Atlantic puffins have evolved short wings specifically for underwater flight, spending approximately 8 months of the year at sea and only 4 months on land, which explains their awkward waddling and clumsiness on land but their exceptional diving and flying capabilities underwater.

Puffins fly better underwater than through the air | Good Nature Ep. 3Added:
They have these short wings. My understanding that's that's because they almost fly underwater. Yeah, that's a great way to think of it. They're excellent divers. They spend most of their life on the water and in the water. So about 8 months of the year at sea and then the other four months on land. So as humans, we get this glance of what their life is like on land. And that's when they're the most clumsy. So I think they have this reputation for being kind of awkward and they waddle really slowly and they often trip over their own feet. They do all sorts of silly things. But that's because yeah, they they are designed and have evolved to be mostly in the water and they are seabirds. That is where they're most comfortable. But when they do dive underwater, they sometimes do this cool spiral shake down, but they are flapping their wings while they do that. So yeah, they they are flying underwater.
