The foreign and the enemy combatant are protected by international humanitarian law. The trajectory of moral history is the trajectory of who counts as a person. Constantine prohibited exposure in 318 CE. Human sacrifice was suppressed across the Roman Empire by the 4th century. Each generation pushed the boundary outward.
