The timing of legislative deadlines significantly impacts market probability, as demonstrated by the XRP CLARITY Act's passage odds jumping from 32% to 47% when the Treasury Secretary announced the bill was at the '1-yard line' before the August recess, with market participants interpreting the '1-yard line' as a critical threshold where bills either pass or face extended delays.

Hold 1,000 XRP? The Treasury Just Started A 2 Week Clock On Your Bag
Added:The US Treasury Secretary said four words about XRP's rule book today that I've waited four years to hear from anyone in that building. The one-yard line. Scott Bessent, the man in charge of America's entire Treasury, told Congress to pass XRP's bill, the Clarity Act, before recess. And within hours, Brian Armstrong, the CEO of Coinbase, went further than any executive has ever gone on camera. His message to Congress, pass it or we'll take Coinbase and build offshore. Give me 8 minutes, I'll show you both tapes, the number that flipped for the first time in weeks, and the one yard I'm actually worried about. And I'm holding the best chart XRP has printed in 66 days for the back half. Let's roll the tape and don't forget to like and subscribe if you're enjoying the content. And check out my X account for the newest XRP updates. Coinbase CEO Brian Armstrong just issued an ultimatum to Congress on the Bitcoin and crypto Clarity Act. Now it's time to get this over the finish line. The status quo is not going to work. If clarity does not happen, we will go back to building our company offshore.
>> Is there a path to get Democrats to yes?
>> Yes. The Clarity Act is at the one-yard line, and it reflects the the work from both sides of the aisle, spending thousands of hours along with their staff to get a true bipartisan compromise. This bill would strengthen power for law enforcement, it would bring new consumer protections, and you have to remember the status quo is that we don't have any federal laws protecting consumers or helping this industry get built in the United States.
So, the status quo is not going to work.
This bill is a dramatic benefit to the United States of America, and it's time to get it over the finish line.
>> And I know that right now is kind of crunch time for this legislation. If it can't get done in the next few weeks before senators go on their big August recess, what is that going to mean for the crypto industry if the bill can't cross the the line this year?
>> Yeah. Well, like I said, I'm pretty optimistic it's going to get done. I It's hard for me to imagine somebody not wanting to vote for it at this point because of all the good work that's been done. It's It's much better than the status quo. But, in the event that it didn't happen, I mean, we have a very friendly set of regulators and an administration that we're working with currently in the crypto industry. We would go back to building our company. I mean, we would be doing it here in the United States. We'd be doing some of it offshore where there is clear rules.
But, we frankly would have a slightly more permissive environment under the current regulators. But, we at Coinbase believe that we should actually get clear statute, which allows companies to come invest with certainty for the long-term through many different administrations. That's what's going to allow America to win and it's protect consumers.
>> Here is what makes that clip different from every celebration post you saw this week. Brian Armstrong isn't predicting XRP's rulebook passes. He's threatening Congress with consequences if it doesn't. Coinbase carries more American crypto customers than anyone. When its CEO says the word offshore, senators hear jobs and tax dollars and executives only spend political capital like that when a vote is close enough to push. You don't issue ultimatums to a dead bill.
You issue them to a bill sitting exactly where the Treasury Secretary says XRP's bill is sitting right now. And we'll hear what he had to say because he picked a football phrase you only use for the one spot on the field. Today, Treasury Secretary Scott Bessent says lawmakers are at the one-yard line on the Clarity Act urging Congress to pass the bill before the August recess. Now, here's why I said I'm worried about that last yard. The one-yard line is where drives die. It's where amendments get attacked. It's where recess clocks run out and where one senator's objection buys a month of nothing. Bessent said before recess tells you the administration knows the clock is the enemy. August recess is the wall XRP's bill has to beat, and it's about 2 weeks away. But, a Treasury Secretary doesn't say the 1-yard line into a camera unless he's counting votes he likes. So, don't take my word for how close XRP is. The people who bet real money on laws passing move their number today for the first time in weeks, and I'm watching that number more than any trader. News sparked jump in Clarity Act passage odds above 50% for the first time in weeks.
Make sure you're going to jump over here. Clarity Act signed into law 2026.
Earlier in the week, you saw that I made a post, and we were sitting at about 32%. Right now, we've jumped to a 47% chance, basically a coin flip, that the Clarity Act will be signed into law in 2026. It has become a coin flip, and the timing tells you exactly why. The ethics still cleared, so the single biggest discount on XRP's bill got removed overnight. And here's the voice that outranks every desk covering this story, the congressman who actually wrote XRP's bill. French Hill chairs the House Committee that built the Clarity Act and spent a year pushing it through. Days before the deal was struck, he was on Fox Business presenting exactly this sprint. And listen for the anchor's line because it shows the machine already moving. Senate Republicans taking the new language straight to Donald Trump for approval. That approval is what just landed. Let's take a listen.
>> stable, and that's a goal for President Trump, it's a goal for House Republicans.
>> Absolutely. Meanwhile, Senate Republicans meeting with President Trump yesterday hoping to get his stamp of approval on new language for the Clarity Act. You've worked so hard on all of this digital assets work. The house sent it to the Senate a year ago. Senator Cynthia Lummis joined me earlier this week on the status of the Clarity Act, and here are her expectations. Watch this.
Your Digital Asset Market Structure Clarity Act would create a regulatory framework, establish new SEC disclosure rules for certain tokens, provide greater clarity for the crypto industry, and the bill seeks to expand law enforcement tools to combat crypto-related crime by applying anti-money laundering and sanctions rules to crypto exchanges, but you can't get it over the finish line. What's the problem?
>> It's taken us virtually every day for the last 10 months to get this bill in the condition it's in today, and we're ready. It's very important that we get this bill across the finish line before the August recess begins.
So we can make the markets aware of the stability that will be provided to them if they remain onshore in the United States to do business. This is a pivotal time for the industry, and we want to meet their needs.
>> So here is the board and the chart I promised. The Treasury Secretary says one yard to go before recess. The biggest US crypto CEO says pass it or Coinbase leaves. The betting money crossed 50% for the first time in weeks.
And XRP noticed. XRP trades right now at a dollar and 13 cents. Second green day in a row, and here's the biggest tell.
XRP just broke a 66-day downtrend. The one that this whole community has been doubting itself since May. A 154,000 view post called that breakout within hours because chart watchers wait years for a trend line like that to snap. I'm not calling the vote. I'm telling you every needle that can move before a vote move the same direction inside 24 hours.
And in four years of watching XRP trade sideways through good news, I haven't seen alignment like this. One more thing about that clock. So, nobody sells you panic if the date slips. If the Senate beats the recess, XRP gets its rule book. If they miss, the bill is in dead.
It's parked until September and every parked day is a day the odds can wobble.
So, the range is passed in two weeks or paused for six weeks. Nobody serious is pricing never anymore and that shift alone is why XRP's chart finally breathe. If watching the real field beats celebrating early, the like button and subscribe button tells me to keep walking you through it. Type recess in the comments if you think they beat the clock or benched if it slips to September and let me know your XRP price prediction in the comment section. I read every one. Subscribe if you're here for the yard that decides it. The Treasury pushed, Coinbase threatened, the odds flipped. XRP's bill is one yard out with the clock running and I'll be here every single day of it. Don't forget if you do trade crypto, check out my favorite crypto exchange weeks in this video description.
