A neutron star is the collapsed heart of a giant star that already exploded billions of tons of matter crushed into a sphere the size of Manhattan with gravity so strong that a teaspoon of its surface would weigh as much as a mountain. When the parent star collapsed, conservation of angular momentum spun the remnant up to insane speeds the way an ice skater pulling their arms in turns a slow rotation into a blur.
