaders who are at the helm of that organization.
Now, let's get back to Ruto.
Now, the president has said, "Deal na hawa watu."
>> The one thing that is not going to happen is that people will be mobilized to destroy property or to cause chaos or mayhem. That will not happen.
>> What will the police do? This is like an order from the head of state to the police. Wreak havoc on the protesters if they use goons, but they are not going to be goons. These are peace- ful Kenyans who are going to demonstrate.
Nobody wants to die so that She Hui can be compensated. But, the president has said, "You will be met with ruthless force if if you attempt [clears throat] to loot, if you attempt to to carry pangas, you attempt to carry stones."
"You will be met with brutal force." Now, I'm not saying the police will do that, but right now the police need to be very careful. You've seen what is happening to the case of Rex Masai, you know?
Murangiri is really facing it.
He misused his powers, misused his firearm.
Now he's the one at the dock and he's facing murder charges. And if so, what IPOA said, IPOA did confirm the evidence that they've gone through. They scrutinized the evidence from the CCTV that the person there is I Sam Murangiri, the corporal, who is alleged allegedly who's who's accused of allegedly shooting Rex Masai and Rex Masai died.
Now the police is carrying his own cross.
Even though the NPS would want to maybe protect or save him, it's not possible because the courts are already on this matter and Kenyans are not letting it go.
Of course, something can happen maybe to lessen the punishment, but he'll have to carry his own cross. Now sometimes the police need to be very careful these orders whenever they are issued. Like for example, let's get back to the order that was given by Murkomen.
Murkomen did say "You will be shot if you invade police station police station. You will be shot." Then the president later on did issue another statement that "You will be shot on the leg." You know?
>> [laughter] >> Kenyans were not happy.
You know, Kenyans are not happy because that was like the head of state issuing a direct order to the police to shoot.
He's the head of state, the commander-in-chief. He issued an order to shoot on the leg.
But quickly said, "No, but they have their own commands and they can use their own uh decision-making process on depending on the situation at the ground because the president will not be at the ground. Maybe when these demonstrations will be taking place, maybe the president who shall have traveled again because you know, he just came from France.
He was in Kazakhstan the other week.
We expect him to travel this coming week, maybe even the 25th when these demonstrations will be taking place, maybe the president will not be in the country, maybe he'll be in Uganda, maybe he'll be in Tanzania or Rwanda. What about if he's he's going to go to maybe like South Africa. The president might not be around. He has a very busy schedule. If you go to his itinerary.
So, what I'm trying to say here is that the police used to be very careful.
Even if the order came from the head of state, but they need to listen to their own instincts and realize that they can only use their fire firearm if the opponent or the person they are confronting has a firearm and has posed a great danger to their lives. But when someone is just carrying a rungus or rungus ladies and gentlemen, how can you exchange a rungus with a firearm? Someone has a rungus, you take up your your own gun and shoot this person. [clears throat] Someone is carrying a stone, you use your Why can't you use rubber bullets? What about tear gas launchers? Why must you use a gun?
A live ammunition. Why must you use that on a Kenyan citizen?
And the constitution has prohibited it.
So, I think even though the president has made that kind of statement, I think the police also have a duty to weigh these statements. Maybe the president did issue a political statement because at the at the end of the day, if the police use excessive force on a citizen, citizen is maybe dismembered or dies, you know, or anything happens, you know, that police will carry his own cross.
If he faces the court and says that I followed the directive of the president, the court will not use that. In fact, the court might punish him more if he attempts to use that as a reference. So, you can't use your own head.
You used what the president said, but that was just a political statement.
Is there any written, uh, you know, order to maybe the IG that this is what should happen?
That police, if he attempts to make use of that order, the verbal order, and you and and then we know very well that the police is independent. It's going to be up to him to carry his own cross.
