They won't have conversation until they know at least 5,000 words. But fluency isn't about perfection. It's about communication without hesitation. It's about expressing your ideas even if you use simple words or make the odd mistake every now and then. It's all just about keeping the conversation flowing even if you do make mistakes. So, you can be fluent or at least come across as fluent with just a couple of thousand words, right? You can communicate effectively with imperfect tones as well.
