Uh with that being said, um is there any concerns or, you know, complaints or anything that I can address um moving forward or that you've seen um throughout the community?

Nothing happened. What's going on with that thing? And why isn't it done?
So, the walking gate um was scheduled to start Friday. The payment went to them um got delayed.
So, on 4/20, the work got delayed.
However, it should it's still on track.
They have payment now, so hopefully we see that begin within the next week or two.
Um do we have any uh Somewhere around the 15th or 16th. So, actually within the next week or so.
Okay. So, around the 15th or 16th of May, we should see them out there um fixing that pedestrian gate and it will be closed from then on. Yes. You also mentioned about sauna repair.
Yeah, so the sauna, the surfacing, um that was complete. Right now, we're waiting on electrical to uh put in the new heaters. Um we do have them.
We're just getting um the quotes on whether it's going to be a flush mounted control unit or a wall mounted control unit, which the way it's uh turning now looks like it's going to be a wall mounted. We're actually going to build a box to save a little money around a flush unit.
Um so we should see work on that too roughly within the next month or so.

But I was told it was null and void.
Money that had been given had been returned appropriately.
And yet when I I to somebody on the board about it they said, "Oh, that's going to be taken off because it doesn't exist anymore."
So, I'm not really familiar with what's going on in that situation, but I can look into that for you as well.

>> When you moved the gate in back. I know it's being looked at. There's been talk about setting up a new development on committee.
Um where where it actually stands though, um I don't have much information. I know it's something that's actively being researched and looked at and where we could put one in because the community does have the need for it, but nothing's been set in stone or anything like that at this time.
I just wanted to ask about the exit gates in front. Yes. What's going on with that? You know, on the right side you got a stop sign and on the left side you don't. People stop or they don't stop or they get mad at you when you stop. And then this morning when I got home through the exit gates, that one was raised. You go by and it opens up.
But then when I came back, they were back up again. So, it's just very confusing. You stop, somebody behind you is like honking at you or setting me off or whatever or you pull up on the left side and just go straight through cuz there's no stop sign on the left side.
So, I get confused whether I should stop or go. I do agree there's confusion with the stop signs and it's not the same on the other lane. So, that is something I can look into as well.
Either put the stop sign on both lanes or just not have them there at all, whatever the board decides.
As far as the gates being up during the day or down, like you said but were down this morning. So, from 7:00 a.m. to 7:00 p.m. the gates are left up, which if you go to other large communities, you'll notice that is the trend for exiting.
That amount of traffic going out those those lanes, it's almost impossible for someone to try to drive in against the traffic. At night, between hours of 7:00 p.m. and 7:00 a.m. though, when there's not really anybody leaving, yes, somebody could try to sneak through on the oncoming traffic side and get in that way. So, that's why they're down in the evening.
Um in the overnight. And what that does is just saves us time on maintenance and money on maintenance as well. And that gate attendant to be able to answer phone calls during the busy time or bring go out there and get the visitors that are coming in when that line gets built up.

We have you We have people on YouTube that would like to be able to hear the people that are asking the questions, and they can't hear you when you speak, but they can hear George. I've got a recommendation, George. Yes.
Uh to leave the gates down on the exit until the county comes in and does their full assessment. The lineage is not there, and it would allow um a quick minute so that traffic between the development and town can get through without being a cluster.
And like she was saying, people will just go around us. It doesn't matter whether they're residents here or not.
Most of them do not stop in that left lane. I'll be in the left lane to go out at 7:00 in the morning. Sometimes I hit the gate, sometimes I don't, sometimes it's up, sometimes it's down. That's what I mean. But then I'm staying in the left hand lane, and this guy is like over here and trying They think it's a one lane on the way out of Burke Bridge. So, they ride the middle part of the road rather than stay on the right or stay on the left. That is a full two lane area. We have conferred it right with the commissioners when we were there that they they do agree that they need to redo that road and put lining. So, there is an assessment being done by the county. But, my recommendation would be to keep those gates down at all times to allow for another moment or two for the this traffic because I've almost been run into twice from somebody from Thunder trying to get across over there or even coming into Burke Bridge. That's just a recommendation. So, you might want to try it for a day or a week or something and look at it.

Okay, on the bear there's a retention pond. For more than a year there's been calls where water is coming from the street getting into the pond.
It's deteriorated to the point that that got the cement was still standing. Well, all the dirt, especially on one side is all washed out.

So, off the top of my head I won't be able to answer that for you. I do know there are retention ponds that have issues.
Um if you want to speak after I can speak with the public works guys who are doing Yeah, well, yeah, we've we've had people come out. We Well, Frank, you know there's how many people came out three? Microphone. Three come out cuz they're looking at Scepter and they're looking at Adair. So, we're going to have them both out at the same time.

So, you can take them off, you can wash them, you can re-stretch them and put them back on.
So, what if we went to a chair or lounge that had like a mesh. Once that mesh gives, there's no fixing it. We would have to go to a different type of lounge chair or just buy a completely new one. So, any thoughts on lounge chairs or anything Sandy trouble was I was supposed to give my name.

And it's also because there is is going to be over spray and everything with painting the pool the pool house, that's something we're going to probably going to want to shut down the pool for when we do it. I think that would be best [laughter] in the winter time or a time when the pool is you know Why do you need to paint it and everything before the 4th of July again?
Um I mean, over spray is going to be out of the pool, not in the pool.
Um Depending on how the wind's blowing Um then I feel like for the safety of everyone and just to be safe and make sure that there's drop cloths down and everything around that and we're not getting any kind of over spray Um that we paint it, you know, when the pool is closed or no one is there. And then also during the rainy season including in the summer when it's more humid, it's going to take longer for it to dry. They're very durable but they're very dry.
So, you're saying like right now you can't do it? I'm not saying we can't, >> [clears throat] >> but I'm when I saw it I I think that's something good for, you know, later after pool season when everyone wants to be out there. But it's not it's not off completely off the table, but that was my idea and what I I thought about when I saw that they wanted to paint the pool house but I might be one of the pool subs. But again, So, George, is there a way we can talk to Miguel and find out what I mean, he's the pool guy. Right. So, if they want to paint it, what are they looking at? Okay. Okay, thanks.

Okay, so I asked to have a pool committee and they said no. So, I just kind of did this on my own. Nobody asked. Just me.
I researched buying new umbrellas for the pool area.
And we could get 12 umbrellas off of Amazon. 10-year warranty on the color and I was thinking a different color for each table.
And there's [clears throat] not 12 tables out there, but just in case.
And they're like 150 bucks each plus tax, shipping, whatever.
The other thing is the place we get our chairs from right now, they have a chair [clears throat] that's called an ADA pool lounger, which is 20 in high and looks exactly like that. We can get a different color writing if we want or whatever. And they're like $350 a piece.
But in our reserves, well, the little ones are like 269.
Don't give me that.
In reserves, Mr. Jerry told us we have $5,000 to spend on pool equipment. So, how do I get that to where it needs to be? So, I did look at the reserves. The pool furniture is slotted, I believe, for 2020. It was 2027 or 2028. We haven't had new pool furniture in 5 years. Yes. Okay.
When I did look at the reserves, that's what I saw. Um again, don't quote me on that, but we can definitely look into it and then look into possibly putting these pool furniture on the agenda as well with different types of what you guys want. Is it umbrellas? Is it more lounge chairs?

Well, that's what it's all about and what is out there is garbage.
Um I think the lounge chairs get filled up pretty fast, so Yeah, I think there's only 12 out there.

I'm going to be reaching out now that things have quieted down so we can discuss the possibility of them coming back on and why no paperwork was dropped off when they gave us their resignations from the committee itself. So, I have a few people that have um uh shown interest in being on the development committee, which I plan on sitting down with them as well.
Uh but we are working um towards the second gate. I have a meeting coming up next week with the county engineer, Mr. Herring, and um we'll be discussing [clears throat] the options that they brought forth to Brookridge in order to be able to put the secondary gate out in the back, not off to the side or closer to the front.
It will be off to the back.
So, they got to give us their their suggestions at that point. And then I'll bring it to you guys, and we'll go from there.
Now, regarding that gate and the committee, I know it was a long long time and I got nowhere.
And I did bring it up at the town hall, I come to Zoom town hall meeting, that there was money on the side, 15,000, never was 35, down to 15, right? You agree. And they had and you said that a company that that committee got involved with that was going to do the preliminary studies, negated, said, "No, we're not going to do it."
So, is that what you're still going to do with the county? Get their input about who to get to get all the studies done.
Uh that's what the meeting is about next week. We're going to talk to them about the options that are available to Brookridge for a secondary gate out in the back part of Brookridge, not in the front. And the other thing we're going to talk about is what are the next steps are and what the county's involvement will be. Because each place that we have looked at that we are aware of, unless they know something else, the county will have to be involved in that because they'll be And I And I did understand that it was there were some engineer type of studies that had to be done. Traffic Traffic studies. Impact on the area. I believe that according to what I've been told and that's what I'm going to verify next week. So, this is not This is only food for thought. I believe that they had a traffic study done out back when they were talking about a couple of other projects. So, we may be able to take advantage of those studies. Oh, okay. I'm So, hopefully I don't have to pay an arm and a leg. Good. I didn't know there were studies that were done.

Um and we'll keep searching for an answer for you, but we don't have anything other than what I just talked to him about uh when he was leaving to go home for the summer. So, nothing new, no.

Yes. Yeah, I mean All we need to do is have somebody put in a work order for it. This is the way that this goes.

If we do have a a vote to move the money between sending out cards again, That'd be something that we have to decide when we find out how much they are.

So, real quick, uh I'll introduce myself. I'm Brian Eubanks.
Uh I moved down here 2 and 1/2 years ago from Findlay, Ohio, which is just south of Toledo.
I'm a 30-year retired police officer from my hometown.
Um I was also on a paid volunteer fire department for 32 years.
Uh the last dozen or so years, I was the assistant fire chief, arson investigator, and then the last 3 years, I was the fire chief before uh my wife and I decided to move down here to Florida, so I retired from there.
Uh retired from both of them.
Uh Matt George George asked me if I was interested in this job. Uh so, here I am. Uh the current thing with the Code Enforcement right now, uh we are understaffed.
Uh I have drivers are on days and afternoons. so the day shift drivers are from 7:30 until around 1:30 to 2:00 and then the afternoon driver comes in. So they are the ones doing the speed enforcement. They're also looking for other violations.
I do have a code enforcement guy that comes in on Tuesdays and Wednesdays. He follows up on work that has been completed that we're notified of. He goes out and makes sure that everything is up to par. He also does violations and then and so forth as he's as he's driving around.
I'm on the full staff and so uh dealing with the the front gate.
We are on full staff although I'd like to get one or two more floaters in there for people to call them. We are in that vacation time of year.
Someone wants to vacation I think you'd be able to uh to fill those slots in the the front gate. Um the things that we're looking at now we are I don't mean to stand in front of that.
Um weeds we are looking at now. We are in that time of year even though we're on a water restriction. Weeds don't need the water to grow so our drivers are looking for weeds. We don't want them to get out of control above the 12-in violation.
The zeroscapes the the the gravel that you guys may or may not have around we are looking at those. We just ask that the weeds are kept under control so that everything looks nice.
Uh but those are the ones we are not asking people and we're not writing violations for mold mildew on the side of your house because we know that there's a water restriction. So our drivers are not looking for things like that but we still expect the community to look nice and and they are looking at the the weeds and and so forth when they're they're driving around.
Um big thing that I would like to ask you guys um so understand that when during the daytime we have two guards that are up in the the front guard shack.
The amount of traffic that comes through there, I get a lot of complaints because sometimes they don't answer the phone.
That I'm going to rely on you guys.
There is an app out there if you guys have visitors coming in and they haven't been put on there and you're upset because my guards have turned them away.
You guys have to depend on yourselves to put them in your visitor or vendor visitation log.
The reason why I say that is because the amount of traffic that's coming through there our guards have been told once there's an accumulation of cars that are starting to build up, the other guard is to go out with the other tablet to try to pre-check people as they're coming in.
So that keeps somebody both guards busy and they're not able to answer the phone all the time. If you're calling back-to-back, that's just telling you that our guards are busy checking cars in.
The easiest way to do it is check them in yourself.
So that when someone comes up to the front gate, they're not turned away because you've checked them in.
Um if you're not happy with the guards not answering the phone, I get that but they're busy. If you guys have sat for any time and saw the amount of traffic that's coming in through that guard shack and they're trying [clears throat] to check people in we're getting a lot of them that aren't on the visitor list.
So they are turning them away and then you guys are trying to call up there.
We got to rely on you guys to add them to your list. If you don't have that app, come up George will help you. I'll try to help you add them or figure out how to work that gate sentry on your phone.
But I'm I'm fielding complaints because the guards aren't answering the phone.
That's because of the amount of traffic that they're trying to check in. They're just not standing there by the phone waiting for someone to call. I got to rely on you guys to add your own guests and vendors. You guys know that they're coming most times. You guys know that your guests or your vendors are coming.
We have to rely on you guys to add them because you can't rely on the guards to just be standing there next to the phone waiting for your guys' calls to come in.
And then also it's during office hours.
So if it's between 8:00 and 4:00 and you're trying to call them and they're not answering, cuz normally that's the busiest time for the gatehouse as well.
Just call the front office. The front desk probably didn't even know that you were calling me then, but they can field your call as well and put you your vendor or guest on gate entry there. But again, that's only from 8:00 to 4:00 Monday through Friday.
Uh let's see here.
Parking violations. I get a lot of complaints.
Um understand that when my drivers go out there, they're driving around. We have a large community. If they see someone parked in the yard, they're going to write the violation.
And I usually get the complaints, well I was only there for a half hour, 45 minutes. It doesn't matter. The guards don't know that when they're driving around and they're they're looking for violations. If you're only going to do it for a short time, park out on the road where you're like you're supposed to. Stay out of the yards.
It it's The guards aren't going to stop and ask you, hey, how long are you going to be parked there? They see the violation, they're going to write it. Now, if you have a um we just had a call about a celebration of life that's going to take place in here. I will write it and give those exceptions and allow you to use your yard when you do have parties or things like that. But you got to communicate with me.
Um and if I don't know it, the drivers don't know it, you're going to get the violations.
I'm willing to work with anybody, but if it's for a half hour while you guys are swapping out cars or whatever, I don't want 100 phone calls saying that I'm going to be in my yard for 15 minutes. Just park out on the road if it's a short period of time. Keeps the drivers from driving by and not knowing They don't know what's going on. They're going to write the violations.

Uh I actually have two comments questions. Mhm. Are uh is it allowed to have businesses running in this community? So, we at Brookridge don't control that. That is a county uh if it's in violation of running a business out of your home, that's more of a county violation. I'm not aware that Brookridge controls or would have anything to do with that to the best of my knowledge. Again, you guys have been here a month, so there's a lot of things that I still lean on George. Uh that poor guy takes more questions from me in a day than I'm still trying to to do his job, but I would be more of a of a a county issue. Just like the water restrictions.
If someone is going against the water restrictions, that's not Brookridge. You can't call me and say, "Hey, go write them a violation." It's not a Brookridge thing. It's a county thing.
Call the county and tell them that someone's violating the the water restriction. They're watering their car or they're watering their yard, washing their car, pressure washing, whatever.
That's a county thing. That's not a Brookridge thing. I can't go out writing a violation for washing their car.
Well, there's somebody on my street that is running a business and it it's very messy and there's like curtains hanging from the carport and to me he should be So, the business aspect is one thing, but the the condition of his property is another. We can look at that aspect. Uh go ahead. Go ahead. Um my second thing is I live um I from my living room window I can see that flashing speed limit sign.
Okay. Well, it was very effective when it first was put up, but now I've seen people go like 39 mph.
I can see the little thing flashing.
And it seems to me it should be monitored a little bit more than it is.
I never really see a code enforcement officer sitting there.
And uh instead of sitting on the top of the hill, don't know what you call it.
But it seems it would should be more monitored more. Okay.
Because it seems like it's a waste of money, that sign. I know it's already there, but um I see it all the time. Speeders.

So, so the biggest thing I can tell you as far as the drivers that are enforcing the speed, I have one driver out there for this entire community.
And a lot of times I get calls, well, they're doing this on this road or this on that road.
One driver trying to cover this community, we're not going to catch everybody.
Um it's a large community. Just when I was a police officer, I would sit out on one of our busier roads and then I'd get complaints of another road that I should be running traffic on. They're speeding everywhere and we're doing the best we can by writing the violations. We hope that the word would get out, but you have a lot of vendors that are coming in here that aren't paying attention to it. When we get those calls about a particular vendor, we will keep track of that and we will call that business or the hard ones are the Walmart deliveries, the Amazon because Amazon now hires a third-party person, and these are just Joe Schmo driving their personal vehicles. They come in here and they check in under Walmart delivery or Amazon delivery. It's hard for us to call Amazon and say, "Hey, that driver, out of your thousands of third vendor drivers, was in our community and they were speeding." We are looking at all that, but the vendors are our biggest problem right now as far as coming into the community and the speeding. Uh you know, we we get a lot of them that we can't write when the drivers come in because of the fact that they are vendors. And when a vendor comes in, they may check in under one address, but they're going to five or six different addresses, just like Amazon. So, for us to write a speed violation because they checked under your address, it's not fair to you to write you the speed violation for what they're doing when they went to six other addresses. So, the Walmart deliveries, the the uh the Amazon deliveries, the the food deliveries, those are another big problem because you have a Joe Citizen out there that's trying to make an extra dollar and they're [clears throat] on an app and it pops up and says, "Hey, go to Taco Bell, pick up this delivery. Yeah, I'm available." They may not come back in here for three or four more months because they didn't have were available at the time that someone requested a uh food delivery. So, those are the ones that we we deal with on a daily basis, but if it's a lawn mowing company, it's a uh plumber, air conditioning, and we start seeing continuous violations of the same people, we will contact that company and say, "Look, you're coming through the community, you're speeding, your person is speeding, uh either control it or we just won't have you anymore."
I mean, that's the only way to really control those type of vendors.
Pam Franklin, Unit 3. Uh speaking of vendors, I had this problem a couple of years ago about We're getting a lot of mower gentlemen and then And some handyman pyramid.
And a lot of them don't have any signs on their trucks, their trailers, their vehicles, or anything at all. And at one time we talked about that they had to have them with magnetic signs or some kind of logo or something when they came in so that we could say, "Hey, now there's an awful lot of signless vehicles."
Uh, there's no ordinance for a sign on their vehicle, but um, it's no different than having your your friend, you know, Bob, that's going to come over and mow your yard for you because you're you're not able to do it, you know. We did have the gate for a short time, I know. There when the vet when the landscapers that we're aware of, we asked them to put them on and I can tell you that they did put them on their trucks, but we can't catch all of them.
But I guess we can see if the gate guards can start. I mean, if someone's coming in with a mower, do they have a sign?
Yeah, and what requires a sign? I mean, if I had my friend come over and mow my yard for me because I just had surgery, are they going to require them to put No, we didn't have a Right, but I'm saying that [clears throat] to control that at the front gate, busy as they are, it'd be a little tough to try to control everybody that came through that whether or not they had a sign or not. Whether it's a friend or whether it's a business.

Does this community have enough speed limit signs? Because I shouldn't have to brake check at 20 miles an hour.
And this guy the other day was, I would say, probably 2 ft, 3 ft from my bumper.
Do we have enough uh, speed limit signs?
Would a speed limit sign affect somebody driving you like that?
Because I I guess I look at it the same things that are going on here are going on in the rest of the We saw them up in Ohio where I was at.
The driving is getting worse. Out of control.
And that's a big part of why we have the the speeds that we do have, the speed limits that we do have, because we have no sidewalks.
Um I've been out driving around, we have people walking along side of the roadways. We have to try to control the speed with because of the fact that we do have people out on the roadway, walking their dogs, things like that. We have to be more conscious of what's going on. So, can we help control that?
The speed limits help control that. Can we control everything that everybody's doing? Once they come through the front gate, you guys, we have very little control about what they're going to do on property. I, you know, to stand there and say, "Remember, don't speed." to every person that comes through here, it's just impossible to do. We tried to control things with those speed limits, and they are set there for that purpose, because we do have people that walk along the right roadway. And it is a hazard, it is a danger. Um and that's why we do enforce the speed the way we do, because of the fact that we do have There's no sidewalks.
People like to go out and walk, and they're out on the roadway to do that.
So, I know the speed is a a sore subject with everybody, but it's there for a reason, whether you guys like doing 20 mph or 30 mph.
Again, it it's to help protect those of you guys in the community, and those that do like going out and walking their dogs and getting some fresh air. Cuz during the summertime, you know, they're not not going to be out there on the walking on the roadway with the heat that we have. This is the opportunity with the weather that we have. We do have a lot of walkers out there.

This is about my neighbor.
He has been 6 months in a long-term facility. So, I have been having his yard mowed and taking care of his grass and stuff at my expense. Not a problem, okay?
But, it is.
It's like is there anybody in the community or through code enforcement or through the lawn care guys that when people are in a long-term facility, he has no family to help him do something like that because it is costing me money and Right. I want to help. I I feel bad standing here telling you this because I really do want to help, but 6 months That's a long time to to pay my lawn guy to do an extra yard and then my daughter goes over and does the weeding. I'm not aware of anything again, I've only been here a month. So, I still lean on George and and the other employees for a lot of questions. Okay. Um I'm zeroing in on a lot of the important stuff, but I still refer to George a lot of that because he if anybody knows the majority of this stuff, it's that guy right there and and that's why I'm glad he's my boss and and I do you know I do I have one more question.

I guess the ads in the I guess the ads in the for the volunteers and stuff that will come out Um to get a hold of those individuals, you have to speak with uh one of the board members or email or check when they're in office. Okay. It's not an ongoing thing that volunteers will do though. Right. Uh just like you know once in a while, but there are volunteers out there that will do that however the days of they will not provide that um for the community it has to go to one of the board members um mean, an name like that. Okay.
>> [clears throat] >> Then my second question was if if all of our homes had a 15-ft easement, and I know we talked before the meeting where we had that sign there that said, you know, would you mind if uh I parked in your driveway to monitor. Mhm.
I thought if we had a 15-ft easement, and I know it's courtesy, you're saying, but if we have a 15-ft easement, I would think that you have every right to be able to go into and sit and look for speeders.
We may have a right, but I will never have my drivers just parking in someone's driveway. Right. It's just common courtesy.
Um I wouldn't want someone just sitting in the first 15 ft of my driveway without my permission.
>> Right. Well, I have two driveways. So, when it comes to the drivers, we will follow that because I think it's just common courtesy just to make sure that the resident is okay with it, whether we have a right to or not. I I'm not 100% on that, but And couldn't we change the 20 mph to 25 My goodness, that's just silly. That's not code enforcement. That's the the board members, and they voted on that. Uh that was before I got here.
Uh but I will tell you that's what they voted on, that's what the speed limit is, and that's what my drivers will enforce. All right. All right.
I have something to chime in on that as well. So, the uh the 15 ft um uh whether or not they can just do it without our permission.
From now on, we're all going to start bringing the sign-in sheet to the meetings. So, if it is something you want um to have them on your or in your driveway, just sign up on the sign-in sheet. It'll be at the tables in the back before the meetings. Um so, you can do so.

I have I guess it's complaint.
Two issues on the boulevard.
The first one is there's [clears throat] a truck.
The person supposedly couldn't take care of her yard. It looked like junk. We had volunteers that came and cleaned it out.
She's had a truck there for at least 3 months on the grass, unregistered.
Why is it still there? If it's unregistered, either put it in your carport or have it towed away.
The second issue is also on the Boulevard. You're not supposed to have trailers in your yard unless they're under the carport with lattice and stuff so you don't see it.
There's another place on the Boulevard that has two trailers on the side of their house and it's been there at least 3 months. So, I will tell you this and you for our viewers.
I will not discuss what we have or have not done with the property to any of you all. The same as I will give you guys the courtesy that if you guys get a violation, I will not discuss that with anybody else.
If we are aware of it and we have just because we're aware of it and we sent out violations, if they are non-compliant, we will deal with that.
Um but I won't discuss I will take your complaint, we will look into it and if I do write them a violation or I don't, I will not follow up with you and tell you, "Hey, this is what's going on.
They're in arrears. We're doing a weed."
That's none of your guys' business.
That's between us to deal with. Same as I would discuss any of you guys with anybody else. We are aware of it.
And that's about as far as I'll go with it. Um just because we sent them a violation doesn't mean they're going to run out and and fix it. Doesn't mean they're going to run out and pay it.
Uh there are a lot of I I say a lot, but we do have some that are fighting the system and we are dealing with that process and and and handle it the way we're supposed to, especially through the attorney and and things like that.
But, just because you see that it hasn't changed, doesn't mean we haven't done anything with it. I just won't discuss it with anybody else the same as I would have discussed anything about you guys.
And I'll chime in on that as well. So, you see these violations out there and you think code enforcement isn't doing anything.
But, overall, code enforcement can only do so much. We can only send the violation saying they're out of compliance. Then they have 14 days to appeal it.
Then once it's appealed or not appealed, it can go to fine.
It has to get to a certain amount before a lien can be applied to the account. That all takes time. And then even when a lien is imposed on the property, it could go even even longer if I had to go to litigation or whatever it may be.
So, it's not that code enforcement's just ignoring the situation, it's time-consuming. We wish, you know, we could wand up and be like, "Go cut the grass now." But, that's not the way it works, all right? If they give us pushback, we have to do everything by law that way we don't get or create to the community and trouble the whole and just do what we can do the best we can do to get that situation resolved.
And real quick, I want to address one thing I in the short time that I've been here, I've gotten a lot of calls on this. If you receive a violation, it talks about a suspension on your violation.
That suspension of your privileges only takes effect if you don't pay it or ask for an appeal within the 14 days.
It doesn't mean that you automatically got a suspension. I know it's worded or people read it that way.
If you take care of it as it explains within the first 14 days either pay it or appeal it. There is no suspension.
The suspension only applies if you don't do anything with it beyond that 14 days.
So, I get a lot of calls well, why am I suspended because I got this violation?
The suspension doesn't take place until after 14 days if something isn't done with the violation. Again, pay it or appeal it. That's why the appeals process is there because members of your community are on that appeals board.
So, when you go in front of them, you're not going in front of us.
You're going in front of community members that have sat on this board, who volunteered their own time. They listen to what your violation is and then they make a decision amongst themselves. So, I get that call a lot. Remember, it's only after the 14 days that that suspension will will be imposed. Yes, ma'am.
Sandy Holmes, um a couple of things. The speeds limit signs that are in Country Club can they be moved to the Boulevard?
Cuz that's where most of the speeding that I hear about is. It's on the Boulevard. When they think they've gotten far enough away from the gate and they just put the pedal down.
That's a board That's a board topic.
So, what does the board members say?
Well, the board members have to talk about it and then they'll say. Okay. I can't speak for all of us.
And I think George already answered this. If there's a gas violation on our property, there isn't anything you can do about collecting it once it's not paid. Yeah, there's a process through which we keep track of it. Once it reaches a certain threshold, then there's they apply for a lien to be placed.
>> So, you're saying that once they reach a threshold, their names and violations should be printed in the News and Views like if they were behind on their property taxes, that's what their names would come public.
Yeah. Yeah.
Yeah, I That's about my way of saying that would be a board thing. Wait, the county does it?
And I think it used to be that way.
And and in some of those instead of, you know, You just don't know their situation and what's going on with them and that's why you don't discuss things with other people. There could be something going on with that person, the property, uh we just don't know and to just blast it out there for everybody to see.
That That's for the board, that's for for other people to make that decision.
That's not code enforcement. I will chime in on it though, so um as mentioned, you know, they have the 14 days to appeal. If they don't pay it, if they don't do anything, they ignore it, then that suspension gets applied.
Most of those suspension times is 30 days. However, once it hits 90 days, it goes back into suspension and that's indefinitely until that fine is paid. Um that's also with assessments. In assessments, you can lose your um right to vote as a member as well if you go past 90 days overdue on assessments cuz you're paying those assessments for the common areas, which is also the roadways.
Um it's the pool, it's the clubhouse, the tennis courts. So, if they don't continue to pay them, not just fines but assessments after 90 days, then you you can lose suspension for all those amenities and the pool.
Now, obviously, you can't stop people from driving to their house cuz they use the roadway, but all those other amenities you can.

We just had a conversation about that public shaming the other day cuz I mentioned the fact that it used to be in the news and the news about 10 I guess it was about 10 years ago. See, it was. I know it was. Yeah, there was a list of violations >> hearing it.
So, Yeah, it was a wild it was a wild life.
So, I I guess I'll give you guys a little bit about how I am. Um I don't know you guys' past. I don't know your history. I've been placed into this job to do something. And my view of this is my goal and my driver is when I have to go out and my code enforcement they go out, I want to make this community beautiful. I don't want to keep it safe.
So, when I when we send out these violations, it's not to attack anybody.
It's not Our our goal is to keep the community looking wonderful and to keep it safe.
Period.
And if you have complaints or things like that, I will listen to your complaints. I'll listen to it and then we will do something about it. There's nothing that I turn away from.
Um I will go out if I have to. I'll look at that in person. But understand when we send out these violations, it's not to attack anybody. It's not to say your property looks like terrible.
It's to keep the community looking wonderful and to keep everybody safe.
Period.
And outside of that, it's nothing personal to anybody. If you receive a violation, then you violated the rules that you guys knew that you were entering this community and you knew you were in an HOA and these are the rules.
If you don't like the rules, there's a process. But until then, that is my number one goal is to keep everybody safe and have this community looking beautiful. I signed up. I brought my mother along too. She was here visiting and wanted to see the property and they couldn't believe how wonderful this community was. They thought it was beautiful. My mother and I were trying to get her to move down here. That's aside.
But she was very impressed with your community and how wonderful it was. So, that's somebody coming down here from Ohio that have never seen this community before, had nothing to do with me working here.
She was very impressed with how pretty this place was and how wonderful this place was. That is my goal is to keep it like that and keep you all safe. So, that's my goal. You know, I understand if you have one of those homes beside you that is having some difficulties and I can't even imagine how difficult that would be knowing that you bought in here there's a set of rules you want them to abide by them, too. But, you have to be able to abide the people that you put into place in order to be able to take care of that and have a little bit of patience because nothing happens just like that, ever. I wish it did. So, is Shawn coming back, right? He should be. Okay. Okay, can you text him and ask him? Uh, there's several of us that have been going to the county trying to get Sadly, this developer he doesn't have to do anything and it could be a few years.
Have you guys talked about anything with the hotel or any 24-hour gym?
Are you guys going to go out along the back? Is there anything that you guys discussed because we all know that people jump that fence. Yep. And the inside people may not know and you can't let everybody know and the police, the sheriff doesn't let anybody know. So, they jump that fence, they're right in. Nobody knows.
So, is there anything that can be done because we're still trying to get things done. There's several of us going to the meeting.
>> Uh, there was an hiring of our staff for patrols and to keep an eye on the gates and I know fences at night.
Um, I can tell you what I used to do is is to take these younger kids a minute to jump that fence. And at a time of the of the size of this community, the amount of gate or fencing that you have, it it would be virtually impossible to patrol all the gates and everything. As far as the development stuff, that's that's outside of our control.

At this time we don't because we are patrolling within and I I don't know if if us going if something were to happen outside and and we were patrolling on one of the side roads, right, uh the liability of us being outside of our community.
>> I understand totally. I just wanted to >> But the patrols at night, we do have somebody here till 10:30 and they are patrolling. They uh I have told them that I don't want them just sitting at the at the office. I want them out driving around. But but the problem is is after 10:30, you guys have to rely on the sheriff's department. And that's another thing if there's a lot of things that we can do, but there are a lot of things we can't do. And I still uh I still think you guys need to depend on the sheriff's department on a lot of aspects of it because we're just code enforcement. All we do is you know, if your grass is too high or the weeds are too high, you know, that's what we deal with. But if it's a criminal aspect, uh just please make sure that you reach out to the sheriff's department, especially at night. If you think you see people running around the neighborhood that don't belong here, the sheriff's department needs to be called because the the the guard at the front gate is going to be powerless um because we don't have anybody after 10:30. Well, the other thing is is that that brings up a valid point about about anytime, day or night, if you see something that is not right, uh either code enforcement is there or law enforcement is there. If there's a fire, if you see blue lights going down through, if you see DEA agents all over the place, please stay in your home.
Make a call if you feel like you have to. If you see a crime being committed, if you see somebody physically kicking in the door, call 911. Please do not go outside of your house, though. Don't call the gatehouse because they can't help you.
The The 911 is the only thing that's going to help and keep make sure that you're safe.
And the other thing is making sure you're inside. But if you see something, say something. Let somebody else know.
And if it is something that drastic, that emergent, call 911. Don't call code enforcement. They can't help you.

Okay, so can you explain to them the process of a work order? What good it does for you and what good it does for them?
Thank you. Yeah, because like we're told stuff all the time. Hey, can you go pick this up and then we forget. You know, we're human.
Uh work orders help us to remember the jobs that we have to do. It helps us prioritize which one we have to do first and second. So, yeah, pretty much it just Also, when we're done our managers look back and say, "Okay, this is what these guys have done over the past month." Make sure that we're keeping up with our work.
I guess it's me. Um so, when you come to work, do you know what you're going to do that day?
Pretty much, yeah. We'll know what what project we have ahead of what they laid out what we're supposed to do. Okay, so if you start a project, and this is not to pick on you. Yeah, yeah. Like the men's bathroom door. Yeah, that took a while. But, we sent a lot A lot? We were taking off those projects to take care of things that were more More urgent. Okay, so how do you prioritize? Like the leaking pool should be a priority. Absolutely, yeah. That would come like first before the men's door. Okay.
So, like we would If we were on the men's doors, then our general manager would say, "Listen, stop that for now. I need you to take care of this."
So, like so The final work order here has got to be fixed. You guys have been pulling on the bushes and whatever out of the median on the boulevard.
I don't know if that midfield so it's first We actually We've pulled out two bushes already, I see. Actually, that's beautification. I mean, normally nobody knows that. We pulled out actually a lot of They were first in status. The second one was Yeah, we pulled out a lot of trees a couple years ago, but normally that's beautification pulling out any extra trees. So, Um so, then you wouldn't know if they're being replaced.
That again would be beautification meaning replacing.

I want to know Considering the fact that we've had some conversations about the seed and the retention ponds, could you explain that process so people understand when it comes up and when you guys start doing it, what that all entails? Yeah, what happens a lot of our ponds are remote too short. We had a What do they call them? We had dredging companies come out and look at these ponds.
Uh we And I just I I speak for them. I don't speak for me. We've been mowing these ponds wrong for the last I don't know how many years. And I'm not blaming the last employees. They were just doing what they were supposed to do.
But these These dredging companies, one came out of Orlando, and they had biologists, they had all kinds of expensive workers there.
And they They're telling us that we're mowing these ponds wrong.
Uh you're supposed to have grass on the sidewalls, and we have all You're supposed to have grass on the sidewalls, and we have sand.
So, there's no irrigation. When water rolls down a hill, it just keeps rolling and it goes down in the middle and it collects and it gets bigger and bigger and bigger. You need grass on that sidewall and it absorbs that water.
Without it, you're getting That's why we have so much blood in this lake. And a lot of it is deteriorating the sidewalls, so we're building up a sand at the bottom right and that sand building up is freezing it. You won't be able to get as much water in there anymore.
That's why I think a few years ago we were talking about dredging. I think we've been through here where we're talking about dredging the ponds and everything else and pulling that sand out and everything else. That's another thing is your ponds are great. I I've shown these guys over 50 pictures and they all say your ponds are fantastic. It's the way your mowing is wrong.
You're scalping the sides. You're pulling down the the roots. There's no grass. I challenge all of you to go to the ponds. They're all sandy. Most of them are.
It's just the mowing how we do it is wrong. So, from now on, we're going to let the sidewalls grow.
So, if you live near a pond, I apologize. It's going to get a little tall, but we're going to mow it to where it looks great. We're not going to leave you guys looking like Walmart, you know, where their their retention ponds are just terrible.
Now, another thing is these are retention ponds. These are not ponds that you golf course ponds, you know? You shouldn't really mow them that close down. You're You're burning the grass. You're ruining them.
Now, what she was talking about the seed is the suggestions that they gave us was to either do a sod, which would be extremely expensive. Sod is impossible to do. Or just get seed and seed it.
So, that was the the suggestion that we were given and we gave it to the board and everything, so they're talking about us seeding. That's what she was talking about.
So, when it comes up, when they say, "Oh, we need a pallet of seed." That's what you need it for in order to pile up.
Right now, we have not had any rain, so we're not going to I would just advise that right now until we start getting some rain and then we're going to go out there and see what happens.
Do you guys hold any licenses, electrical, plumbing, any of those things? I don't. I do not know. I do not know. So, how can you guys work on electrical out there by the door by the fence? 30 days I mean.
We can't pull electrical. Yeah, we can repair. Yeah, we cannot pull a line from the breaker.
That is electrical But, you're not an electrician, so how can you play with the wires?
Well, it's like it like well, we maintenance men by law we're allowed to like if you have a ceiling fan, we can pull an old ceiling fan down, put an old new ceiling fan back up.
But, we're allowed to do that.
But, we can't pull a wire to the ceiling fan. We can replace and fix the existing, but we cannot like pull a new wire, put a new ceiling fan up.
Right, but you can change all these electrical boxes and everything.
They're not licensed electrician, huh?
Yeah, I can change like for instance if they a plug, I can I can take a plug out and change [clears throat] it by law.
Put a new plug in.
And you can do that for everybody for anybody. I realize you can do that, but you can you can All around here you say you got to get plumbers, got to get electricians to touch with that.

We only fix existing, whatever is existing there, if it needs to be replaced, we will fix that. Okay, Sean, can you talk about how you go about you do your piece and then we get a hold of Kai?

Okay, the way we handle those things is we allow our maintenance people to do to the level that they can do and then our electricians come in or the plumbers or whoever else it is. We've had drainage people come in, and they're the ones that approve it, finish it, do whatever.
This needs to be done, we'll take care of that. They give us a quote, we move on from there. So, that's how that takes place.
>> Like right now, for example, Kyle's coming out in another, I guess, few days or next week or whatever, to put a pump in. We don't have a pump down there that uh for right there the pond area right in front of the office.
So, he's coming out and he's taking that pump and wiring that pump all the way back up to the, you know, to the box or whatever. We can't do that. We can't run power to a new item. Like if like if an item is hot and not existing, it's brand new, it's being put in, electrician has to do that.
Okay. But like I said, like if we're replacing that pump, if the wire is already down there, all we're doing is un- plugging it, putting it, you know, re-wiring the pump back there, we can do that.
There wasn't a pump there in your case. There was, but we had it We just had to get a new one cuz that for that, and then for 12, the golf course.
That was one that we just had to go out and put back in yet.

>> [laughter] >> Only because I'd like you to explain You guys have had have some ideas about that front gate and about the fogging you utilize, as well as being looked at as far as the pool is concerned. So, can you just speak to that whole fog thing and what that would mean to the front gate?
Okay. So, right now, um the front gate is going to have a key fob and everything. It's also going to have a new access system. Access system obviously what reads your code, you put your code in your key fob when you get scanned, it, you know, sends it to you and then lets you in. Okay? So, with this This system that we have, we're going to put in here, it's going to allow us to expand that system to the office and up here to the clubhouse. And what the board was suggesting even to a point maybe eventually using it for the pool gate. So, having a mag lock on the pool gate where you would use your own key fob to scan to go in the pool and then you won't have to check in and do all that stuff. You'll already be able to get in with your fob.
Right.
So, you know, so everything will everything will be under one system.
Let's put it that way. And that the system that we're starting to put in down there for the gate will be the same system.
That we'll be able to input and work all together.
So, supply key fob for everybody? That's Yeah, that's up to them. They'll have as many key fobs as everybody. It'll be no different than having your barcode. I know. Yeah. If you're going to have them on all the gates for everybody Then they would have to be supplied every time somebody comes up comes down here and says I need a key fob, they would issue a key fob.
So, we're going to have to pay for that?
We don't know. It all depends on what it costs as a whole. If If it comes to us and we divide it by the number of people that are in here and we're going to have to pay $45 per fob, somebody's going to have to help us out with that. But, we don't know what that amount's going to be yet. I just wanted you to know that this is futuristic kind of stuff that we're looking into because it needs to be condensed into one into like the other places that are around us. We've been going and looking at these other different communities and they don't have 24/7 staffing. They They have gates that just have gates and and bars that go you know, the gate that goes across. That works really well for them. Nothing is going to be 100% but if they've got 97% on what they have over there, I think we can learn something by what they have and it's more effective for them, cost effective as far as everything else. So, we're just looking into that right now. Definitely setting Definitely setting Definitely setting up for the future.
Yeah. But think about it like what time does the clubhouse close up here? Like 9:00 or something like that? 10:00.
10:00. Okay, what is that? 10:00. And then it doesn't open until what? 8:00 I think it is.
So, I mean you can have a key fob later on on the door back here. And let's say you're something you're an early riser, which I know most of you are. And you probably want to go do your workout in the gym over here, right? We can actually have a key fob on that door so you can come at 6:00 in the morning scanning yourself in and go to the gym.
You know what I mean?
You know, and stuff like that. So, cuz the fob will know who you are and then who who's coming in. So. There'll be a tracking system. There'll be a tracking system. So, you know exactly who's coming in, who's leaving, and everything else.
That's how other places That's how other places do it for people.
Uh one more thing if there's no any more questions. We did repair the uh canoe rack.
So, anybody I know there were quite a few that had that done. So, anybody that does have canoes, you know, canoes and anybody listening, they can bring their canoes back to the compound down there. You can bring them back. Oh, I knew they had them.
Yeah. What canoe rack are you talking about? How was that a priority?
They They needed the canoe rack cuz they wanted the canoes at people were they did that thing where they were what was it now? The compound. They wanted to They wanted to take the canoes out of there. But now people were storing their canoes in the back of their house and rodents and things were getting in and so they wanted They needed that canoe rack fixed so they could stop rodents and stuff from living in the canoes behind their houses.

The owners of the canoes. Yeah. Oh, yeah. And the kayaks and whatever, right? Mhm.
That's a priority In the RV compound, it is.

You'll see a little rack there. There's a couple canoes sitting on the ground, but And it definitely is a priority to anyone that has a kayak or canoe. They get rid of the rats. Get rid of the rats. There you go. Because it's a coverage for the property.

I don't believe it's a law. I mean, I know there's a hairdresser in here, there's a dog groomer in here, and now there's a I don't know what in here.
So, in our governing documents, there's nothing about running a business out of your property.
Um I will look into this. There are laws for running a county that say you can't.
But there are also laws that say you can and they don't apply to these specific specifications.
Um so, if that is something you see going on, you have to report that to the county. Unfortunately, there's nothing code enforcement or the office can do um to say, you know, "Look, you're not in compliance with our rules and regulations or deed restrictions or whatever thing."

As far as running a business from home, how many people work from home?
Okay.
I'm not running dump trucks out of my house or landscaping. I work from home on my on my laptop. Period. I'm not bothering anybody.
And that is a reason why there has to be certain specifications for Hernando County. It allows it for some, for others they don't. Like if it's a high traffic issue, like if you have somebody going in and out of their house more than any like residential area or like a neighbor receives a lot more guests than what you would normally see from an average neighbor, then there's issues. But again, you have to go back to Hernando County and look at all the specifications to see whether or not that would even make them out of compliance or they're breaking the law Hernando County law.
Okay, but bear in mind, if this is something that is skewing to the outer area of the home, you've seen it, code enforcement's right back there, say something. Let him know, put it in his hands, let his guy him people, okay, the guys, um people and him work on it and then they'll let you know.
