uh each month. We are ahead, but this part I'll keep short. It's good that we're ahead because now we're getting ready to to dip down for for several reasons. And I'll try to, you know, obviously we're getting ready to make three months worth of salary. Uh teachers will get their June check uh the last day of school.
Then they will get their July check the following week and then they'll get their August check the next day. So we will have paid out all of our summer stuff by the end of this month. And so this is the one that causes a lot of sleepless nights. But anyway, we're going to get through that part of it. Uh but just with the budget stuff, things that are coming down the pike that we need to be prepared about. This is the year that we've talked about for several years as far as being and trying to to to buffer and give us a little bit of of breathing room to get us through. But there's some bills coming down potentially the pike that that could impact us. It's passed both chambers, but state or state Senate Bill 201, that's the $2,000 teacher raise. It's passed both chambers. It has not got as of yesterday. The governor hasn't signed it, but everything I'm hearing is there's no chance that he won't sign it.
That's a $2,000 teacher raise. Some of the things that aren't talked about in there is who is and who isn't eligible for that. Well, anybody with a 100 code, which is basically anything, but except a classroom teacher is non-classroom certified teachers aren't subject to that bid. Now, we get into the you get a raise, you don't get a raise, you get a raise. It's going to be a problem potentially, and I'd like for it to be across the board. With that being said, we currently pay about $15 to $1,800 above the state minimum on our we have an Iola salary schedule, which is again is about $15 to $1,800 more than the state schedule. This new law just forces us to go to the state minimum.
Theoretically, this I'm not saying we want to go here, but it could be a $115 teacher raise for some of the teachers is all that is. If we don't give the full step like everybody else is, I think we're going to lose a competitive advantage that everybody else would have. I mean, and I was at a Rogers County Superintendent meeting just Wednesday, and everybody in the county is exhausting every avenue to make sure that they are able to provide that $2,000 step because we're all too close to each other. And if somebody's offering this and we're not. So, uh, the funding part is still in question. It's that's part of the Senate Bill 1177.
That's also why they're saying they're funding it. That's why in the year 2728, we're going to be adding seven school days because for every 25 million they put in the formula and they're putting 175 million in the formula so they can make seven more days. So, it's kind of a it's a good thing in the end, but getting there is a little bit tricky and making sure that it's a funded man mandate as opposed to an unfunded mandate. So, that part is coming down.
Uh it does talk about they're going to incur the price of the 190 for the what we pay them for district retirement and the 153 for FICA. So this should look like a $2343 raise for teachers with the benefits and it's supposed to be unless you're off the formula which obviously we're not it's supposed to be funded but we will see. Uh some other things, May 1st, we received I think four food service contracts or bids and Miss Buller and Miss Rouse and Mr. G are currently going through those bids. Uh we got four of them. We can narrow it down to two and then those two we have the ability to negotiate even further. And so I fully expect for the June board meeting for you guys to make the final approval.
We've got to get it down to one. Then we send it to the state department for their thumbs up. Once the district chooses and then the state department signs off, then it comes back to you for the ultimate yay or nay or we start the process over. But our we were with OPA the first cycle. We've been with to the next two cycles. they have both bid in addition to two other companies. So, this will be for a five-year contract and and so hopefully in the June part, you're to the point where we're ready to to accept that. Uh, and I think it's just some of those sleepless nights. I start thinking the worst case scenario, diesel price is not good for when we're spending that. Uh, we looked this morning, we have spent just a shade more Last year we spent 57,000 total. Right now we're at 55,000. So by the end of the school year we will exceed that a little bit. But we have yet to pay a bill with the big bump. And so our next bill will be where we're paying f you know not that we're paying what people pay at the pump but it's going to be a significant increase. And so very concerned about what that looks like is how many times do we have to purchase diesel at four and five dollars a gallon as opposed to where it's been.
And you know a decision thanks to you guys that I think may end up you know we converted all our fleet to the conversion of the CNG over we approved that uh back in the fall. They've finished that process up. We have not purchased CNG yet, but our buses are ready and we're ready to transition that to the summer. But if nothing else, it's proven that even if we don't like that, we can stay because we've been converted for about three week or three months.
But we have chose not to do that at this point. But I looked up CNG price and a$120 as opposed to $5 diesel. So we may look really really smart for that. If it doesn't work again, all we have to do is is back out and run the buses like we're running them right now. We can actually even sell the equipment because it was given to us as a grant and sell it one time. We can't go back to get the grant, but it's literally no obligation, but the other thing we talked about that was a lot of those schools are now starting to get that they're panicking and trying to get that CG. So, we're about a year ahead of us. So, I'm super excited about the possibility of paying a $120 as opposed to $4 and $5. And again, it's not full conversion. It's a it's a combination, but uh it's actually going to be cheaper on that part. It's supposed to be more fuel efficient and sacrifice no power on the bus. So, excited about that. the the drawback is the the refilling and it's almost a daily refill but you can I don't know if you've been to the bus barn they've got 10 12 15 stations and so Nick and those guys can plug him in overnight charge them overnight or refill them overnight and so it that should be a little bit more work on those guys but Nick was in favor and I think it's going to be a good deal coupled with the fact that we will be going 12 to 14 more school days traditionally next year than we are this year. We figured up it's at the cheaper diesel rate it cost us about $1,200 a day to run buses.
So if we're doing that 14 more times, there's a automatic $12,000 to whatever. Uh anyway, all those are things that with or without our blessing, our opinion, it doesn't matter. It's just the facts of it are.
So, uh, there's a retire and rehire bill that is out that looks like it's going to go through where they don't have to sit out three years anymore to come back, which is really good. The bad is that they have to set out six months.
And so, what are you going to do that first semester? Because you you're not supposed to retire with the intent of coming back. That violates IRS policy and all that. So, you're supposed to retire and then decide one day, hey, I think I want to go back. But anyway, that's coming down. The cell phone ban, again, we're kind of ahead of the curve.
That has become permanent, but as a district, we had already decided whether or not the state makes us. We were that has been very well received. At least I have yet to have a negative conversation. I don't know about the principles if but I know over at least overall it's been received really well.
uh property tax changes potential coming state minimum wage. All these things impact us. They've increased the recess time at the elementary to two 20 minute sessions. Of course, everybody's heard on the news about the strong readers act and the third grade retention that's coming. There's a basically a sister bill that talks about the strong math act and Dr. Harris has kind of led that.
We are looking at a math interventionist just like we have reading interventionists that will be someone dedicated just to helping struggling math students. So they're great ideas.
It's just more money to do that. And I just want to make sure that the state and especially us aren't just throwing a problem money at a problem and expecting the money to fix it. But we we are excited. We feel like we got a plan in place and we'll continue to do that.
It's my last thing. curriculum adjustments over the summer and looking what's working, focus in on those and improving those and things that aren't starting over. So, uh, and the only other thing that, and this is I probably should have, is make sure that you have your financial disclosure taken care of. It's due uh a week from the day if you haven't done that. And it has to be submitted by you electronically for the privacy part of it. That's on ethics. So, if you any questions about that, I do know that yours was good.
They were sending yours back for a modification or something.

>> I'm here from the elementary. Yes. I'm Shannon Mutri. I am the STEM teacher at elementary and I'm excited to announce that we've won the STEM boat race this year. We're so excited. And I brought Brooks Walton with me. He was in the winning boat and he would like to kind of tell you about um how they built the boat and what they did and he was on his team and I'm very proud of him. So >> Mr. Walton.
>> It was Brooks and he had five other um STEM students, fourth grade STEM students. And tell them how you designed your boat, like what you came up with.
>> This is very cool.
>> We designed the boat on Kaden Thompson and Travis because they were my two favorite basketball players and the whole team voted on them to be on the boat.
>> Yes. So they were really excited and Travis and Kaden came over before the race and took pictures with them and they were very honored that they chose them to fit on their boat. So but we were excited. We beat out he you know we raced the elementary races, the middle school races and the high school races.
And so then the winners of each race each other and so he he beat out the high school.
>> He won his elementary heat and his boat stood the test of it. Didn't phased at all. Some of the other boats after the first heat were rough and then he went to the and I don't know if the other middle school high school were able to even he finished that race and his boat still looked in good shape. So >> yes, we built it very sturdy. It was it was good. We had a we had a good we had good boats this year. Yes, >> that the whole STEM department from Miss Mutry to Coach Dixon, they go over to the prior rec center and >> coach Swopee and his team >> had the media center and they even had the poolside color analyst with the goggles ready to interview the winning races. So, I think that's on our media account. Is that right?

>> To go back and watch the race. But there it was cool and uh kids acted great and uh congratulations Brooks and kept the title at the elementary this year back.

Uh no, that was a fun time. The kids were all excited. I can promise you that.
middle school. Things are wrapping up fast. Uh we'll be here before we know it. Yesterday I took 150 fifth and sixth graders to Incredible Pizza and you'll be happy to know that everybody there was very appreciative of our kids and a good thing to say. So that made me feel pretty good. Today Mr. Thompson's Mr. Thompson is there with 109 seventh and eighth graders doing the same thing. So hopefully he has a good report. Uh In case anybody's interested, we will have our middle school awards assembly on May Monday, May 18th at 9:00 in the gym and then we'll get about two hours break and then we have the PTO is sponsoring the first middle school funday. So, that will be a fun time, I'm sure.

Yeah, I'm not doing it. Um, I do want to uh talk about two things we got that are pretty pretty good uh for from middle school. Mr. Mr. Thompson applied for imagine math which is a grant from the state department for the last well first year was a pilot and the last two years we applied for it and we received the grant and it's just a little little supplement to help the math uh help our math scores hopefully um but sixth grade in general there's not sixth grade for the month of April mind you passed 782 lessons in April u ideally The goal for each student is to pass 30 in the school year. Uh we had one student pass 33 in the month of April.
And u sixth grade has three students with over 100 lessons passed and one hopefully will will break 200 before school's out.
So that's pretty impressive on that end.
uh fifth grade language arts u between air and when we did our benchmark test in August 27 of the 97 fifth graders that were tested were in tier one through three and they had to have a what they call a slip which is a student literacy intervention plan of those 27 half them have tested at or above grade level and are now off that slip so that's it's pretty impressive too so just wanted to touch on that and May 21st will be here before we know it.
>> I know the high school's got state track. G, do you have a report for high school?
>> I do not.
>> Okay. We got I know our 4 by two team is racing at 110. We've had we had seven qualify. Uh, Coach Dailyy's super excited about his jumpers and so anyway, we've got several that are at Katusa today and tomorrow for the state track meet. So, had seven qualify, had three that were just on the outskirts, so had a good representation there. And then Tracy, >> um, so we Tracy and Susan and I and Mr. worked on an application for a grant uh to help with the implementation of a multi-tered system of supports. It's to help um recognize students who are struggling earlier than um what traditional curriculum has been doing.
and we have made it to the second round of that application process and they will actually be here on site to do an interview with us to see if we are one of the two schools that are selected to receive that grant and it will come with if we receive it, it will come with professional development um as well as coaching. They will come to our school monthly to meet with our teachers and help coach us on how to best implement this MTSS model that is that is being it will ultimately be required of all school districts by 2032. So if we get this this grant, it will give us the opportunity to get ahead of the game with that and getting it implemented.
I just want to mention that our student uh Special Olympic athletes will be going to Still Water on Wednesday and there'll be a parade in They're leaving First Baptist Church and they'll go to the high school and around the elementary and come through town. So, we'd like to invite the community come out and cheer them on and it's pretty cool to have their little parade and then they'll head to Still Water and compete the next three days. All right, I want to congratulate you first of all on a successful campaign. I know it's tremendous amount of work you guys put in countless hours. I know you're really excited. Before we open the bids, a couple of items. Everyone should have a record of bids form if you want to make notes while I read those bids.
Behind that, we have a board member motion form. That motion form is not required. It's just a cheat sheet.
Sometimes our agenda items get a little lengthy, so we provide that for assistance. The three items on that board member motion form are going to correspond with agenda items number 10, 11, and 12, respectively. When we set up our bond, we were estimating about four and a half% on the interest rate. Uh rates are well below that, but we always want to estimate a little bit high. We have four bids today. I think there's seven or eight banks that combine for those four bids. I know we've got three on one bid, two on another. So, we have seven or eight different banks that are bidding today. And again, they've combined for four bids. Uh three is a normal bid volume. So, to have have seven banks. It really shows a lot of interest in the bond issue. We're going to read through those bids in just a minute. But a couple things I want to point out. One, we do have several local banks bidding and that's the single biggest factor. So, we submit this to 40 or 50 different banks, including your local banks. A lot of times what happens, those larger outfits, the first thing they do is pick up the phone, call a local bank, hey, do you want to buy half? I'll buy half. When a local bank gets involved in the bidding process, rates come down. You save money. When a local bank tells that bond trader or that larger bank, "Hey, I appreciate the call. I'm already bidding with someone else." Now, those bond traders know they have competition and if they want to be in it, they need to sharpen their pencil. Lastly, when you have the situation where no local banks are bidding, when they just keep saying, "Hey, appreciate the call. We're not bidding for whatever reason." Now, those bond traders are trying to sell something that nobody wants. And the only way you do that in the interest rate interest rate world is to raise rates. So, even if your local banks come in dead last, if they just put their name in the arena, if they just let people know they're interested in looking at it, you guys benefit from it.
You guys have great local bank support.
I know the the county in the area well enough to know they're always competitive. But we do have schools that sell bonds that don't get any local banks. They'll normally sell anywhere from 1 to 2% higher. So, when we read those bank names, it's not just another bank. There really is a competitiveness that they bring that we can't duplicate.
And again, they don't have to win for you all to benefit. Uh, I mentioned we have four bids. I'm going to read those in just a second. But we also want to know what else has been selling around Oklahoma. So, a couple of deals that have sold recently. Uh, Alien Cleo, which is out in western Oklahoma, had a bond over there yesterday. They sold 500,000. They sold for 3.43. Bids ranging all the way up to 4.20.
Milwood Public Schools in the Oklahoma City area, they sold 2,35,000 on the 6th. Uh, on May 6th, they sold for 3.22.
bids up to 369.
Lowry schools, a little K district near Taloqua, they sold 305,000.
On the 5th, they were at 378 up to 432.
And then lastly, probably the most comparable, uh, Shaunie Public Schools on May 4th, they sold 4 uh 4,20,000.
So 4,20,000, they had a low bid of 3.14 with bids ranging up to 378. So again, that market's pretty close to that 3 and a half%, three and a quart. and we estimated four and a half. So, I think we're going to be in real good shape.
Before I read through the bids, were any bids delivered to the school?
>> No, it's it's allowable. Uh but always want to double check before we start reading. First bid that I have, first bid is Bank of Oklahoma, Bank of Oklahoma, and they're bidding with Bank of Commerce.
They have a premium on their bid of $1,997.50.
Again, a premium of 1,100, excuse me, 1,97.50.
Read that one more time for clarity.
1,997.50 on their premium. They have a net interest cost $278,52.50.
Net interest cost $278,52.50 for an average rate 3.276. 2765 3.2765.
Again, Bank of Oklahoma with Bank of Commerce.
Next bid is Northland Securities.

279,44.35 for an average rate 3.287110 3.2871 1 0 All of these bids are fantastic bids. They really are right in line with the market. As I mentioned, a number of those were up in the 4% range and we're well below that. By law, you have to accept the lowest dollar amount on a financing bid. There's no such thing as a best dollar. You put $2 on the table, they are 100% identical. Almost every other type of bidding, you can say lowest and best, but there is no such thing as a best dollar. I'll point out real quickly the premium. Uh, it's actually our tiebreaker. Our two lowest bids both a coupon of 3.3, but because Bank of Oklahoma and Bank of Commerce are going to give you $1,900 instead of $1,95.
That is the tiebreaker. So, they're giving you an extra $900 towards your bid versus the alternative. way I explain it, kind of put it in common terms. If you're going to buy a car, you find two cars that are completely identical. They're both $30,000, just two different dealerships, and one dealer says, "I'll give you 5,000 cash back." Because they're going to give you an extra 5,000, it lowers your cost now to 25,000. Premium works in the exact same way. So, both of these bids instead of 4,250, they were going to give you an extra 1,95 or an extra 1,997 because they're giving you just a little bit extra up front and it goes towards the repayment. You don't get to keep it.
It goes towards the repayment, but that is the tiebreaker in this scenario. So, fantastic bid by Bank of Oklahoma, Bank of Commerce. We would recommend that you accept that bid. Be happy to answer any questions the board might have.

>> Second thing I I got this that I'm going to give kind of a bond update. And from this point forward, it'll probably be a bond agenda. I mean a board agenda item that we discuss. I want to be for everybody's sake very transparent on where we're at, what we've done for that month and give you monthby-month update.
And so for this, I'm just going to read my what I and then I Michelle with GH2 can plug in any gaps from her side.
Jordan I think if you got any but anyway just kind of the process as a whole that I've been talking to people and this is more specific with the here and now. you know obviously the elementary we got a lot of but the people are asking you know what's our first step and so in in with respect to our first step I just put up that we kind of the district the board Jordan with Steven L Smith the architecture form GH2 construction management team of Miller Tippens we actually met yesterday to create and implement our plans for the bonds going forward both immediately and upcoming and so just so everybody knows that currently soliciting pricing, getting bids from qualified engineers. We are going to need an engineer just in specific terms of the high school gym. You know, that gym was built almost 40 years ago with I think no plans to ever condition it as far and that's why you can see spaces. And so we are these guys are are vetting and talking to engineers getting pricing for the scope of it because it's just so much more. You know, some people like, well, put a unit in, let's go. Well, there's going to be a whole lot more.
There's going to have to be insulation readings and all that stuff. So, once that's complete and the engineers are vetted and interviewed, they will walk the site with probably architects and with the construction management team.
We'll get in the queue for the workload to start the design phase. Because title one 61 of the state law requires competitive bidding to be followed because of the dollar amount on this purchase on this project, it requires a 21-day bid solicitation. And so we will then get our bids, select the bids, and approve the bids kind of like this what we just did on the bond part, but just on a because of the amount of money.
It's a 21-day uh solicitation. Next step will be the issuance of the subcontract starting submitt the process to get it to procurement. The units itself may take 12 to who knows how long they're going to take to get in. Then we'll hit the ground running and the biggest thing will be working around the gym and keeping it operational for what needs to be going on at that time. Estimated time is too hard to turn because of all the variables, but I can assure you it's going to be ASAP. And my goal or our goal is to not I told them I don't want any delays because we didn't do something. And so we literally met yesterday to get going as quick as humanly possible. it will probably be longer than most people want or most people understand and that's why I wanted to talk about you know the 21 days here and this and all that. So with all of that, Michelle's much better to speak to that, fill in the blanks on kind of where we're at, what we talked about yesterday, and where we're going in the immediate.

So that's kind of the window that we're trying to hit.

We've already had a lot of bank interested.
We can have it as early as September. We want to make sure interest >> and then >> I will say excuse me the funding piece is a little bit quicker. So we got basically the plan just a matter of getting it priced and getting it delivered which is normally about a 60day window start to finish. So it's not quite as there's a lot more detail that goes into the design implementation ordering equipment and so forth. My point being we can move a little bit quicker on our side simply because Now I'm going to spring this on Dr. Harris.
