Civilians do not have the authority to command or direct military personnel, even when those personnel are government employees paid by the Department of Defense; military personnel answer to their military chain of command, not to civilian individuals, and attempting to issue orders to military personnel constitutes conduct unbecoming and can result in disciplinary action.

>> I'm sorry, what?
You don't need to take a picture of >> Hey.
Hey.
You stop right now. You understand me?
Walk back in that building now.
>> Why are you taking pictures of my >> Hey, enough lip from you.
Enough lip from you. You understand, soldier?
Hey.
Use I'm telling you right now, you better get back to work.
You Hey, enough lip. Get inside.
>> Uh what exactly are you going to do because you don't have the authority to boss him around?
Now, I know his frauditing sympaths and all of his other frauditers will say, "Well, they're government employees.
They get paid by the government. They work for us." Yes, they get paid by the government through the Department of Defense. However, you as a civilian do not have the authority to tell a military soldier what to do.
You can't You can yell at them all you want, but trying to get them to go back inside is not going to end well for you.
Get inside now.
I don't answer to you. You answer to me.
Where's your headgear?
You just walk around out of uniform all day? Sloppy.
>> Who are you?
>> Hey.
You don't worry about it. You're not in charge of anything here.
I am absolutely am in charge.
>> What are you talking about?
You're delusional.
>> All of this?
>> Why?
>> Because I am.
>> Because why? Because you're a taxpayer?
>> Hey.
You need to stop being rude and disrespectful.
No, no, no, no, no, no, no. No, no, no, no. No, you came outside like you were in charge of something.
You're not in charge of anything. Do you understand?
If you had come out nice and polite and respectful, this could have gone another way.
>> You're over here covering your face, taking pictures of other people's license plates.
>> I can walk around with whatever clothes I want.
>> Who are you?
>> You don't need to know that, and you will never know that.
Do you understand?
You could have gone about this in a completely different way. And you know, the fact that you're The fact that you're a commissioned officer and you came out behaving like that, that's pretty That's That's conduct unbecoming. That's conduct unbecoming. You need to shenanigans.
>> No.
No. No. No.
>> shenanigans >> No. No. No. No.
>> And we're calling shenanigans, folks, because this officer's uh behavior is not behavior or conduct unbecoming of an officer. This is what you would want an officer to do to make sure the soldiers beneath him are safe and secure. Also, the base is safe and secure. You have a madman over there screaming at the top of his lungs because he got asked, why is he taking photos of the license plates of the vehicles? Why is he wearing a mask? And you have him acting as if he has some authority over this officer, the base, and the soldiers there on it, which he doesn't. You can ask And you know what?
We will ask. If there's any military veterans in my audience, leave a comment if this officer's actions are unbecoming of an officer because it's 100% uh in my opinion that it's not.
>> Stop.
Get back inside and get back to work.
Get back to work.
Now.
>> You talk to your kids like that, too?
>> Walk back inside, sir.
Walk back inside. Hey. enough. Enough.
De-escalate.
If you, you know, you didn't even try to start this over. You came out issuing EDX like you're in charge of something when you're not.
I want to talk to your supervisor. Now.
>> I want to speak to your >> Wow.
Incredible.
This is exactly This is exactly what I was told was going to happen. Is it you're over here getting interesting photos.
There's a tank down there. This is the third of the 161st Dark Rifles Ranger Battalion.
And what are they doing?
Excuse me.
Yeah, I need some assistance. I don't know who this captain was that just came out, but I need to talk to his supervisor.
Yeah, I need to I need to talk to his supervisor.
The way he just behaved is completely unreasonable.
>> The [ __ ] are you talking about?
MHM. THE [ __ ] ARE YOU TALKING ABOUT?
BORED?
>> WHAT?
>> You bored?
>> Bored?
>> Bored.
>> I can't hear you.
>> Are you bored?
>> Am I bored?
>> Yeah.
>> No, I'm working.
>> I'm going to go >> What? Hey, look, I'm asking for a supervisor. Can I get the supervisor or not?
>> You already asked him.
>> I'm look Well, he's ignoring it cuz he did some things he shouldn't have done.
I'm asking to see if you can provide some assistance to get his supervisor to come out.
>> You seem a little too bored.
>> Yeah.
It sounds like you guys are just generally rude around here.
No reason to No reason to be disrespectful.
Wow.
Literally getting photos just in the area from a publicly available space, and that captain comes out. I'm right here.
>> Okay, I don't know what they're doing at this point. Sounds like they're maybe or I should say looks like they're possibly calling the police.
Uh some of the soldier came out to see if I'm still here. Absolutely insane that that captain just came out issuing edicts to stop taking photos.
That has everything to do with once you're on the installation. Comment Comment out here barking orders like he's in charge of anything. He's in charge of nothing. This is crazy that he's behaving like that.
>> And you're wrong on two accounts here because yes, he can bark orders to get off the base and he can ask why you're taking photos of the license plates of the vehicles there in the parking lot.
Because that's his job to make sure the base is secure. Now, if you were trying to take photos of the tank like you were talking about, you would go closer to where you could take photos of the tank and not this particular area unless you were trying to provoke a confrontation.
And the second thing is you can be told not to take photos there because you might be past the demarcation line. Look at what happened with Sean Paul Reyes when he went to a military base past the demarcation line and was taking photos.
He is currently facing two federal charges right now. So, you were already trespassed from another military base and now you're back at this one starting up more drama. Do you see how this is not going to end well for you?
>> And to to clarify again, too, it was some people that came here, allegedly, that reached out to me and said, you know, they saw this main battle tank down there at the end. They thought it was cool cuz they saw the Ranger battalion is stationed here.
And by taking photos, all of a sudden they've got an issue.
Not acceptable. Hey, how's it going?
>> Good, how are you?
>> Well, I could be better. I got a question for you.
Um I just had a pretty negative encounter with a captain over at 3161.
>> Oh, I'm sorry.
>> Uh it's not your fault, it's his fault.
But um based on just how disrespectful and unbecoming he was, I wanted to see I couldn't see his name tape or anything from distance. I'm just looking like that's him right there.
>> Are you are you giving me >> Hey.
I need to talk to your supervisor. You know you did wrong.
>> I am the supervisor here. What do >> I need to talk to your supervisor.
>> I'm sorry. I am the supervisor.
>> Your company grade officer, you know there's a field grade officer around here somewhere.
>> I'm a field grade officer.
>> It's you're a captain.
>> Yeah, promoted promotable.
>> Okay, great. You're not a major yet. I want to talk to your supervisor.
>> My supervisor's not here.
>> You know what you did, captain, was wrong. You could have come out and be respectful and reasonable.
>> By whose standards?
>> By any reasonable person's standards.
>> to leave.
>> I'm not leaving. It's my property.
>> Uh I THINK THE [ __ ] NOT, YOU TRICK ASS [ __ ] OR IS IT TRICK >> It's not your property.
>> You need to stop behaving the way you are. You're setting a bad example for NCOs and others. Quit behaving the way you are.
>> Okay, sir.
>> Unbelievable.
Now he's being calmer cuz he realizes he acted like a fool at the beginning and doesn't want to be called out.
And now that he's being called out in front of his uh subordinate there, he's upset about it.
Hey, sergeant.
>> Sorry, sorry.
>> I still need assistance.
>> I still need It's not your fault. You didn't do anything wrong. You're acting perfectly fine.
But >> is he is he actually the commander of that regiment?
>> I'm sorry. I can't I can't talk to you.
Sorry.
>> You can't tell me as a public servant if he's the commander of that regiment?
>> Sorry.
>> Were you ordered to not respond?
Were you given a Were you given a lawful order to not respond, sergeant?
>> No, it's just my personal preference.
>> Uh, did you just say "given a lawful order" like by the cops?
Oh my god, I knew you were a dummy, but god, this is even better. Uh, listen.
It wouldn't be a lawful order. It would be an order from her commanding officer not to engage with you. Even if he did give her that order, guess what? It's not a violation of the military code or anybody's civil rights or the law. She doesn't have to engage with you. You don't have any authority over her.
Now, this would probably be a good time to ask if they know what the Third Amendment is seeing as it involves soldiers and the quartering of them in people's homes during times of war and peace, but right now, you're just making a bigger ass of yourself.
>> Okay, so that sergeant was instructed to I I believe to not respond based on that captain's I'm guessing order.
Excuse me.
>> No, thank you.
>> I just need assistance.
>> No, thank you.
>> So, you guys can't assist?
>> you.
>> Are citizens allowed to issue complaints against soldiers?
>> No, thank you.
>> That's not an option?
>> No, thank you.
>> How do I speak with a supervisor?
>> No, thank you.
>> No, thank you to speak with a supervisor? So, you're going to deny access to a supervisor?
>> No, thank you.
>> Do you guys have zero accountability around here?
None at all, huh?
>> No, thank you.
>> Why are you being so disrespectful?
>> No, thank you.
>> Did the captain order you to say nothing? Is that what happened?
>> No, thank you.
>> So, ordered not to respond or render assistance?
>> Please go away. No, thank you.
>> No, no, I'm not going to go away. I'm trying to get assistance now that this captain is acting like a child.
The captain needs to fix his attitude and I'm trying to figure out who it is that's over him, in command of him.
So, just going to refuse to offer assistance?
Not like Not making your unit look good.
>> No, thank you.
>> Not making the unit look good.
>> No, thank you.
>> Seems like a lot of disrespect.
>> What a crock of [ __ ] Have you ever heard more [ __ ] or dribble coming from somebody who's not even the president?
>> Is that typical behavior for soldiers around here?
>> So, just really disrespectful behavior?
>> No, thank you.
>> Pretty standard?
Hey soldiers, I need assistance. I need to file a complaint against a supervisor.
>> You need TO SHUT THE [ __ ] UP.
>> Are you willing to provide assistance?
So, this is apparently how the United States Army through the National Guard operates.
They will have officers, commissioned officers, acting completely unreasonable and disrespectful.
And then, when attempting to hold them to account, to issue a complaint or anything like that, the captain orders the entire regiment to not provide assistance because he realizes he's done something wrong, and he's going to make it to where no one else can hold him to account.
>> Tell me, uh, where in the Constitution does it say you get to personally yell at these officers and pick on them and demand things from them.
Huh?
Tell me who put you in charge because I think you've got your head so far up your own ass that you're believing your own [ __ ] because guess what?
You don't have any authority here. If you want to file a complaint on that captain, well, guess what? You can probably go to the visitor's center and talk to somebody there. Instead, you're screaming over the fence trying to demand a supervisor like you're dealing with the police. You're dealing with a different branch of the government here.
You're dealing with somebody who may or may not have actually given those commands. You're just making [ __ ] up as you go.
>> That's who that captain promotable is. I didn't get his name. I'm hoping through photo and video later I can zoom in and see it, but I couldn't see it at distance.
That's how they behave here apparently.
No accountability.
Hey soldiers, I need assistance. Can one of you actually get a supervisor so I can speak with someone about THE PROBLEM?
>> NO!
>> [screaming] >> ARE YOU GUYS BEING ORDERED TO NOT PROVIDE ASSISTANCE?
OKAY. There you go.
That's what it is here.
Kent PD, are you guys down for that quadruple homicide that just happened down the block?
>> I was not here.
>> [laughter] >> Yeah, how are you doing?
>> tell there's a really dire thing going on here. So, how did you want to do the felony takedown? Do you guys want to tase and beat me first or >> No, we're not going to >> straight to the shootings or Okay. All right, fair enough. So, what's up?
>> So, we got a call about a guy who's making some threats and they were inside this establishment.
>> Ooh.
>> Yeah.
>> What if I told you that while a fantastical tale, I have 100% video that goes to show I never entered the property >> Okay.
>> and that I never made a threat. But here, I've got something fun for you guys. Have you guys ever heard of the the really wonderful gripping story? It's in an RCW. It's 98440.
That's the false reporting.
>> Okay.
>> Now, what if I showed you contiguous continuous video that goes to show there was never a threat and I never entered the property. Would you go on there? Because remember that's National Guard. That's state. You can go in there and put in put on the magical bracelets if you like.
>> Uh with discretion, absolutely.
>> Would you Would you be willing to go and do that? Cuz I'll tell you what, that captain I don't think he committed a crime, but the man's suffering from terminal jerk faceness.
>> Stop it.
Get some help.
>> You know, I mean seriously, he didn't have to behave like that. I'm working on a story about some people actually coming here cuz they thought it was cool that the 3161 Dark Horse or excuse me, Dark Rifles was here. You know, it was an M60 main battle tank. I know it's old, but it's still kind of cool if you not use that kind of stuff.
But they came here to take photos about it >> Mhm.
>> and they were told exactly what the captain did. I'm shocked. Here's my shocked face right here. So, yeah. The So, the thing here is the captain, again, not being criminal, but being, you know, a serious jerk face. I then try to find out he tries to tell me he's the regiment commander as a captain.
What do you say? A captain five star in charge of the universe captain? I've never heard of a company grade officer being in charge of a of a regiment before. Have you ever Did Did everybody die? I mean, you might want to check into that.
Maybe all the commanders suddenly fell down from Ebola.
>> I think there's a little bit of misunderstanding.
>> Yeah, there's a lot of misunderstanding going on, especially when it comes to this farder and his abilities to try to boss around a military base, to boss around a commissioned officer.
You don't know anything about the workings inside of this particular base or this particular command. You have no say, no jurisdiction, no authority. You have nothing to do here.
You're wasting your time. You're here solely to provoke a response and you've got the response you want. You got law enforcement to come and now you're acting as if you're the victim.
Did you not scream at this man? Did you not yell at him? Did you not try to stage this so you can have the cops come?
>> Oh, there's a huge amount. He lied.
>> of what his title is versus what his actual job is.
>> Well, yeah. He was He was making some pretty grand claims saying he's a field grade officer when he's a company grade officer because he's promotable. That's not true. It's not how that works. And also, he lied. So, whoever it was that called you guys here saying I was on the other side of the fence, please go put them in the magic bracelets.
>> It was not the commander.
>> Okay. Well, do you know who it was?
>> Yeah, we know who it was.
>> Well, can you go take that person into custody then?
>> Again, like I said, there's discretion involved in that, right?
>> Well, there's discretion, but come on.
This is an opportunity for the KMPD to do the right thing. If I guarantee you if there was if there was video footage or something that demonstrated that I threatened that captain, which is or or anyone else for that matter, absolutely I'd be taking a trip down to the King County Hotel right now.
>> Uh I don't >> You guys >> But >> I I don't know you guys personally, but generally, I know you guys don't like me as an investigative journalist. Not necessarily saying you two. I get it. I haven't met you guys before.
>> We met.
>> Really?
>> Yep.
>> Hold on. Where did we meet at?
>> King County Health over on the Eastside.
>> A few minutes later.
>> Did. And you were totally cool then, so I appreciate it. I always like to indicate cuz I am not anti-cop. I'm anti-bad cop. I'm anti-bad government employees actually is what it is. So, when I run across good good police officers, >> So, all I'm going to say is I'll I'll let you do your thing cuz I don't want to interrupt your your media Sure.
>> your invest your journalism whatever you >> Sure.
>> Um they did say you were where you were inside. Whether you were or weren't, I don't really mind.
Uh all I'm going to say is if you do go inside they're going to want to have you trespass. Again, that won't lead you to jail unless you continue to stay then we have no really no choice.
>> Well, I mean, I'll be honest. I mean, here here's something that is actually good for you guys to know.
That sign right there that that whole section 21 of the Internal Security Act it implements a whole different thing than regular trespass. If I went on there honestly, that captain could have a whole bunch of his soldiers just come over >> Correct.
>> throw me on the ground, detain me, search me haul me off to Area 51's UFO torture zone. I don't know. Whatever they're going to do, right?
>> Don't.
>> Don't what?
>> [music] >> Don't give me your hope.
>> Federal prison.
>> Or the federal prison. That's Yeah, that's pretty much what would be happening. So, that's a very different thing than 9852-70-80-90 for, you know, trespass and the defenses and all that. I wouldn't have really any leg to stand on. Well, I could, but I just wouldn't be able to hop the fence.
>> It's a little bit moot that they want to trespass from the property for life, right? But they just want to make sure you that you know that you know uh >> Well, yeah.
>> We're not too worried about it today.
Yeah. They don't seem very >> Can you tell me who called because I want to file a complaint against that individual? I know I can do the public records thing, but come on. They're soldiers. They don't need coddling >> It was a sergeant. I didn't get a name.
>> Oh, no! A female sergeant? Oh, that's >> No, it was a male.
>> That's fine. Okay. I was like, she seemed really cool, to be honest. She really seemed nice. It was the captain.
I don't know if someone lit his house on fire this morning or, you know, gave him skim milk instead of whole milk and now he couldn't, you know, get his extra reps in this morning or something or maybe the steroids have consumed him. I don't know. But um >> And we're going to end it here, folks.
The remainder of the video is about 5 to 7 minutes of him just rambling on about how he's going to file a complaint and how this the captain has no right to tell him what to do. But, did you hear what the other officer said? He's been trespassed for life from that base. Ah, the cherry on top of this Sunday. So, if you guys like this video, please like, share, subscribe, and don't forget to hype the video. Also, leave a comment because it helps me with the algorithm.
Uh check out my second channel, the podcast, and definitely don't forget to go to cloak.com/ncr, get your free skin with your phone number, and get 30% off of any plan using my link in the description box.
With all that being said, be well, be safe, and I will see you guys next time.
And a special thank you to all members of the news team. Without all of your support, I couldn't keep the channel going. So, I want to thank you all personally from the bottom of my heart.
I couldn't keep the channel going.
