Bedoelen means to mean when we talk about someone's intention. For example, wat bedoel je? What do you mean? What are you trying to say?
Another example, ik bedoel het niet slecht. I don't mean it in a bad way.
So, bedoelen is about what someone wants to express. If someone talks for 5 minutes and you still have no idea what the point is, you can politely ask, wat bedoel je?
