And 24 [music] hours earlier, lawmakers held a hearing in New York that tells us exactly where the Clarity Act really stands. Here's the full picture. [music] What happened, what didn't, and what it means for XRP and RLUSD going forward.
July 18th marked exactly 1 year since the Genius Act became law. Six federal agencies, the Fed, OCC, FDIC, NCUA, and Treasury had until that date to finalize stablecoin rules. As of this morning, multiple independent sources confirm none of them did.
Here's what that actually means. There's no penalty for missing this deadline. No fine, no automatic shutdown.
What happens instead is simple. The law's effective date defaults to its built-in backstop, January 18th, 2027, unless final rules drop before then.
Some pieces are further along than others. The OCC's proposal already cleared its comment period. But three other required rules, including Treasury's customer ID rule, don't even close their comment windows until August, some pushing into October.
Realistically, this pushes toward the 2027 backstop. The upside? Nothing here changes who's positioned to win once rules do land. RLUSD and USDC remain the most compliance-ready issuers.
Tether still hasn't filed an application at all.
But that wasn't the only deadline week story. One day before, Congress held a hearing that tells us a lot about where Clarity Act really stands. Friday, lawmakers gathered at Federal Hall in New York for a Clarity Act hearing titled Building the Future of Finance.
Important distinction, this hearing couldn't pass anything. It was a public pressure campaign aimed squarely at the Senate ahead of the August 7th recess deadline.
Four witnesses testified from Bullish, WisdomTree, Nova Labs, and Coin Center.
All four made the same core argument, regulatory uncertainty is pushing American crypto business overseas.
Bullish's own executive said they built first in Gibraltar, Germany, and Hong Kong, not because they wanted to, but because the US didn't have a rulebook yet. One line summed up the room's frustration. Republican Congressman Marlin Stutzman put it this way, "I can handle a yes or a no. I can't handle suspense."
Chairman French Hill closed the hearing calling on the Senate to act and revealed something new. A separate tokenization bill is already being planned to follow Clarity Act once this one moves. But here's the reality check, none of this moves the actual vote count. The Senate still needs seven Democratic votes to break a filibuster.
The same three disputes, ethics, developer protections, and stablecoin yield are still unresolved. Yesterday Senator Lummis renewed her push publicly marking the Genius Act's one-year anniversary by calling on the Senate to finish the job. But August 7th is still the real deadline that matters.
