As AI's contribution to global emissions becomes more quantifiable and more significant, the absence of AI-specific energy disclosure obligations creates a legal accountability gap. You cannot litigate what you cannot measure and you cannot measure what the law does not require to be disclosed. Every major AI regulatory framework has been designed primarily around human rights, liability, and governance. None has treated AI's environmental footprint as a first-order legal problem. That omission is not inevitable.
