Government maintains the existing subsidized rates to manage inflation and hospital upgrade brings easy access to health care in Dhagana.
Now the details. Fuel prices in the country remain unchanged despite their rising global prices which have been reaching record highs. The government decided to maintain the existing subsidized rates primarily to manage household living costs while containing rising import costs and inflation.
Currently pole remains at 102.4 at 4 newton per liter and diesel at 98.31 in Thimu. Diesel is relatively cheaper than petrol because of its central role in the national economy. It powers transport, agriculture, construction and the movement of essential goods. Without government support, diesil would have cost around 140 newton per liter.
According to the government's press release, the intervention has helped keep inflation at around 6% since March.
Without the subsidy, it was projected to rise between 7 and 8%. The support prevented a significant spike in transport inflation from what could have exceeded 6%. The transport inflation was recorded 4.37% in March. However, the intervention as part of the national fuel price smoothening framework is costing the public excheer.
Since its introduction towards the end of March, the government has spent more than 1 billion new on fuel subsidies.
The government describes the fuel price support as targeted and fiscally prudent, but it is a short-term inflation cushion to allow the economy to adjust gradually to external price shocks. According to the press release, it will be reviewed every 2 weeks alongside the global fuel market changes. Meanwhile, the government is urging public institutions and citizens to intensify the efforts to reduce fuel consumption. Demand site adjustments are an equally important part of any effective response to the ongoing fuel crisis. This is Sangon for BBS News.
The cordiseps collection for the people of Lunana is expected to begin from tomorrow. On Thursday, the Lunana administration in coordination with the park range officials issued over 500 collection permits for this season. This year's harvest carries a special significance as it marks a bumper harvest which collectors say occur only once every four years. As a result, the number of collectors more than tripled compared to last year. Under the 2026 cordiseps collection rules and regulations, permits are valid for a month from the date of issue and restrict collectors to designated areas.
We issued a total of 560 permits to around 230 households in the Gok for security and monitoring. 28 personnel are deployed. Seven of them are from the Gok, but the rest are all from the government. The team will head to the collection sites tomorrow along with the collectors.
The mystical Yeti legend will come alive in Sak as the great Yeti Quest set to be held for 3 days from next week celebrating the Broa culture and heritage. Organized in the scenic Sak Valley in Tashigang. The festival will feature traditional dances, music, crafts, storytelling, and immersive cultural experiences with broka homes turned into food and craft stalls.
Visitors will also experience events such as traditional marriage ceremonies, ypa or fermented cheese making and highland rituals. Our reporter Santin Dulkar spoke to Sakin Duna Kzanjamsu virtually earlier today about the festival.
Now let me start with the name itself the great Yeti quest. Why this title and what makes Sak the right place to bring this legend to life? Uh as we know that Yeti mystical creature is deeply rooted in Himalayan folktales particularly country country like ours and also it has captured uh imagination for centuries and likewise uh people of Mak what they believe is they believe that uh they are associated their parents their legions their stories are associated with this uh yet since uh it being a nonhuman uh human creature uh the blockers believe that uh it has a supernatural power where they where it can uh safeguard their livestock uh as well as who resides uh on the mountains. So uh by this uh or with this curiosity then it has led to the title.

>> Now u I've heard two words u in conversation so far mythical creature and legend. Whenever we hear about yeti we have always associated it with a mythical creature. Now uh do you think something as mythical as the yeti can actually help put sucking on the global tourism map and you know beyond celebration is this festival also about you know celebrating one's identity and pride in this changing world >> the celebration here in in Saken is completely different than other celebration for instance uh we do not have uh constructed or well planned celebration ground or we even do not have uh uh stalls for shops and restaurants. uh rather what we are doing is we we wanted to celebrate uh this year cost where uh in the existing uh courtyard or in the existing uh place where we uh we usually celebrate our celebration and rather than constructing our stalls what we are doing is uh we wanted to host these stalls be a shop be a restaurant be a grocery we wanted to host all those in proper house.
>> So we have heard things are already in full swing and and even as we talk um I assume that um you know preparations are in full swing. So maybe uh other than the the ones you just spoke about what are some of the other preparations going on?
>> Uh uh let me be uh very precise here. Our yeti preparation has started since 30th October last year. So we have constituted a small committee. Uh I'm chairing the committee. My uh principal uh serves as a deput chair and we have uh representation from gay works and other civil servants here. So uh uh so with that uh we had been doing or we had been uh preparing uh almost uh by this time now it's 8 months. So let's let's say the road condition uh the road condition we we are uh uh 100% pretty sure that uh uh now is pliable. Before it was pliable as well.
Now it is better than before because the kamishu hydropower project is helping us uh maintaining the roads.
>> Now um the great yeti quest. Now for the visitors uh coming in for the festival what do you think will draw them most?
>> Uh for example the first day we have uh the sakenio is hosting a marriage ceremony uh purely prop of marriage ceremony. So then the second uh second uh second day on the 9th uh May uh Borang Mangok will host house consecration. The proper way of house consecration and the proper way of ploying the field. The proper way of deploying the field is uh rather I would say it is completely different than the other other region other regions blowing of fields. they plow filled with axes not with spades and others other tools.
So then uh on the very same day they will uh uh the people outside will have an privilege have a privilege or an opportunity to see uh how proper grind grind they w the meals. Then on the third and the last day uh the outsider will have an opportunity to see how legent uh mysterious yeti faces the human of uh proper let's say the propers of Sing >> now any message that you like to convey to those planning to visit Sing for the festival >> uh let's uh visit us we are fully prepared here uh we are good with our logistic uh we have people who deals with it. Uh so propers are waiting here. This celebration this celebration is uh much awaited uh celebration. So where we can celebrate together.

Many either depend on others for assistance or avoid seeking care altogether. This is beginning to change.
Dagapel hospital in Tagana has been upgraded and is now accessible to persons with disabilities.
More than 330 persons with disabilities live in Dagana, giving the district the fourth highest prevalence in the country. As many of them seek healthcare at Dagapella Hospital, accessible and inclusive infrastructure have become essential. To address this, the inclusive and future smart transforming the public sector for improved service delivery project has upgraded facilities at the hospital. Now there are ramps, accessible washrooms, dedicated parking spaces, handrails, disability friendly signage, and improved waiting areas.
These upgrades will help persons with disabilities move around the hospital more easily and access health services more independently. The upgraded facilities were inaugurated on Wednesday. The initiative supports Dagana's goal of becoming a modelincclusive district. The exhibition boundless strokes is a contemporary version of duik consisting of tuik and jik one that goes beyond language and enters the realm of philosophy. Each artwork is created using a dry brush technique where every stroke is deliberate and final. There are no corrections, no second chances.
The artist said that this mirrors life itself where every decision shapes the path forward.
>> I believe that our life as we take it for granted but then it's just once I mean there's no rewind there's no replay and that's how I interpret with uh my strokes which are just sort of one stroke in all of the artworks. The exhibition uses a black and white palette symbolizing clarity and truth in a world often filled with uncertainty. Subtle touches of gold appear across the pieces representing what the artist calls the divine spark, a connection between the finite and the infinite. Why can't our life be simple, straightforward, and very definite and clear like yes or no? black or white like without gray areas and that's what I'm trying to portray but in the process I've realized that um there are certain invisible energy invisible forces that come into play I mean be a divine intervention so with those uh spontaneous occasional gold strokes that's why I just trying to uh portray those occasional divine forces.

>> In sports, the BOB Bhutan National Women's League 2026 kicked off today in Timu. This year, the competition carries high stakes than ever. For the first time, the league will follow a three-stage format, reshaping how teams compete for the championship title.
In the opening match of tier 3, the defending champions RTC Women FC thrashed last year's runners up women FC 8 nil at Jungling Stadium. RTC Women FC drew the first blood within the first 10 minutes of play.
They scored six goals before half and added two later.
In tier three, all 10 teams will play against each other. The matches will be played at Jungling Mithang Stadium. The top six teams will qualify for the women's national league 2026 tier 1 while the bottom four teams will move to compete in the national championship or tier 2. According to the Bhutan football federation, the revised format aims to make the competition more balanced and competitive. This year we have a change in the mode of competition because uh if you look at the result of last season especially when a top uh team face the bottom team we have seen the result like very vast difference among those two teams. The bottom team they concede more than 40 goals. The Federation also noted that matches among the top six teams are more competitive often ending with narrower score lines while lower ranked teams struggled to keep up over a long season. If you look at the results of the top six especially the big bigger clubs the result is not like very in terms of goal conc 1 3 1 3 0 and same like the the bottom four teams the result is not very vast in terms of goal scoring and in terms of uh goal conc >> the new three tier system is expected to keep teams engaged throughout the season and improve the overall competition standard. The federation also revised foreign player regulations for the Bhutan Premier League. Clubs can now field up to eight foreign players, five international players and three soft players and increase from six last season. The changes are expected to strengthen squat depth and raise the level of competition across the league including a new team sirang WFC teams from Thimu Finoling Punakha and Galifur competing in the league this time for Kawandi. The Hadrien Award is presented annually by the World Monuments Fund, an organization dedicated to the preservation of cultural heritage worldwide.
Established in 1988 and named after Roman Emperor Hadrien, the award recognizes individuals and institutions for exceptional contributions to safeguarding global cultural heritage.
It is conferred at the Hadrien Gala World Monuments Fund's flagship annual event. It's a good blend of Putin's traditional and modern design and they go very well together. The use of local materials makes it even more meaningful. It will be an example for future generations and it feels proud to see visitors appreciating it.
Inside the transformation is well underway. The first phase of construction has been completed covering the building facade, basement parking, ground floor, and the fourth floor corporate office. Core systems including fire safety and mechanical, electrical, and plumbing have been upgraded to international standards.
Work is now ongoing to install electric vehicle charging stations and rooftop solar panels expected to be completed by miday.
The GMC Chuga building will be a vibrant place to work, interact and experience.
Uh if anyone really wants to understand GMC, its development plans and his majesty's vision for this transformative city, uh then I would say a visit to the GMC Chuggo building is a must. Uh Chuggo will house a state-of-the-art immersive experience center on the ground floor.
Now this is being designed and developed by GMCA with support from an international firm from Thailand and uh we expect it will be ready within the next 6 months from today. The next phase of construction is set to begin shortly.
This will focus on developing the first, second and third floors bringing in innovation spaces, co-l livingiving hotel rooms and additional functional areas.
The building is also designed as a mixed use space bringing together work lifestyle and experience under one roof.
The fourth floor already houses international standard office spaces and fully equipped meeting rooms offering a professional environment for businesses and partners.
Several local and international firms including big MQDC, Terramma, DK Bank and the Bhutant Trust Fund have already set up or committed to offices here.
>> So beyond the experience center and the offices, the CHO will also offer uh places for visitors to enjoy local cuisine, international cuisine at the cafes on the ground floor. Uh we will also offer GMC souvenirs at the the ground floor with curated retail offerings.
Besides that on the second and third floor we will offer core living concept hotels that can house guest guest rooms and also state-of-the-art.

From AI powered systems aimed at improving safety along zebra crossings to satellite development and beyond, innovators showcased emerging ideas and technological solutions at the fourth international conference on science, engineering, and technology that ended recently. Around 15 prototypes from four different colleges are on display as part of the program, highlighting innovations aimed at addressing real world challenges.
PD trains and commuters can expect improved safety on zebra crossings. A smart zebra crossing monitoring system powered by artificial intelligence will ensure this. The system can detect pedestrains and vehicle in real time and alert drivers through LED signage. A group of final year student from the college of science and technology developed the system. The main concern in Bhutan is that road accidents are very frequent and especially near zebra crossing areas. So our system uh has been brought forward to like reduce this uh problem. In addition to uh being able to detect pedestrians and vehicles using the AI model that we trained, we also have an uh feature of detecting B traffic violations which is also purely based on the AI model and the camera itself. Another group from the same college designed and developed an educational satellite or Iduset. The prototype aims to support hands-on STEM education by providing students with practical exposure to satellite systems.
After completion of this project, we will be developing operational manual and we'll be going from school to school explaining how the system works in real life environment thereby explaining and giving hands-on experience on how the satellite technology works in real environment. We have planned to collaborate with Gtech agency and other space agencies to further uh modify the design and structures. Students also showcased a design of an E truck which is currently under development as part of their final year project. It aims to address the transport sector's heavy reliance on fossil fuels and promote environmentally friendly transportation within the CST campus.
>> It is mainly use of the power electronics that the power electronics uh and it will drive the uh electric motor and it will how that this electric vehicle is functional. We want to install a solar panel on the roof so that it can be while traveling or while doing the driving also it can be autocharged and then it will increase the range of the electric vehicles.
>> Meanwhile, students from the Galpushing College of Information Technology designed a smart car pooling platform called Dukepool to tackle urban challenges such as traffic congestion and carbon emission. The web-based application, which is nearing completion, uses advanced route matching and realtime GPS tracking to optimize shared rides and reduce single occupancy vehicle use.
>> The drivers can share their right and riders can book the uh shared right and likewise the uh traffic congestion problem is solved and also the cost we have also implemented a cost automated cost uh estimation. So uh this solves the cost cost barriers that are uh in the society right now regarding the fuel cost and also um for the future scope we are going to collaborate with NDI and also uh make our authentication sec secure. Developers say all these projects are up to 90% complete and are expected to be finished by the end of June this year. Bhutan's civil service is seeing an improvement in retaining its civil servants with the latest figure showing attrition rate dropping to 6% this fiscal year down from 16% in 2023. The figure has also surpassed the 13th 5-year plan and target of 8%.
With the global benchmark at 5%, the Royal Civil Service Commission says that with 6% attrition rate, the country is approaching a stable range. Currently, there are more than 30,000 civil servants in the country. During the Royal Civil Service Commission's midterm review of the 13th 5-year plan, the commission shared it has been seeing an active workforce management since 2024 with more than 5,200 new recruits. It remains largely decentralized with almost 60% of civil servants serving in local governments supporting service delivery at the grassroots level while around 40% are based in central agencies. In the education landscape, there are currently more than 8,200 teachers for nearly 145,000 students, which remains within the education ministries standards. Similarly, there are almost 630 doctors with a doctor patient ratio of 1 is to 1,250, which is close to the WH standard of one doctor for every 1,000 people. The commission also shared that nearly 800 civil servants availed themselves of extraordinary relief EOL since 2024. Out of this 256 have resigned and 45 are still on EOL. Additionally, more than 700 civil servants are on long-term training to retain civil servants. The commission recommends implementing option for the civil servants to withdraw lump sum provident fund after 23 years of service without resignation, timely transfers and incentives among others. Furthermore, the prime minister suggested human resource officers look into improving the EOL system, including replacing those on EOL and encouraging civil servants taking EOL to work extra years. About 91% of properties fall in the low tax bracket, paying less than 1,000 num a year. Collections have risen sharply from 55 million to over 600 million annually. The finance secretary shared this during the ministry's midterm review recently.
>> Property tax collection in the country has grown significantly during the 13th 5-year plan, crossing 624 million in 2023.
The finance ministry attributes this substantial increase in property tax revenue to the introduction of the new valuebased in 2024.
The system calculates tax based on the value of the property, allowing higher value properties to contribute more.
For most people, the tax remains low.
About 91% of properties fall in the low tax bracket, paying less than 1,000 yum annually. On average, they pay 514.
Meanwhile, properties in the middle tax range contribute almost 28% of the revenue. High value properties taxed above 10,000 yum pay an average of more than 34,000 yum annually.
The finance secretary said that under the new property tax system those with a greater ability to pay contribute more.
The increase in revenue comes from better valuation not from overall increase in tax burden. Urban areas are leading the growth. Although only around 6.7% of properties are located in urban centers, they generate around 56% of total collections.
Rural areas which account for around 93% of properties contribute 43.5% of revenue. Tempu alone contributes nearly 41% of total revenue followed by Burough, Finselling, Dashigang and other regions showing that higher value properties are concentrated in towns.
Overall, Bhutan has recorded more than 787,000 registered properties and over 174,000 taxpayers in 2023.

>> The Royal Monetary Authority, RMA, will roll out a 4% interest subsidy on hotel loans starting next month through the economic stimulus program, combined with an additional 1% reduction from banks.
Fourstar and below hotels will be provided a total interest relief of 5% for up to one year. The initiative aims to ease the financial burden on hotel years affected by the prolonged downtown in tourism. Eligible hotels registered with the Department of Tourism can apply through their respective financial institutions until the end of July.
However, the support will only apply to loans where repayment has already begun.
Last year, borrowers were allowed to temporarily pause their loan repayments under a moratorum. This was one of the seven measures introduced to help hotel years manage their loans. Now with the new support scheme that boss will stop.
Instead of delaying repayments, banks will restructure their loans and make it easier for borrowers to repay. If the payment morum is prolonged for so long uh this will lead to the accumulation of the interest and this would uh add more burdens after the ending of the payment moratorum and that might cause uh borrow into NPL. This might lead to uh the increase of credit risks uh in the banks because the NPL ratio is uh as per the regulatory threshold is 5%. So it might breach the regulatory threshold as well as uh lead to the stability and systemic risks in the financial institution.
>> A website called Zonka Next is set to make writing in Zonka easier and more engaging. Similar to an autocorrection feature, it predicts Zonka words and syllables as users types. The College of Science and Technology launched the website during the fourth international conference on science, engineering and technology 2026 in Thimuru on 29th April.
The model contains more than 900,000 Zonka texts. The texts were reviewed in consultation with the Department of Culture and Zona Development to ensure accurate predictions.
When you type zonka it needs lot of key presses. So in order to speed up zonka writing. So we thought that why not we have a system where you first give the first syllable and then based on first syllable. So there is number of prediction. For example if you give lope and then you will have a pen or da or kang so that we can choose and then you just keep on uh clicking the buttons and then you have the text being written.
The college began work on the website in 2020 after extensive research and groundwork. The project costs about 12.3 million nitum.
>> In the past, our students and the staff were able uh were not able to do the work as we have been doing just now merely because we lacked the computer processing system. Currently we managed to purchase high-end computing system and now our uh research team and also the team that who are developing this particular prediction system has gone into an advanced stage.
>> The project shows how investment in research can lead to practical innovation.
Conferences such as the International Conference on Science, Engineering, and Technology bring together academics, students, and international researchers to share ideas and strengthen collaboration.
>> It's very uh inspiring to see such excellent work being done by the students here. And so uh I think that it would be very beneficial if I could even bring my own students uh here in the future and have a chance to for them to see the work that's being done in Bhutan as well as to share our own work. CDCL CDCL work relates to construction and for that we require cooperation.
Therefore we support such a venture of a student so that the academic theory can turn into real life practice.

Government maintains the existing subsidized rates to manage inflation and hospital upgrade brings easy access to health care in Dagana.
Now the details. Fuel prices in the country remain unchanged despite their rising global prices which have been reaching record highs. The government decided to maintain the existing subsidized rates primarily to manage household living costs while containing rising import costs and inflation.
Currently patrol remains at 102.4 newton per liter and diesel at 98.31 in timu. Diesel is relatively cheaper than petrol because of its central role in the national economy. It powers transport, agriculture, construction and the movement of essential goods. Without government support, diesil would have cost around 140 newton per liter.
According to the government's press release, the intervention has helped keep inflation at around 6% since March.
Without the subsidy, it was projected to rise between seven and 8%. The support prevented a significant spike in transport inflation from what could have exceeded 6%. The transport inflation was recorded 4.37% in March. However, the intervention as part of the national fuel price smoothening framework is costing the public excheer.
Since its introduction towards the end of March, the government has spent more than 1 billion new on fuel subsidies.
The government describes the fuel price support as targeted and fiscally prudent, but it is a short-term inflation cushion to allow the economy to adjust gradually to external price shocks. According to the press release, it will be reviewed every two weeks alongside the global fuel market changes. Meanwhile, the government is urging public institutions and citizens to intensify the effort to reduce fuel consumption. On Thursday, the Lunana administration in coordination with the park range officials issued over 500 collection permits for this season. This year's harvest carries a special significance as it marks a bumper harvest which collectors say occur only once every four years. As a result, the number of collectors more than tripled compared to last year. Under the 2026 Cordiseps collection rules and regulations, permits are valid for a month from the date of issue and restrict collectors to designated areas.
We issued a total of 560 permits to around 230 households in the Kok for security and monitoring. 28 personnel are deployed. Seven of them are from the Gok, but the rest are all from the government. The team will head to the collection sites tomorrow along with the collectors.

Dagapelab Hospital in Dagana has been upgraded and is now accessible to persons with disabilities.
More than 330 persons with disabilities live in Dagana, giving the district the fourth highest prevalence in the country. As many of them seek healthcare at Dagabella Hospital, accessible and inclusive infrastructure have become essential. To address this, the inclusive and future smart transforming the public sector for improved service delivery project has upgraded facilities at the hospital. Now there are ramps, accessible washrooms, dedicated parking spaces, handrails, disability friendly signage, and improved waiting areas.
These upgrades will help persons with disabilities move around the hospital more easily and access health services more independently. The upgraded facilities were inaugurated on Wednesday. The exhibition boundless strokes is a contemporary version of duik consisting of tuik and joik one that goes beyond language and enters the realm of philosophy. Each artwork is created using a dry brush technique where every stroke is deliberate and final. There are no corrections, no second chances.
The artist said that this mirrors life itself where every decision shapes the path forward.
>> I believe that our life as we take it for granted but then it's just once I mean there's no rewind there's no replay and that's how I interpret with uh my strokes which are just sort of one stroke in all of the artworks. The exhibition uses a black and white palette symbolizing clarity and truth in a world often filled with uncertainty. Subtle touches of gold appear across the pieces representing what the artist calls the divine spark, a connection between the finite and the infinite. Why can't our life be simple, straightforward, and very definite and clear like yes or no, black or white, like without gray areas. And that's what I'm trying to portray. But in the process, I've realized that um there are certain invisible energy, invisible forces that come into play.

>> In sports, the BOB Bhutan National Women's League 2026 kicked off today in Timu. This year, the competition carries high stakes than ever. For the first time, the league will follow a three-stage format, reshaping how teams compete for the championship title.
In the opening match of tier three, the defending champions RTC Women FC thrashed last year's runners Zaparo Women FC 8 nil at Jangling Matang Stadium. RTC Women FC drew the first blood within the first 10 minutes of play.
They scored six goals before half and added two later.
In tier three, all 10 teams will play against each other. The matches will be played at Changing Miang Stadium. The top six teams will qualify for the Women's National League 2026 tier 1, while the bottom four teams will move to compete in the National Championship or tier 2. According to the Bhutan Football Federation, the revised format aims to make the competition more balanced and competitive. This year we have a change in the mode of competition because uh if you look at the result of last season especially when a top uh team face the bottom team we have seen the result like very difference among those two teams.
The bottom team they concede more than 40 goals. The federation also noted that matches among the top six teams are more competitive often ending with narrow score lines while lower ranked teams struggled to keep up over a long season.
If you look at the results of the top six especially the big bigger clubs the result is not like very in terms of goal conc 1 3 1 3 0 and same like the the bottom four teams the result is not very vast in terms of goal scoring and in terms of uh goal conc >> the new three tier system is expected to keep teams engaged throughout the season and improve the overall competition standards. The federation also revised foreign player regulations for the Bhutan Premier League. Clubs can now field up to eight foreign players, five international players, and three soft players and increase from six last season. The changes are expected to strengthen squad depth and raise the level of competition across the league, including a new team, Tirang WFC. Teams from Timu, Finoling, Punaka and Galifur are competing in the league this time.

Despite a strong effort, Thimp FC failed to find the back of the net. 10 teams are competing in the league. Tomorrow, Par FC will take on Duke Lepsi at their home ground, Wu Sports Arena.

His majesty the king and her majesty the guiltin received the Hadrien award on 29th April at the Grand Kindred of Tashi Chzon in Thinu. The award was presented by a world monument's fund delegation led by the vice chairman of the board of directors of the world monuments fund who traveled to Bhutan for the formal presentation ceremony. The Hadrien Award is presented annually by the World Monuments Fund, an organization dedicated to the preservation of cultural heritage worldwide.
Established in 1988 and named after Roman Emperor Hadrien, the award recognizes individuals and institutions for exceptional contributions to safeguarding global cultural heritage.
It is conferred at the Hadrien Gala World Monuments Fund's flagship annual event. Their majesties were honored at the 36th annual Hadrien Gala held at the Temple of Dendur at the Metropolitan Museum of Art in New York on the 29th October last year in recognition of their majesty's leadership in safeguarding Bhutan's cultural and spiritual heritage including traditional architecture, monasteries and living traditions. A group of over 20 highn networked individuals recently visited the site, meeting GMC leadership to explore investment opportunities and observe progress on the ground.
The visit reflects growing interest in the Galifu Mindfulness City project as plans began to take more clear shape.
Investors met with GMC leadership to better understand project timelines, sector priorities, and potential areas for investment. Discussions focused on sectors such as wellness and medical services, hospitality, infrastructure, and emerging digital industries. These areas are seen as aligning with regional investor strengths and expanding crossber opportunities. The group said that seeing development firsthand helped move perceptions beyond concept offering a clear picture of how the project is taking shape. While it dominates the skyline from above, the real attention is happening on the ground. Even as finishing touches continue, the building is already drawing crowds, offering residents and visitors a glimpse of what lies ahead.
Many say it is unlike anything they have seen before.
I have never seen a building like this before, not even in our country. The design is very beautiful and it's huge for us here in Kilipu. It's a proud moment.
When we see a building like this here, it's surprising and impressive. Gilif is changing. Things were not like this before. It's exciting to see such developments happening.
It's a good blend of Putin's traditional and modern design and they go very well together. The use of local materials makes it even more meaningful. It will be an example for future generations and it feels proud to see visitors appreciating it.
Inside the transformation is well underway. The first phase of construction has been completed covering the building facade, basement parking, ground floor, and the fourth floor corporate office. Core systems including fire safety and mechanical, electrical, and plumbing have been upgraded to international standards.
Work is now ongoing to install electric vehicle charging stations and rooftop solar panels expected to be completed by miday.
The GMC Chuga building will be a vibrant place to work, interact and experience.
Uh if anyone really wants to understand GMC, its development plans and his majesty's vision for this transformative city, uh then I would say a visit to the GMC Chuggo building is a must. Uh Chugu will house a state-of-the-art immersive experience center on the ground floor.
Now this is being designed and developed by GMCA with support from an international firm from Thailand and uh we expect it will be ready within the next 6 months from today. The next phase of construction is set to begin shortly.
This will focus on developing the first, second and third floors bringing in innovation spaces, co-l livingiving hotel rooms and additional functional areas.
The building is also designed as a mixed use space bringing together work, lifestyle and experience under one roof.
The fourth floor already houses international standard office spaces and fully equipped meeting rooms offering a professional environment for businesses and partners.
Several local and international firms including big MQDC, Terramma, DK Bank and the Bhutant Trust Fund have already set up or committed to offices here.
>> So beyond the experience center and the offices, the CHO will also offer uh places for visitors to enjoy local cuisine, international cuisine at the cafes on the ground floor. Uh we will also offer GMC souvenirs at the the ground floor with curated retail offerings.
Besides that on the second and third floor we will offer core living concept hotels that can house guest guest rooms and also state-of-the-art gym.
>> Despite its scale, officials say the project has remained on track. Minor design refinements such as expanding the experience center were incorporated without affecting timelines.
The first phase comparable to multiple residential projects was completed in just 6 months setting a benchmark for future developments.
Costwise, the project has remained within its initial budget with strict oversight ensuring financial discipline.
Looking ahead, similar approaches are planned for other structures within Galipoo's old town, aiming to preserve what is valuable while upgrading the area to modern international standards.
Offering more than just a glimpse, Chuggo GMC brings the vision of Galipu Mindfulness City closer to reality, setting the pace for what is yet to come. For Basang Doji and Karmawandi in Galipu, this is Ginsang Haden, PBS News.
From AI powered systems aimed at improving safety along zebra crossings to satellite development and beyond, innovators showcased emerging ideas and technological solutions at the fourth international conference on science, engineering, and technology that ended recently. Around 15 prototypes from four different colleges are on display as part of the program, highlighting innovations aimed at addressing real world challenges.
PD trains and commuters can expect improved safety on zebra crossings. A smart zebra crossing monitoring system powered by artificial intelligence will ensure this. The system can detect pedestrains and vehicle in real time and alert drivers through LED signage. A group of final year student from the college of science and technology developed the system. The main concern in Bhutan is that road accidents are very frequent and especially near zebra crossing areas. So our system uh has been brought forward to like reduce this uh problem. In addition to uh being able to detect pedestrians and vehicles using the AI model that we trained, we also have an uh feature of detecting B traffic violations which is also purely based on the AI model and the camera itself. Another group from the same college designed and developed an educational satellite or Iduset. The prototype aims to support hands-on STEM education by providing students with practical exposure to satellite systems.
After completion of this project, we will be developing operational manual and we'll be going from school to school explaining how the system works in real life environment thereby explaining and giving hands-on experience on how the satellite technology works in real environment. We have planned to collaborate with Gtech agency and other space agencies to further uh modify the design and structures. Students also showcased a design of an E truck which is currently under development as part of their final year project. It aims to address the transport sector's heavy reliance on fossil fuels and promote environmentally friendly transportation within the CST campus.
>> It is mainly use of the power electronics that the power electronics uh and it will drive the uh electric motor and it will how that this electric vehicle is functional. We want to install a solar panel on the roof so that it can be while traveling or while doing the driving also it can be autocharged and then it will increase the range of the electric vehicles.
>> Meanwhile, students from the Galpushing College of Information Technology designed a smart car pooling platform called Dukepool to tackle urban challenges such as traffic congestion and carbon emission. The web-based application, which is nearing completion, uses advanced route matching and realtime GPS tracking to optimize shared rides and reduce single occupancy vehicle use.
>> The drivers can share their right and riders can book the uh shared right and likewise the uh traffic congestion problem is solved and also the cost we have also implemented a cost automated cost uh estimation. So uh this solves the cost cost barriers that are uh in the society right now regarding the fuel cost and also um for the future scope we are going to collaborate with NDI and also uh make our authentication sec secure. Developers say all these projects are up to 90% complete and are expected to be finished by the end of June this year. The 3-day conference includes technical sessions, discussions, and networking, bringing together participants from various institutions to promote collaboration and innovation. Organizers say the exhibition offers a platform for young innovators to showcase solutions that support national development. With additional information from Karmangi, this is Namyandi, BBS News. Bhutan's civil service is seeing an improvement in retaining its civil servants with the latest figure showing attrition rate dropping to 6% this fiscal year down from 16% in 2023. The figure has also surpassed the 13th 5-year plan and target of 8%.
With the global benchmark at 5%, the Royal Civil Service Commission says that with 6% attrition rate, the country is approaching a stable range. Currently, there are more than 30,000 civil servants in the country. During the Royal Civil Service Commission's midterm review of the 13th 5-year plan, the commission shared it has been seeing an active workforce management since 2024 with more than 5,200 new recruits. It remains largely decentralized with almost 60% of civil servants serving in local governments supporting service delivery at the grassroots level while around 40% are based in central agencies. In the education landscape, there are currently more than 8,200 teachers for nearly 145,000 students, which remains within the education ministries standards. Similarly, there are almost 630 doctors with a doctor patient ratio of 1 is to 1,250, which is close to the WH standard of one doctor for every 1,000 people. The commission also shared that nearly 800 civil servants availed themselves of extraordinary relief EOL since 2024. Out of this 256 have resigned and 455 are still on EOL. Additionally, more than 700 civil servants are on long-term training. To retain civil servants, the commission recommends implementing option for the civil servants to withdraw lump sum provident fund after 23 years of service without resignation, timely transfers and incentives among others. Furthermore, the prime minister suggested human resource officers look into improving the EOL system, including replacing those on EOL and encouraging civil servants taking EOL to work extra years. About 91% of properties fall in the low tax bracket, paying less than 1,000 num a year. Collections have risen sharply from 55 million to over 600 million annually. The finance secretary shared this during the ministry's midterm review recently.
Property tax collection in the country has grown significantly during the 13th 5-year plan crossing 624 million in 2023.
The finance ministry attributes this substantial increase in property tax revenue to the introduction of the new valuebased in 2024.
The system calculates tax based on the value of the property, allowing higher value properties to contribute more.
For most people, the tax remains low.
About 91% of properties fall in the low tax bracket, paying less than 1,000 yum annually. On average, they pay 514.
Meanwhile, properties in the middle tax range contribute almost 28% of the revenue. High value properties taxed above 10,000 yum pay an average of more than 34,000 yum annually.
The finance secretary said that under the new property tax system those with a greater ability to pay contribute more.
The increase in revenue comes from better valuation not from overall increase in tax burden. Urban areas are leading the growth. Although only around 6.7% of properties are located in urban centers, they generate around 56% of total collections.
Rural areas which account for around 93% of properties contribute 43.5% of revenue. Tempu alone contributes nearly 41% of total revenue followed by Burough, Finselling, Dashigang and other regions showing that higher value properties are concentrated in towns.
Overall, Bhutan has recorded more than 787,000 registered properties and over 174,000 taxpayers in 2023.

>> The Royal Monetary Authority, RMA, will roll out a 4% interest subsidy on hotel loans starting next month through the economic stimulus program, combined with an additional 1% reduction from banks.
Fourstar and below hotels will be provided a total interest relief of 5% for up to one year. The initiative aims to ease the financial burden on hotel years affected by the prolonged downtown in tourism. Eligible hotels registered with the Department of Tourism can apply through their respective financial institutions until the end of July.
However, the support will only apply to loans where repayment has already begun.
Last year, borrowers were allowed to temporarily pause their loan repayments under a moratorum. This was one of the seven measures introduced to help hotel years manage their loans. Now with the new support scheme that boss will stop.
Instead of delaying repayments, banks will restructure their loans and make it easier for borrowers to repay. If the payment morum is prolonged for so long uh this will lead to the accumulation of the interest and this would uh add more burdens after the ending of the payment moratorum and that might cause uh borrow into NPL. This might lead to uh the increase of credit risks uh in the banks because the NPL ratio is uh as per the regulatory threshold is 5%. So it might breach the regulatory threshold as well as uh lead to the stability and systemic risks in the financial institution.
>> A website called Zonka Next is set to make writing in Zonka easier and more engaging. Similar to an autocorrection feature, it predicts Zonka words and syllables as users types. The College of Science and Technology launched the website during the fourth international conference on science, engineering and technology 2026 in Thimu on 29th April.
The model contains more than 900,000 Zonka texts. The texts were reviewed in consultation with the Department of Culture and Zona Development to ensure accurate predictions.
When you type zonka, it needs a lot of key presses. So in order to speed up zonka writing. So we thought that why not we have a system where you first give the first syllable and then based on first syllable. So there is number of prediction. For example, if you give lope and then you will have a pen or da or kang so that we can choose and then you just keep on uh clicking the buttons and then you have the text being written. The college began work on the website in 2020 after extensive research and groundwork. The project costs about 12.3 million nitum.
>> In the past, our students and the staff were able uh were not able to do the work as we have been doing just now merely because we lacked the computer processing system. Currently we managed to purchase high-end computing system and now our uh research team and also the team that who are developing this particular prediction system has gone into an advanced stage.
>> The project shows how investment in research can lead to practical innovation.
Conferences such as the International Conference on Science, Engineering, and Technology bring together academics, students, and international researchers to share ideas and strengthen collaboration.
>> It's very uh inspiring to see such excellent work being done by the students here. And so uh I think that it would be very beneficial if I could even bring my own students uh here in the future and have a chance to for them to see the work that's being done in Bhutan as well as to share our own work. CDC CDCL work relates to construction and for that we require cooperation.
Therefore we support such a venture of a student so that the academic theory can turn into real life practice.
As more Buddhis use digital platforms to communicate, tools like Zonka Next could make it easier to write and use the national language online. Developers say they will continue improving the system and servers to make Sonka typing faster and more accessible to users.
