In corruption investigations, sophisticated schemes often involve transferring ownership documents multiple times while physical assets remain stationary, creating a 'shell game' that appears legitimate on paper but conceals the true ownership and source of funds. This case demonstrates how authorities use preservation orders to freeze assets and prevent their disposal during investigations, and how forensic evidence like CCTV footage can expose discrepancies between documented transactions and physical reality.

SIU Arrests Dealership Owner! How a R3M Bentley Exposed the Tembisa Hospital Syndicate追加:
What you looking for? Looking for our Bentley. That's all. Where's the Bentley? You want to go inside? Where's the Bentley? You're asking us. Do you >> I'm just a reporter, my brother.
>> Not the right person to talk to. I'm just a reporter.
>> All right.
>> Yeah. So, the authorities here from the special investigating unit are the ones you should be having a conversation.
>> Um, it seems as though the owner of the dealership is currently being arrested and being taken away. um he had tried on multiple occasions to have a conversation with the police. However, it seems as though after that conversation, he has currently been taken in he's currently being taken in by the police. Um, we did understand that in that order he was meant to make an appearance in court on the 3rd of July to explain his part in what the SIU calls a syndicate or money laundering rather where they would then sell this car multiple times without the car leaving the dealership. Um, so basically it doesn't leave the dealership. It's however it is being sold. Um, he's currently being taken in. Um, at this stage, we'll try and confirm whether or not he's facing charges of contempt or what the SIU had explained as money laundering as well. Um, it seems as though he also refused to give police his his details in >> taking me in because they they they want access to my cameras for reason.
Uh my they do su knows who's my attorney for a moment.
>> It's what I'm not cooperating. You don't I'm not going to and they can take me. I don't have a problem.
>> It seems as though Amar has been taken He claims that uh police officers wanted his CCTV footage as well as his personal devices. Now he says that he will not be giving that up. We're going back to the floor now to try and see what more is going to happen. Also try to get confirmation on that vehicle. Does that vehicle belong to the dealership? Does it belong to Luta Trading? Or who is the current owner is the big question at the moment in Zanza. We've just seen the owner being taken away. At this stage, not too certain what the process will then be. Will they then be continuing with repossessing that particular vehicle? That's a big question at this stage. We'll also be speaking to the SIU to find out on what charges um Yousef Omar will be facing. We know that he was meant to appear in court next month, early next month. However, due to the commotion that took place, we understand that him refusing to give police his um CCTV footage as well as his cell phone from what we understand is the reason he was taken in today. However, this particular Bentley, which is at the heart of this problem, at the core of the raid today, is the car in question.
Will it be repossessed? That's a question for the SIU. We'll then be coming back a little bit later on to give you any more updates.
>> What starts as a tense standoff over a single luxury car in Emilah Haleni quickly unravels into one of the most devastating public health scandals in South African history. We're going to follow the paper trail, look at the staggering numbers, and honestly confront the heartbreaking realworld impact of the Tambiza hospital scandal.
To really wrap our heads around the sheer scale of this thing, we got to jump right into the middle of the action. Picture this. Okay, it's Thursday, June 5th, 2026. Officials from the Special Investigating Unit, the SIU, roll up to a car dealership called Omar Motor Den, backed by the SAPS and the Hawks. And you can just feel the determination in this quote. See, the SIU had actually been to this exact property before, and they were physically thrown out by private security guards. Crazy, [music] right?
But today, they're back with a brand new, extremely urgent court order from the special tribunal. They weren't there to window shop. As the quote [music] perfectly nails it, they were absolutely not leaving with the Bentleys. and they weren't leaving with the dealership's owner period.
>> Here, however, the special investigating units say that they have seen this floor was just a week scuffle earlier this property and that not even the police could have access.
However, speaking to him, he claims that the SIU has been targeting him unfairly and he claims that these vehicles or that Bentley um that the SIU alleges to have been sold on about three or four occasions at about 3 million um rand each time. Um we will just listen into what the SIU has to say at the moment.
two orders this morning. There was an order that was granted at 11:00 and uh this is pun to the order that was initially granted because we found that there was a violation. There was a disregard to the order that was initially granted. So, [clears throat] so, so, so, so what what we are saying here is not necessary what is happening here is not supposed to be happening because we are simply here to execute a court order and uh that shows that there was a a part of the investigation into the TISA hospital regularities there is a there was an order preserving the assets. So, so, so we found that sometime around the the 12th of May through the curator bonies that we have appointed, we found that there was a movement in relation to the vehicle as one of the preserved assets and what we are here to do is to ensure that that that order that was granted to the effect that there is also a need to arrest. That is what the court judgment is actually saying. Basically, we are here to also take that car. But also the order further directs that in case of any difficulty the owner of this property that we are at should appear before court sometime early in July. I think this is around the 3rd of July where into answer as to why he should not be held in contempt because what we are seeing here basically is to be in contempt of the court to to to fail to implement the safeguards by the preservation order. M I understand that this car has been sold for more than four times.
>> Yes. The investigation actually found that pursuant to the preservation order, the car has actually moved from one dealer to the other. And what actually is happening is that there was never a physical movement of the vehicle, it's only money that has exchanged hands. So in some instances is about four four times that the car actually never left the dealership, but money had been paid.
And one of this instances is that when the curator was actually doing a routine check in relation to the the in that is where they picked up that indeed the car had been sold and has the photographs and has the the order that we have we are here for.
>> Yeah. Um and I think we're just going to go and see what is current. We do understand that uh we saw the owner of the dealership running to his office is what it looks as though he's trying to stop the police from entering. Um at this stage what the SIU are trying to assertaining is whether or not that vehicle is indeed on this floor as the SIU had claimed and this is what everyone is trying to assertain at this stage. We spoke to um Ysef Omar who is currently the manager here. He claims that this is a family business. Um we spoke to him earlier. He claimed that the vehicle is not here. It was long moved. However, the SRU says they've got evidence say stating that this vehicle was sold more than four times and each time that vehicle would not physically move from the dealership. Only a transactions, multiple transactions of money moving in and out of different accounts. There's some kind of negotiation happening in here. Not too certain if we'd be able to hear.
However, the SIU basically just wishing that Omar could give them um some information. We're going to try and see if that vehicle is not here on this floor. We've been looking around and uh we do see a Bentley vehicle actually on the floor. It seems as though it might be the vehicle. Someone just pointed it out, but this is the vehicle. it seems in Santa that is at the core of uh this raid today. Um this is the car that has been sold over four times we understand and uh it seems as though it is in still it's still in good condition from what we can tell. However, we'll just wait for the SIU to confirm whether or not this is the vehicle. It's the only Bentley on the dealership floor. And you'd also notice quite a number of luxury vehicles that are being sold here. And uh if this is the Bentley that is in question, this would then say that the owner of the of the dealership was dishonest in saying that the car is not in the possession of Omar's motor.
>> So what exactly was all this fuss over?
a Bentley Continental GT. We're talking an estimated value of three million rand with a replacement value closer to five or maybe even six million. It's an absolutely gorgeous high performance machine. But listen, the SIU isn't burning through massive law enforcement resources just to repo a nice car. No way. This specific Bentley is a critical piece of physical evidence. It's literally the tip of the iceberg for the staggering corruption we're about to uncover. Guys, the horrific magnitude of this situation is just hard to stomach.
According to the SIU's interim report, an estimated 2 to 2.3 billion rand was looted, just straight up stolen from Timbisa Hospital through fraudulent procurement. And to be clear, this wasn't some kind of administrative oopsy. Investigators looked at 207 different service providers and over 4,500 purchase orders. Think about that.
That is 2.3 billion rand of taxpayer money that was explicitly meant for life-saving medicines, hospital upgrades, and you know, actual patient care. and instead poof vanished into thin air. So where did it go? Well, investigators put a businessman named Hangwani Mala right at the center of this massive web. The SIU alleges that he controlled or at least heavily influenced a vast network of 41 different proxy companies. 41. These companies allegedly acted like front vehicles just funneling funds through the hospital's procurement system. Money went in, money went out to these 41 entities to the tune of over 820 million rand. And what did the hospital get in return for all that cash? Absolutely nothing. Zero. Now, it is super easy to get caught up in the flashy spectacle of luxury cars and billion rand numbers.
But we really need to shift gears and look at the devastating real world impact here. Because while all this money was flowing out, real everyday people were paying the ultimate price.
Just look at this stark contrast. On one side, you have the destination of the stolen funds. The syndicates are out here buying high-v value assets, Bentleys, Lamborghinis, luxury real estate. The SIU actually confirmed that literally 0% of that siphon money was used for actual medical equipment or medication. Nothing. Then look at the other side. The reality on the ground at Tisa Hospital. Empty corridors, severe bed shortages, broken equipment, and a working environment so unbearable it led to mass staff resignations. Vulnerable patients walked into a public clinic expecting care. And instead, people lost their lives because there just wasn't enough medicine or equipment. Like the sources described it, it was quite literally greed in a time of dying. And you know, we absolutely cannot explain this scandal without talking about and honoring a woman named Babida Dioarin.
[snorts] She was the acting chief director of financial accounting at the Gotang Department of Health. She was the one who actually saw where all the money was going. She filed a report exposing 850 million rand and highly suspicious spending at TBISA. Tragically, just 19 days later, on August 23rd, 2021, right after dropping her daughter off at school, she was assassinated in her car outside her home. Six hitmen were later caught and convicted. The SIU confirmed she was a crucial witness trying to expose these syndicates. She faced the absolute gravest danger imaginable just to bring the truth to light. So, what's really fascinating here is how these syndicates reacted. Once the SIU started closing in, the people holding all these assets scrambled to hide them in this crazy complex web. To really get their strategy, we need to quickly define a super important legal tool, a preservation order. Basically, this is a legally binding directive from the special tribunal that strictly forbids anyone from selling, transferring, [music] or hiding specific assets while an investigation is happening. It freezes everything. The SIU managed to get preservation orders covering multiple luxury cars linked to Mamula, freezing around 250 million rand in assets, and a very specific order was served right on Omar Motorden on October 9th, 2025. Now, let's walk through this timeline because it's basically an elaborate shell game. The SIU says this Bentley was being tossed around like a hot potato. In 2018, it gets transferred to the MHR MLA family trust. Fast forward to September 2022. It's quote unquote purchased by Drivetime Auto.
Then October 2025 rolls around and it's acquired by Omar Motor Den. Remember, October 2025 is the exact same month the dealership was served with that preservation order. They even promised to cooperate, but mysteriously forgot to mention they had the Bentley. And then magically in February 2026, the car is transferred yet again, this time to Kunlay Trading Enterprise. But here's the absolute kicker. The crucial takeaway, the paperwork moved, sure, but the physical car stayed exactly where it was. [snorts] During a routine check, an SIU curator found this massive glaring discrepancy. On paper, the car had been sold and transferred three or four times with about 3 million rand trading hands each time. But the SIU had photo and video proof that the physical Bentley, it literally never left the showroom floor at Omar Motorden. The ownership documents played musical chairs, but the car didn't budge an inch.
This incredibly blatant shell game brings our story right back to where we started, that dramatic raid on June 5th, 2026. This was the direct consequence of trying to outsmart the SIU and the courts. Because the dealership broke their promise and because earlier attempts to grab the car were blocked by private security, the SIU went straight back to the special tribunal. On June 2nd, the net rapidly tightened. The tribunal issued an overwhelming new order. Step one, immediate seizure of the Bentley. Step two, contempt of court proceedings against the owner, Ysef Umar. Step three, preserving all CCTV footage so investigators could see exactly who was touching that car. And step four, the immediate handover of all financial records. You see, authorities aren't just taking a fancy car anymore.
They are systematically ripping open the entire financial paper trail. The tribunal ordered all these companies involved in the shell game to cough up invoices, sales agreements, proof of payments, VAT returns, bank statements, even correspondence, every little detail. They want to see exactly how that money moved and who signed off on it. They are literally dismantling the entire facade brick by brick. As we wrap up this explainer, let's look at the immediate fallout from this takedown and the huge legal battles looming on the horizon. On the day of the raid, Ysef Omar was actually arrested for refusing to cooperate and for contempt of court.
His next major date is July 3rd, 2026, where he's got to face the special tribunal and try to explain why a final order shouldn't be granted, which by the way could mean massive financial penalties or even jail time. Plus, the SIU is pushing for final forfeite orders to permanently hand these seized assets back to the state. Oh, and the National Prosecuting Authority, they might soon drop sweeping criminal charges for fraud, corruption, and moneyaundering.
the whole shebang. And that brings us to the end of our deep dive. The Bentley is finally secured, but the fight to recover the billions stolen from Tambiza Hospital, it's far from over. I want to leave you with this really thought-provoking question directly from our sources. Do you think authorities are doing enough to recover assets linked to corruption investigations?
Really take a second to reflect on that.
Think about the devastating human cost we talked about today and consider what true accountability actually looks like.
Thank you so much for joining me for this explainer.
