This video is a devastating indictment of a legal system that prioritizes procedural checkboxes over the actual preservation of human life. It exposes the lethal consequences of institutional apathy when bureaucratic leniency is mistaken for justice.

Mom's Worst Nightmare Comes TrueAdded:
She filed a police report and a protection order. She said, "Mom, once he finds out what I did, he's going to kill me, Mom." And then he did.
>> On June 16th, 2024, at 7:24 in the morning, a woman sent a text to 911. She wasn't calling about a stranger. She was trying to save her sister-in-law. Inside a home on Parkwick Drive in Columbus, Ohio, 19-year-old pregnant Brooke Devony was behind a closed bedroom door with her boyfriend, Devon Blair. The family could hear yelling. They could hear crashing and then silence. The text read, "He is hurting her right now."
Dispatch ran to the location.
>> I think he's back at the house. Got some screaming inside.
>> Killed my sister.
>> Where's Where's your sister? Is he inside?
>> Is he inside?
>> No, he he dipped. I don't >> Where's your sister?

>> My name is >> Got her name, dear.
>> Her name is Brooke Dei.
>> Brooke.
>> Brooke Tyler Deia.
>> Brooke. Can you hear me?
>> What's going on?
>> Brook Tyler Deania. She has no pulse, not breathing. to abuse. Her boyfriend has multiple charges.
>> He's in there right now.
>> No, he literally We've got three in here. We're just kind of >> checking her out.
>> Probably think she's alive. I need more.
>> He beat the daughter.
>> I think strangle. I I don't know. She's covered in blood.
>> How old is she?
>> We have officers in here.
>> Bruises.
>> She's upstairs.
>> Is any officers in here already? Yeah.
Yeah.
>> Get through this and then we'll start with witnesses.
>> Guys, all right.
>> I was able to get out.
>> He has multiple >> calm down. We have time to run away. Now you already.
>> So guys, what we're probably going to do then is start doing this up regardless of how she's at there. We're going to treat it like >> the most serious thing possible.
>> If we could, we'll get you guys separated into cruisers so that when our detectives come here, they'll talk to each of you about what you saw and heard.
>> Get home. Take off.
>> She's not here.
>> Here.
>> Can I get one of you guys to come with me?
>> Sit with you.
>> You want to come with me, sir?
>> She's going with you. I'm going to come with me.
>> Let me have the description again.
>> You go with that. Also, >> wearing a black hoodie and orange shorts. He's got a large afro. side of his neck is like a red lipstick tattoo.
Uh if you don't want to rather stay out in >> if you want to have a seat, fine. If you want to stand there is also fine. What's your name?
>> I'm Brandon Deven.
>> Can you spell your last name for me?
>> Uh D E V I N E Y.
>> Is this your neighbor?
>> Probably.
>> Yeah, I've been through all this. I've called too many times on this. Okay.
>> You mind if I talk to him for a second?
>> Yeah, that's fine.
>> Thank you.
>> No, heard fighting, crashing, and the banging. Um me and my fianceé, we went downstairs cuz usually he would make a run for it. Everything went quiet and we heard Yes, it should be I think they said three options.
>> Uh we heard another another scream and that's when we were finally like, "Okay, this is >> definitely serious." We sent you guys a text because we know >> if he knew police would come, he would run, which he he did cuz he came out as you guys arrived.
>> Mhm. Um, and we we waited and waited and he came down with his clothes and a bag.
Um, and after you guys got here and chased him, we went upstairs to check on my sister. Her door was locked. She wasn't responding. I broke into her room. Uh, but opening her door ID number.
>> Uh, all we found was her wrapped up in her sheets and a blanket on the bed. I woke my dad up and then >> that's where we are.
>> I'm going ask you a couple more dumb questions real quick. Did you notice anything any injuries on her that you could see? I >> I was the >> Did you see any blood on her?
>> I mean, I'm still covered in her blood.
>> Okay. Do you have any idea where it came from at all?
>> She might have got a better look. She tried.
>> Did Did you hear any gunshots?
>> Whose uh vehicle was this? Is this white?
>> That's my sister's.
>> Okay. S's taking her vehicle. Okay. No weapons, anything in her room?
>> Not that I know of. There shouldn't be any guns or anything like that. There might be a knife, but aside from that, I don't.
>> Okay. So, we'll probably have a detective talk to you soon. Are you comfortable standing here getting here or would you >> Okay. All right. Thank you, Brandon.
>> So, he was saying he heard them kind of fighting and arguing. Do you what all?
>> I was the one who called this place because we heard flashing out the room and we heard her screaming bloody murder and then it got quiet.
>> I'm not going to shut you in there. Just a place to sit.
>> Then it got quiet and there was no noise and he went in and out of the bathroom came downstairs, checked around, went back upstairs, went back in the room.
>> And that was all that all before you called or right when you called? That was before. Oh, no. After I called.
>> So, you called during the actual fighting.
>> I I messaged so that way he doesn't run because >> Oh, yeah. Yeah. The text thing. No, that's perfect. That the quieter the better sometimes. Um, >> she's so far.
>> They're in there working on her. And now we got our ambulance coming. So, >> we knew this would [ __ ] happen. He's made multiple threats. He's had multiple charges. His name is Devon Marcus Blair.
He's 24 to 25 years old. Black with black hoodie, black shorts, black orange shorts and black hoodie with a black backpack on. She was wrapped in multiple layers of a towel.
>> Her face is busted up and she looks very pale to the face. Bruises and cuts in multiple parts of her body. Your room is a disaster when I tried doing compressions on her. But I didn't feel much of a blow, but her body still fall.
>> Then then we're going to keep working on her and we're going to keep trying.
>> I hope the gods if he's founded he needs to be driver.
I'm not sure if that meant what he did or not.
>> We'll find him. This isn't the kind of disgusting stuff that someone gets away with. Christ.
>> She was pregnant. She was at least 4 months pregnant.
>> Oh jeez.
>> I just don't get it. I just don't get it, man. I've gone back after him and after him. She went to the hospital the last time. Two times she's went to the hospital because of him. How bad she's bruised her and beat her before.
>> So she's got marks from old assaults.
>> Lady scores. I love her. I'm supposedly being daddy.
Okay.
>> When I was doing compressions, it was a gargling noise. I I don't know if she >> Well, and that means that stuff was moving. That means that you were moving her lungs. That means that you were doing it right.
>> I pulled her off the bed and I put her on the ground and tried as fast as I could.
>> No, you were doing exactly what you needed to. That's how you do it.
>> Unfortunately, as awful as these things are, that's all we can do. The mother is Billy Joe Deini. That is my fiance Brandon Taylor Deini.
The father is Guy Francis the Vini.
>> Okay. So, that was a guy in the garage.
>> Okay.
>> Does she expect to have a ID number?
>> Her stuff might be in the car >> or in her room.
>> Okay. The ID is 803 Charles.
And he knew what he did, too. He grabbed I think he has her phone cuz I saw multiple phones in his pocket when he came downstairs and went back up one time. I think he has her phone, too.
>> We've got all sorts of things going on now to catch him. So, >> now they were saying he doesn't have too many friends in the neighborhood.
>> Nobody likes him. his family doesn't want anything to do with him according to what she said in the past.
>> To understand what happened on June 16th, 2024, we need to look back because the events didn't begin that day. On December 28th, 2023, Devon Blair attacked Brooke in one of the most terrifying ways imaginable. He smashed her car windshield, forced her to strip naked in the cold, dragged her by her hair, and held a knife directly to her throat, telling her he was going to kill her. He made her stand there completely vulnerable while he terrorized her. When police finally arrived, Blair ran, and when they caught him, he punched and bit an officer in the head. He was charged with felonious assault, strangulation, and felony domestic violence. By May 2024, Blair pleaded guilty to lesser charges. Judge Michael Hullbrook released him on a $10,000 recgnissance bond, meaning he paid nothing out of pocket to walk free. And as Blair left that courtroom, the judge looked at him and said, "I'm taking a chance. Don't disappoint me." On May 31st, 2024, just days later, Blair's bond was revoked after he failed to participate in a pre-sentencing investigation. A warrant was issued for his arrest, but nobody came to get him.
>> Well, it sounds like he's going >> this way.
>> That Yeah. From Greystone.
>> He He had a car. Yeah, he had a car on park like he was trying to get to. Well, he was I guess he was in the car when they pulled up, >> right? And then he bailed from >> bailed from that, >> which makes no sense. I mean, panic, I guess. So, if they want to hang out here, we can just go check.
>> We can go check back here.
>> Oh, I don't even know what that was all about.
>> Um, so this gentleman here says he's never locked his gate ever and it's locked. He can't get into it.
>> And this is where he was last seen cutting through the fences. So, it's possible he can be back there.
>> Is there is there another way other than going through your gate? Like, can we go through your house and go out?
>> Yeah.
>> Cuz I prefer to not destroy your gate.
>> Yeah.
>> But I also want you to be safe.
>> Are we all going through the house?
>> What's that? Are we all right there?
>> If you just want to show us where your backyard is, we'll do that >> from in in the house.
>> Yeah. I mean, from from the inside so we can cuz you said it's it's locked in.
>> Yeah.
>> I mean, unless you want us to just crack it open.
>> No, don't do that.
>> I think they'll make an exception.
>> Tell her you were ordered to.
>> Then on June 12th, 2024, 4 days before Brooke's death, Blair attacked her again. This time in her car. He punched her in the face and eye and threatened to bash her head in with a can of car cleaner. She had done everything right.
She called the police. She filed reports. She sought protection. But every time the system had a chance to stop Devon Blair, it didn't. And on the morning of June 16th, 2024, it was already too late. By the time officers pulled up to 4623 Parkwick Drive, Blair was already moving. Witnesses inside the home watched him pace through the house and then slip out through the garage.
When officers spotted him outside, he ran, jumping fences, cutting through yards, disappearing into the neighborhood. Inside the bedroom, they found Brooke, unconscious, unresponsive, severely injured. She was rushed to Grant Medical Center. She never woke up.
>> Oh, I don't see any damage where he could have jumped.
>> Hey, thank you.
What is that?
>> The freeway.
>> I don't know what that was.
>> It's kind of weird.
>> What's going on?
>> I heard something heard.
>> Sounds like freeway like brakes.
>> Well, thank you guys.
It sucks is like so when I was driving around here initially, there's so many people have their garages open. You could have went in any of these houses and holding a family like >> Yeah.
>> You know what I mean?
>> Have a gun or anything?
>> Um I don't know. He's running in his like I said barefoot and just barely what he had on. I got his backpack cuz he dropped his bag.
>> Oh, he did drop. Okay.
>> So run too far. I don't think he really go into the woods if you >> But if you're desperate, I mean >> Yeah.
on is clear.
>> Copy clear.
>> And of course, we have no way to know if he didn't just go north of this place, right? I mean, we have no way to know.
>> Those guys I don't know what they have.
We're going by history.
>> Yeah.
>> I don't know if he said it could be anything at this point. It's just too much time.
>> And where was it? He was saying he sometimes goes to a place like a business over here somewhere. So he crossed the freeway and so he ran through here last time and ran to the car dealership. So >> no answer here but there's a gate gate open on the other side.
>> Okay.
>> She's going to let us in her backyard.
around channel.
Let's >> see under that's the hide under stuff.
>> Hello, sir. We're wondering if we could check your backyard. We're looking for someone that ran from a homicide scene just right over here.
>> Yeah, sure. Um, you guys don't mind coming in the front, do you? The house.
>> However, you >> Yeah, cuz my gate over there is >> Okay, sure. Thank you, sir.
>> Uh, he he won't bother.
>> He was last seen jumping fences over here. So, >> what's he look like?
>> Uh, it's about my height. He's got a large afro, orange shorts, no shoes.
Get down. Get on the ground.
Hands behind your back. The back door.
>> Check his name there. What's your name?
>> Devin.
>> Devin.
A suspect from up Deon. Come on. Stand up.
>> I cop you when I say it is the suspect.
>> I ain't my wire.
>> Nothing.
>> Face the car. Spread your feet.
>> I got weed on me.
>> Control maybe.
>> I got weed on me.
>> 2214.
>> I can get my water.
>> Let me get my water. Stop.
>> Stop. Let me get my water.
>> We deal with that later.
>> Okay, >> bro. I am cool. Let me go, bro. No, you're the one who did it.
>> Let me go, bro.
>> I think it's like cotrol. It's right around the corner.
>> Bro, let me go, bro.
>> No.
>> You want to slam your head and be stupid?
>> That's what happens. Well, if you acted right, you wouldn't need it.
>> I don't need it.
>> Why are you slamming your head on getting stuff?
>> Don't keep.
>> Yeah.
>> Weed. I got weed.
>> I already got your weed.
>> Oh, all right.
>> You going to be a man or you need >> Are you going to act like a child or you going to go man up and sit back there?
If I was acting like a child, >> it's a yes or no question.
>> Just answer the question, man. It's your choice.
>> Are you going to sit back there like a man and sit there and not and behave, or are we going to have to strap it to something?
>> Yes or no?
>> Yes or no?
>> Let's stretch her out. Standing or not?
>> No, he >> Yes, I'm standing, bro. He He's talking to me crazy.
>> Well, you still got to answer the question.
>> Yes, we answer it for you. So, we're going to put you on a stretcher cuz you don't want your feet. Use your feet.
Yep. Y walk it.
>> Use your legs. Stand up.
>> Stand up.
>> Y'all going to work for it. I don't want to be on the stretch. I want to make it easy for y'all. But y strap into the strap. I don't give a [ __ ] >> Okay. 2893 Wednesday, Thursday, Friday.
>> Tony Boulevard.
>> Hey, by the way, y'all.
>> Yeah. I should have busted my aid on your dumb ass. None.
Side side. Side guys towards her.
>> Man, just let me like this.
on that bike.
>> I got you.
>> Wheel down. It rolls.
>> Kick that air on.
>> Yes, >> I can ride.
>> All right, get in there. You both cruise.
>> Weston >> Devon Blair was now in custody, but he wasn't talking. He exercised his right to remain silent and refused to provide a statement to detectives. While he wouldn't speak, the scratches on his body and the blood on his clothes told the story for him.
>> I ain't want to come. You force me down here and give me a count. In July 2025, Devon Blair pleaded guilty to two counts of involuntary manslaughter, two counts of felonious assault, and one count of strangulation.
He was sentenced to a term of 46 to 51 12 years in prison with an additional 2 years for assaulting deputies while in custody. Although the court set an 11 million bond after the murder, the sentence highlights a system failure.
Blair was only free to commit this crime because he had been released on a $10,000 recgnissance bond for a previous knife attack.
