England refused to recognize Scottish independence. More dangerously, so did the Pope. And that mattered enormously in 1320.
In the medieval world, papal recognition was not a formality. It was the difference between being a legitimate sovereign state and being a rogue territory that the church could actively encourage other Christian kings to crush. Pope John the 22nd had excommunicated Robert again after Bannock Burn and placed all of Scotland under interdict, meaning no church services, no sacraments, no burials in consecrated ground.
