China's Very Precise War on Poverty本站添加:
There's a laminated card nailed to the front door of roughly 29 million homes in rural China. It lists the family's names, their monthly subsidy, and one other thing, the name and personal phone number of the party official whose career depends on getting that specific family out of poverty. Between 2013 and 2020, China registered 89.62 62 million people across 832 counties into a national poverty file system. Each household got a checklist. No worry about food or clothing, plus guaranteed education, basic medical care, and safe housing. Roughly 3 million officials were dispatched into villages to manage individual files. In one village in Guay Ja, a district official named Lu Wenue arrived to find 137 poor households and 52 officials already assigned to help them. That's nearly one official for every three families. If your assigned households didn't clear the poverty line, you lost promotion eligibility, bonuses, sometimes salary. Western anti-poverty systems count people in poverty nationally and distribute resources through agencies. There is no named official accountable for that file clearing. No one loses their job if a specific family is still poor next year.
But instead of just throwing resources at the problem, China reformatted the problem itself. Five indicators, a checklist, a name on the door. The tool doesn't exist in the west, not because we think it's a bad idea, but because we never even thought of it. And that's worth sitting with regardless of what you think about the politics.
