Inside a home on Parkwick Drive in Columbus, Ohio, 19-year-old pregnant Brooke Devony was behind a closed bedroom door with her boyfriend, Devon Blair. The family could hear yelling. They could hear crashing and then silence. The text read, "He is hurting her right now."

[00:09:26]>> To understand what happened on June 16th, 2024, we need to look back because the events didn't begin that day. On December 28th, 2023, Devon Blair attacked Brooke in one of the most terrifying ways imaginable. He smashed her car windshield, forced her to strip naked in the cold, dragged her by her hair, and held a knife directly to her throat, telling her he was going to kill her. He made her stand there completely vulnerable while he terrorized her. When police finally arrived, Blair ran, and when they caught him, he punched and bit an officer in the head. He was charged with felonious assault, strangulation, and felony domestic violence. By May 2024, Blair pleaded guilty to lesser charges. Judge Michael Hullbrook released him on a $10,000 recgnissance bond, meaning he paid nothing out of pocket to walk free. And as Blair left that courtroom, the judge looked at him and said, "I'm taking a chance. Don't disappoint me." On May 31st, 2024, just days later, Blair's bond was revoked after he failed to participate in a pre-sentencing investigation. A warrant was issued for his arrest, but nobody came to get him.

[00:11:31]>> Then on June 12th, 2024, 4 days before Brooke's death, Blair attacked her again. This time in her car. He punched her in the face and eye and threatened to bash her head in with a can of car cleaner. She had done everything right.

[00:11:42]She called the police. She filed reports. She sought protection. But every time the system had a chance to stop Devon Blair, it didn't. And on the morning of June 16th, 2024, it was already too late. By the time officers pulled up to 4623 Parkwick Drive, Blair was already moving. Witnesses inside the home watched him pace through the house and then slip out through the garage.

[00:12:01]When officers spotted him outside, he ran, jumping fences, cutting through yards, disappearing into the neighborhood. Inside the bedroom, they found Brooke, unconscious, unresponsive, severely injured. She was rushed to Grant Medical Center. She never woke up.

[00:18:25]He was sentenced to a term of 46 to 51 12 years in prison with an additional 2 years for assaulting deputies while in custody. Although the court set an 11 million bond after the murder, the sentence highlights a system failure.

[00:18:37]Blair was only free to commit this crime because he had been released on a $10,000 recgnissance bond for a previous knife attack.
