We saw the danger of this last year when China launched a licensing regime that effectively choked exports of rare earth magnets, leaving Indian industry facing a sudden sharp shortage.

India and the United States signed the critical minerals framework. It's a security shield designed to strengthen the entire supply chain, [music] focusing on supply, mining, processing to recycling, and investment. This framework comes on the backdrop of pacts silica, a Washington-led initiative aimed at countering China's dominance in strategic sectors like AI.
Under the TRUST initiative, which stands for transforming the relationship utilizing strategic technology, both nations are building a resilient supply chain.
They've even launched the strategic mineral recovery initiative, a new program to extract lithium and cobalt from heavy industrial waste like coal mining and oil [music] and gas.
But bilateral ties are only half the story. In New Delhi, the Quad partnership of India, the US, Australia, and Japan [music] just transformed from a discussion group into what US Secretary of State Marco Rubio calls a partnership of action.
The goal is to turn the Quad and and and 16 months ago before we came secretary when I became Secretary of State and we began our conversations. We all agreed that we wanted this gathering, this partnership to be more than just a place where we got together every now and then and discuss the problems of the world that we held in common, but a place of action, a forum of action where we can begin to turn our collective interest into action to the benefit of the people of our countries, but ultimately to the benefit of many other countries who around the world who would benefit from some of the things we're working At the Delhi summit, the four democracies launched the Quad Critical Minerals Initiative Framework.
The Quad group represent a third of global GDP. The Quad is now leveraging economic policy tools to coordinate investments, ensuring that no single nation can use mineral exports as a weapon.
Japanese Foreign Minister Motegi was clear when he said that the Quad will strongly oppose [music] any attempt to unilaterally change the status quo by force or coercion, a direct indication at China.
Also today, through frank exchange of views, we were able to align our strategic perceptions on regional developments and agreed to strongly oppose attempts to unilaterally change the status quo by force or coercion.

As Secretary Rubio put it, this partnership is a linchpin of global strategy.
