And this episode is perhaps the most experimental of everything that I've done thus far in terms of what's being presented and how I'm presenting it. You've been warned.

[00:01:00]>> Compiling international reaction. We've been closely working with George Mats of the Commission on Superhuman Activities, the Central Intelligence Agency.

[00:01:09]>> I know. I know. I'm the one who sits through the meetings. Just Just give me a highlight reel. Ross usually has his finger on the royal family polls. How's Wakanda doing? I can't help but notice I still haven't gotten a gift basket from Tala congratulating me on becoming director of SHIELD. Initially, King Tchala assured Reed Richards that his nation wouldn't interfere with our domestic superhuman regulation.

[00:01:33]Those asurances had a very short shelf life. Immediately after Reed left, Tchala hosted a pan-African Congress to build a consensus against the SRA.

[00:01:45]Following his marriage to Aurora Monroe, the king embarked on a diplomatic tour of the world, visiting nations specifically hostile to US interests.

[00:01:55]Lataria, Atalan, Atlantis. The State Department is convinced that he was forming an international coalition to block the export of registration legalization abroad.

[00:02:05]>> Yes, I'm aware. How's the How's the overall state?

[00:02:10]>> Aggressive, sir. There's a vocal faction within the department calling for a regime change in Wakanda, replacing Tchala with someone more aligned with US interests. We've already deployed Marines to the Nagandan border for war games. My recommendation is to stall.

[00:02:26]Provoking them further right now would be catastrophic. Moving to Israel, as expected, they were among the first to expressed interest in adopting their own version of the SRA. Given their track record with domestic security and counterterror legislation, they're treating our blueprint as a natural evolution. Transitioning to Japan, director, their situation is uniquely sentimental. Unlike our history of federal distrust, the Japanese government views their superhuman population with a high degree of reverence. They credit the age of superheroes with ending the kaiju attacks that plagued them for decades.

[00:03:04]Now that most of those monsters are confined to Monster Island, the public feels an emotional debt to anyone with powers.

[00:03:12]>> Yeah, must be nice. Guessing they're not exactly racing to uh sign on to my compulsory model.

[00:03:18]>> Correct. They've rejected any legislation that forces registration with the Japan Defense Agency. Instead, the Japanese Department of Supernatural Sciences had opted for a voluntary public partnership. Big Hero 6 and the super soldier Otomo have already signed on as official partners. They're positioning it as a dedication to employment rather than enforcement.

[00:03:44]They're betting that a lighter touch will yield better results in policing their own than our mandate did. Great Britain has been in lock step with the US from the beginning, sending MR13 agent Micromax Scott Wright to assist the one forces led by Bishop in finding and apprehending the 198 mutants taken from the Xavier estate by Domino and Shatter.

[00:04:09]>> Yes, I remember heard they already got their own version of the act. Was it Bill? I don't remember. Ready for the House of Commons, though.

[00:04:18]>> It is moving through the pipeline. Both the prime minister and the opposition are backing it. Shield is on the ground helping them grease the wheels. Val is currently coordinating with Alistair Stewart and Lance Hunter to educate the British Capes on how their new world is going to look.

[00:04:38]>> As usual, Victor von Doom is the outlier. Since reclaiming the throne from Lucio vonbardos, he's been remarkably quiet, which is exactly why the State Department is nervous.

[00:04:52]Intelligence confirmed that Latvaria was the first stop on Tchala's diplomatic world tour.

[00:04:58]>> What's the consensus? Are they still working together?

[00:05:01]>> The affforementioned rumors of a super villain training camp are still totally unsubstantiated. We flagged all electronic transmissions from Latvaria and Wakanda, including the new embassy Tchala has set up inside the Baxter building. Moving on to France. They've had a sudden influx of unregistered American superhumans ever since Ben Grim decided Paris was better than a prison cell.

[00:05:27]>> Of course, they'd pick the place with the best wine to play refugee. I'm guessing the government isn't too thrilled.

[00:05:33]>> Not in the slightest. Their local team, Leo's Deari, doesn't have the infrastructure to act. As a result, they've reluctantly contracted mercenaries like Rapido and Peraguin to discourage any more of our unregistered citizens from crossing over.

[00:05:50]>> Oh, that sounds like a great idea. Hey, speaking of mercenaries, what's Batrock up to? Heard he's being useful for once.

[00:05:57]>> Surprisingly, yes. Since his time in Zemo Thunderbolts, George Bachrock has been cooperating with us at Quantico, training recruits in Savate. Shield is currently planning to transfer him to the new initiative facility at Camp Hammond soon. He's surprisingly good at teaching people how to kick legally. And whatever keeps him off the street. How's the Great White North doing? Haven't heard much about John Walker for a while. That's concerning.

[00:06:27]>> Canada? Well, it's a mess, sir. Their Supreme Court essentially gutted their version of the Registration Act, leaving them with a watered down law and no real way to enforce it. With Alphalight gone after the collective incident, their borders are wide open. The establishment of Omega Flight has functioned very successfully as a joint nation operation director. Surprisingly, John F. Walker, the US agent, seems to have found a new calling.

[00:06:55]>> How's Chenloo doing? Radioactive Man is still playing nice with the Thunderbolts. Beijing seems to think having a high-ranking asset embedded in our federal marshall program is a strategic win. Only time will tell if our mutual interests in the superhuman registration will enable the United States and China to establish friendly relations.

[00:07:16]>> Well, quiet is good. Finally in Atlantis. Excuse the pun, but lukewarm would be an optimistic description of our current status. [sighs] Ney, I knew those sleeper cells were the first strike option the moment Wolverine found out about them, and then they just keep popping up like weeds. The setbacks and fallout from Norman Osborne's assassination attempt. But there is still the matter of the technical anomaly, sir. The behavior modifying nanites in Osborne's bloodstream were compromised by a highly sophisticated external override. My systems still have not been able to trace the origin of the breach.

Foster enlisted in the military and later went on to attend college and earn a doctorate in biochemistry, quickly becoming a leading figure in the field. Foster was hired as a researcher at Stark Industries Baltimore. When Henry Py found himself unable to revert from giant size, Foster's expertise was offered. Foster was able to quickly remedy the situation before becoming a close friend and colleague of Py.

[00:18:20]Improving upon Pim's growth formula, Foster became Black Goliath, later shortened to Goliath and embarked upon a successful career in superheroics while working as the head of research at Stark West in California. He later left Stark Industries to pursue work at Project Pisus, the Centers for Disease Control and Prevention, and his own biotechnically induced growth botanical research with Henry Py. Following enactment of the SRRA, Foster was one of the earliest heroes to side with Captain America's movement. The Secret Avengers.

[00:18:51]During a battle at Geommeer Chemicals, Goliath attempted to neutralize our cybernetic Thor clone. Before anyone could react, the Thor clone used his hammer to direct a powerful bolt of electrical energy through Goliath's chest, killing him almost instantly.

[00:19:07]Foster's death prompted many previously neutral superhumans to join Captain America's resistance, also causing several resistance members to defect.
