If you stop acting like this, we'll have Sam arrested. Sam, just relax.
Just relax, all right? No. No, no, no, no.
So, she what is she she's being detained she's being detained right now, okay?
How was she acting like this then?
Okay, and and how is that? Now, hey, how how was she just acting and and in your eyes? That's all I want to see. I just want to >> me she's not going to listen to you. No, she didn't say that. She she asked you she asked you if she wants if you can show her the the penal code that says or the law that says I'm just saying no.
If you come to our office so we can explain to you too. I don't think I can hear you. I'm uncomfortable right now so can I just say no?
No.
You're coming to a car where we're just going to show you the the ordinance. I just feel like I'm I'm asking I'm asking you to come to my car so I can show you. If you want to see it, you have to come to the car.
Yeah, I don't feel comfortable with that with you. Really uncomfortable with Listen, what is this reasoning? We're not going anywhere. You're not going to to what?
To what?
So, why is it illegal to to wear to have a bikini on the beach? I literally wear this to the beach every day.
>> show you. We're going to show you. Ab- absolutely.
Did Did someone complain?
Yeah. Well, cuz I mean, we don't just show up and tell everybody to keep wearing and we don't just show up in front of people and say No, I understand. I put it right there. I You you display specific abominable parts in the city sanctuary areas of the city.
Shall be unlawful for any person to appear in the nude on any public beach, beach access, beach access to public waters, or any public property in the view of the public. I'm not nude.
>> nude.
There's nobody nude right now.
>> Hey, you're you're in a thong. No, a thong is not nude. A thong is not nude.
All right?
An anus, a vagina, are nude.
All right?
Just and and an anus and a vagina are nudity.
A thong is not nudity.
Okay, all right.
Hav- having your nipples exposed is not against the law as long as it is not in a sexually explicit manner. No, I'm serious.
As long as it's not in a sexually explicit manner and there's no sexually there's nothing sexually explicit about this.
Okay, nude in the nude. This is not considered nudity.
There is clothing covering their private parts.
I do know what anatomical areas are.
Expressing No, it's not. Okay, well then then then there's other girls that have that have their chests exposed. So so do the same thing to them. Go put them in handcuffs.
It's simple.
Like like if just because just because she she has a bikini that that is more more revealing does not mean that she's in the wrong. There are other bikinis like what I can see her butt cheeks.
I can see I mean she's showing her butt.
Where does Where does it say it doesn't say that? It says nudity. I'm not nude.
There's no nudity going on here.
We need your badge numbers, please.
Okay. All right.
Uh and then badge number?
Okay.
Because I don't literally detained me Yes. in a park.
Yes, because of the way you're acting.
No.
You you How How was she acting? She did not She did not act irrationally. You're under arrest right now. No. I think you should. No.
No. Yeah. No.
This is What if you're just going to sit here and argue with us?
Like because you don't like the way we're dressed?
Okay. Thanks.
Can you tell her to stop because like my phone's over there? They do not have to be.
They are covered.
No. Cover her this shirt to the beach.
Again, I'm talking to her. Okay, I I understand you're talking to her, but You need to go over there. No. I I'm on a public beach. I'm on a public beach.
I Look, we have our social distance. We have our social distance.
He told us to get off.
Also, why are you guys not recording right now? That's why you're under That You have no right to tell us You're under arrest, okay?
It doesn't make any [ __ ] sense. You literally told us to move it, and I'm not moving. Because of the way you're acting. If you're telling us that we're dressed inappropriately for the beach and we say, "Okay, we'll go home." Can we just go home? I'm so uncomfortable.
Like I just want to go home.
I don't know who you think you are. You think someone else called and complained about us? You're under arrest, okay?
Well, what if we just go home because you told us something that I didn't know that.
Like I had a bikini You're twisting your words. I'm not twisting.
You're twisting your words, twisting your arms, and putting your I'm trying to get you to get off of me.
I can't do that because you're under arrest.
What if you let us know like can I go home? Like can we go home?
Not right now.
Can we want to What are you going to get me my phone?
What if we do?
What?
Really, will you call Jim? I'll call Jim. But, can you go and get me my phone?
Welcome.
Yeah, you're not detained right now. Can you go and get me my phone?
She Is she detained?
>> Yes, she is detained. Give her your phone.
Okay.
All right. You hold hold my phone. Hold this phone.
He's going to go and get my phone.
Well, what if like can we just agree to go home now? Well, apparently not. We're we're just here.
So, you don't want to listen to anybody, right? I mean, I don't I'm sorry. I'm >> I don't know what I have to This is When I asked you to show me I don't have to show you anything. I I'm here to educate you. I'm not going to I'm not going to pull a rule book out of my pocket You're here to [ __ ] threaten me and harass me.
No, I'm not here to threaten or harass.
Then why did you come up to us? I'm not nude.
>> Because we got a call about you. Okay.
So, what what's going on? Can he get off of me, please? Well, he's holding his radio in his hand.
I'm not going to fall.
I'll take him off.
He comes and told us that we're nude.
And that we can't be nude on the beach.
I'm not nude. I asked him to show me where it was and he wouldn't show.
He said no. He told me that he wouldn't show me and I said, "Okay, then we're done, please."
And then he put me in cuffs immediately.
Okay, we And then after that they brought me here here, showed me their book, which doesn't say anything about being in a thong. It just says you can't be nude. Jimmy Jam?
Jimmy Jam, yeah.
So, I am not nude.
I have everything that is a quote-unquote private part is covered.
You can't tell me I can't wear a thong.
So, can you So, he's So, he's Here's Here's his name. What do you want? I want my phone back. Hey, Jim, Sam's been detained right now for wearing a thong on the beach. I'll go and see what's going on.
Okay, great.
Um she asked me to call you. It's her and Kendall.
You can't tell us that anatomical parts could be my belly button.
Listen, I'm not making I'm telling you what what the city ordinance says.
Anatomical I'm not just saying hey anatomical parts I'm saying it's that's what the city ordinance says. Anatomical parts means a part of the body. You can't literally say it's anything.
Listen, but what she has on is is not It's also not I'm sorry. I don't mean to interrupt.
It's not being displayed in a sexually explicit manner.
Okay. Okay. I'm I'm I'm with them. No.
Okay. He's not going away.
So, let me go let me go quote city ordinance for Give me just a minute.
She's going to cooperate. I'm not going to run away.
I'm just not going to do this [ __ ] I wear a thong every day.
No, he picked up. Yeah. I would just call him back.
Cuz I was just trying to let let him listen in.
They just took me out of handcuffs, but they're trying to tell me I can't I mean, they can't tell me that I'm nude. This is a bikini that I bought in the store.
This is >> What she did?
She did.
She she She asked you to show you and then you guys said no right off the bat. So she's she did say walk away after that.
Like I got to go.
You want to come around and throw your weight around like like I have to do everything you say.
That's not the case.
So if you don't want to show me something, if you don't want to tell me what you're doing to detain me. I already I did tell you.
I did.
It's not made up.
It is made up because it's saying nudity. There's no nudity.
You keep chiming in, you're going to jail. For what?
For talking? Hindering.
Hindering.
Walk away.
We have our social distance. We have our social distance.
Okay, and I'm with them.
You're still talking.
It's pretty obvious.
You can't scare me down. What is going on? This is the [ __ ] toilet.
Like I'm the Hey.
Just invoke the fifth right now.
That's it. Just Just there's no need to to talk and and to speak with them.
They're being irrational, unreasonable.
And that that's just how it is.
So there's no reason to entertain them.
Oh my god.
>> If you want to listen, you can.
Absolutely.
All right. This is about anytime we go park.
But our stance is when we cross over stuff.
That's what we're talking about. That's what we're talking about. That's what we're I see kids that are in this morning at 5:30.
And you can And you can look at something on your phone, too, and see See if it's not any secret schools or It's the same thing. It's going to be a long morning. Sorry.
It shall be unlawful for any person to enter any public beach, be taxed as public waters or public property in a view of exposing the same in such state of dress or undress as he's wearing his anatomical specified parts. That's what These like This is This isn't nudity.
So, and I'm I'm not saying you're nude.
It's the fact you're out here in a thong. That's why we have to have a We have a law ordinance. We have to cover up. So, if you're out here in a bathing suit and and a cover-up, you have a thong under it, that's fine.
We're not That's That's what I'm saying.
A thong where your butt is hanging out In her case, you know, she she's out here with a a wet top with her you know, her her breasts are >> We can use words. They're nipples. Well yeah, but I'm trying to be You don't have to be. We're adults. But But I said that That's the reason why. It All of these schools That's all it is. It's But if she If she wants to put on a bathing suit top like yours and you want to put on a cover-up from the So, how are we going to So put this Like I bought this at a store.
And and I get it. I get it. I I'm How can you have stores that sell thongs and then not allow us to >> also sell these towels and other cover-ups. It's the law It's the RC ordinance as far as ordinance as far as laws. That's why I Every other woman in here, because I can see her butt there. I can see her literally film all of these her butts.
Yeah, I can see a lot of nipples, too.
Here Here's nipples out.
There See how they're See how they're It's covered up still? That girl in the white just about has the same amount of her butt as mine. That's what >> going on. So Are there measurements? Like is there a size or are we just making arbitrary What they're wearing is perfectly okay.
>> give us anything that's a a better guideline like in inches or what is It's more than mine.
I understand you don't write the ordinances, but all right, so what about they they had gentlemen in speedos and I could clearly see every bit of their of their their packaging.
We're in trouble because someone complained about us specifically. And if we complained about them, you would ask them as well.
So if I said that I was uncomfortable with their butt cheeks, would you say the same thing? Or if we said we were uncomfortable with the guy filming us, that would be a thing.
Well, here's the thing. The way you guys are dressed is provided a panty out. Yes, that is a violation of our city ordinance. So things are Every bit Are you going to address I'm just I'm just curious.
They're in bathing suits that are covering up the majority of their behinds or whatever. No, but they're not though. Like they might be an inch more than mine. Well then you have to put on something at least that I have a problem with because it's exposed.
But why is there So what's what's considered a thong cuz that's a Brazilian cut bikini? We're we're not getting a Brazilian Well, it doesn't matter because if I'm going to go buy a bikini, I would like to know if I can wear it. But our ordinance just says buttock. That's all it says. Okay, so so then so then that's a buttock over there. So Okay.
Literally This is my butt.
This So their asses are out too. So their asses are out too.
Okay, so are we going to talk Are we going to Are we going to talk to every woman on the beach right now?
decide Like can we bring them over and then decide what an like an appropriate term We're not we're not going to debate this back and forth. It is the our clearly told you what it means and what it is.
You can't have a bottom. You have to have on some kind of a covering or whatever. But if there was a thing that said specifically you can't wear a thong, then that means literally the rest of these bikinis on the beach are not appropriate attire.
>> a bikini what they have is not exposing your full behind all the way out to the public.
So that's that's that's the point that's the point I'm trying to make.
You have to have on some kind of a covering. Or you're taking it out in the public and you're exposing out in the public and you're not comfortable. So you have to have on some kind I know but you have to have on some kind of a Like those little shorts like that, yes.
Like I didn't even notice anyone I walked past that it was maybe like I didn't know what to do so And I mean when you get wet in a white shirt it's you know they I'm not saying that there's anything wrong I'm just saying you have to put something on to cover up.
You have kids out here and everything else.
You have to you have to cover up.
That's all it's going to take.
I just don't care about other people.
If you don't look at our Why can't Why can't we tell them stop looking at Well, my thing is we're we're addressing the issue. We're we're out here telling you what the ordinance is. If you don't want to comply with it take a move. Get over it.
Well, we're just going to leave.
And that's that's your right. Okay, so can I leave now? We appreciate it. Thank you. Okay.
This video is honestly one of those moments where you just sit there thinking, what exactly are these cops trying to enforce here? A woman is at the beach wearing a bikini and somehow officers decide this turns into a detainment over nudity. The problem?
She's not nude. Not even close.
The officers try arguing that her bikini is somehow crossing the line. But when they actually start explaining the law, things get messy real quick.
Even they admit a thong itself isn't automatically illegal and that nudity laws usually apply to actual exposure or sexually explicit behavior. None of that was happening here. What makes this whole thing worse is how inconsistent it feels. The woman points out other people on the beach wearing similar bikinis, and the officers basically admit they were there because someone specifically complained. So, now we're enforcing laws based on who somebody decides to complain about? That's a dangerous road.
To her credit, she actually stays pretty calm through all of this. She keeps asking simple questions like, "What law am I breaking?" and "Can you show me where it says this is illegal?" Which, let's be honest, are fair questions if someone is literally putting handcuffs on you at the beach. At the end of the day, this feels less like actual law enforcement and more like cops trying to figure out the law as they go. If there's confusion over what's legal, maybe throwing someone in cuffs should not be the first move. Because from what we can see here, there was no actual nudity, no crime, and definitely a whole lot of unnecessary drama over a bikini.
Well, you're in the car with probation, so you're not being contacted, right?
I feel he didn't even have to say that [ __ ] fool.
You know there's no Jordan? You said there's no Jordan? I don't answer no questions. What's that? I don't even want to speak. I don't answer no questions.
Well, I'm just trying to find out if you're supposed to be in school or not.
I You're 21? How about you? How old are you? Don't worry about it.
>> Yes, sir. You know what? Well, since we're by the school, yeah, I am a little worried about cuz that's what we're supposed to be doing.
That's fine, sir.
>> you supposed to be in school right now?

>> it's okay. Come on over.
Come on. Just come over here cuz I got to figure out how old you are if you're supposed to be in school or not. I don't I don't want no searches or no seizures, or no >> matter. It does matter cuz I just I didn't do nothing. Listen to me.
School's in session. All right, I know that.
>> Okay, you look like you're supposed to be in school.
>> Well, I'm not. Well, then how old are you? Does it matter?
>> Yes, it does.
>> No, it doesn't.
>> Yes, it does.
>> You came over to me cuz I'm recording you.
>> That has nothing to do with it. All right, then why you why you I'm telling you why. You're harassing me right now, sir.
>> come on. Let's Let's come on over here.
Come on, let's go over here.
No, you got to assault me, sir.
>> No, I'm not.
No, no, let's walk over here. All right, okay, sir. Okay. Guys, I didn't do anything video taping. That's his right to do so.

>> You got an ID to prove it? I do have an ID, but I'm not going to show you. I didn't do no All right.
I didn't do no crime, no I know, but until I find out, you're not supposed to be in school. All right, I'm I'm 19, there. Okay, where's your ID at?
>> I don't have an ID. I don't got to provide an ID if I didn't do no crime.
That's >> Is that right or not? No, no, I'm not It's not Can you Can you name me your badge number? It's right there. Your badge number? It's 5641. Your name and badge?
>> 5277. What is your name?
I don't have to provide my >> asked you. Listen, I didn't I don't have to provide a name. I didn't do nothing wrong. In your opinion, you didn't. In our opinion, you did.
Like what? Okay. Saying I'm not Saying I'm not old.
You going to let me finish or you going to interrupt me? I don't know cuz you're Okay, what I can't I can't answer your question if >> up to me Yes. for no reason. No, I had a reason. What was the reason?
I'm not young. I'm about to go to work.
Okay, well, then can you prove it? No, cuz then you're trying to go run me in your system like What is that about?
I just want to make sure you're uh you're old enough.
I am old. I told you already. I'm 19.
>> your name? I don't have to say my name.
I don't have to say my name, sir. You know that. I didn't do nothing wrong.
Let me Let me explain something to you.
You can explain everything you want, sir. We can do this real quick. You have a body cam on? No, you guys don't.
>> No. You see, now it's more sketchy now.
You see, I don't want >> sketchy? You You have your video. You just grabbed me and took me over here.
>> Yeah. I'm I'm trying to get you over to my car I don't want you. I'm We're fine right here talking.
>> Yeah, okay. Then just show me your ID or I don't got I don't have I don't got to show you no ID. Yeah, you do. For what?
For what crime?
>> explained to you. I'm not I just told you. He told you he's 21.
Hey, they view with that. No, no. I'm with you. I'm doing with daytime loitering. Oh, daytime loitering. Wow.
>> daytime loitering. So, I got to figure out that you're not >> That's right. How are we loitering? Do you know what loitering is? If you're You're supposed to be in school? We are not in school.
>> Well, I don't know that. So, all you have to do is prove that to me then. No, I told you I'm 19. I don't got to prove you. He told you he's 21. Why are you telling him to go prove something?

You didn't You didn't do that.
>> I did. All right, then. So, what's the point? Cuz Cuz you're video taping so I got want make sure you see the video tape that they're drinking.
>> funny though. Nobody's like it's not funny.
>> say it was funny. You come here harassing me, grabbing me and [ __ ] I'm not harassing you.
>> You are harassing me. You came over here to tell me how old I was and do I go to school. I told you and I told I asked you cuz you have a backpack. All right, guys. So what? He has his backpack too. Yeah, but you already told me how old he was. All right, so that's how I've been sketchy. You can't be sketchy. No, I'm not being sketchy. I'm not being sketchy. I already told you I was 19 and that's it.
>> No, you told you Yeah, I did tell you. I did tell you. That's a lie, sir.
After you grabbed me and assaulted me, of course I'm going to tell you. I don't know what else you might do to me. What school did you go to that you think that's assault?
What?
So if I grab you right now, it's not assault?

>> He's my cousin.
>> Okay, well let him talk then.
>> No, he don't have to talk. He can stay right there all he wants. I didn't say anything. I didn't do nothing wrong.

>> How do I know that? I don't know you from Adam, right? From where? Do you want to know you? From Adam? Yeah. You know like Adam and Eve from the Bible?
Yeah. If I saw Adam standing here, would I know who he is? No, cuz he died 2,000 years ago.
Would I know God is real?
Sir, how you know if that's even real?
Do you know that's real?
What's that? It's an example for It's a figure of speech. I know, but like do we really know God's real?

>> And I'm not. I'm not. I told him. I told him already. You can take my word for it. If you don't, >> take people's All right, then I don't know cuz you just got You guys just want to >> wanted to, we could handcuff you, take you over to the school and go, "Hey, >> That's what I I told him. Well, yeah, he goes here. Or no, he doesn't go here, then we go, "Okay, there you go. Go on your way." You give me a name and a date of birth, I can make sure who you are.
We're out of here. We leave you alone.
Right? I already said I was 19, sir.
Yeah, that doesn't Now you got to going to harass me, violate my rights. Unfortunately, it's how it's how I know it's how I see it. You came over here and grabbed me, telling me to come to your car.
Well, you know that's a start.
I'm not telling you my birthday, man.
It's up to you.
No, you see now.
All right, then. That's fine, bro.
That's fine.
All right, I have a backpack. He has a backpack, too. We go to the same job.
So All right, it's fine.
No, it's fine, man. You guys are harassing me and everything.
It is harassing me, man.
He assaulted me, too.
No, no. I don't got to go to law school.
Well, all right, man.

I ain't got to tell you that.
I live around here, though. That's for sure.
If that's how it's going to go, y'all want to then All right, then All right, then, sir.
Y'all want to harass me and stuff. He assaulted me already. It's all good.
No, it is assault. It is assault. If he just comes up to you and just grabs you and tugs on you All right, then.
This video starts with a guy simply recording in public near a school when officers suddenly decide he looks too young and start questioning him like he's skipping class. And right away, things get weird. Instead of having a normal conversation, cops immediately start pressing him for his age, asking if he should be in school, and demanding ID over some [music] supposed daytime loitering concern. The problem? The guy repeatedly tells them he's 19 years old and not in school. No crime, no suspicious behavior, just standing there with a camera.
But apparently that wasn't enough.
Officers start escalating the situation anyway, physically grabbing him and trying to pull him toward [music] the patrol car like refusing to answer random questions somehow became a crime.
This is the kind of stuff [music] that frustrates people. If police are genuinely concerned about truancy, fine, ask a couple questions. But once the guy tells you he's an adult and there's no actual evidence of wrongdoing, [music] why are we still putting hands on him?
That's where this starts feeling less like community policing and more like intimidation. To his credit, the guy stands his ground. He keeps reminding officers that recording in public is not illegal, that he hasn't committed a crime, and that being young looking doesn't suddenly erase your constitutional rights. He also pushes back on the unnecessary ID demand, which [music] is important because cops do not get to stop and identify people just because they're curious. And of course, once officers finally realize he's not a minor and [music] this whole thing is going nowhere, they suddenly back off and let him leave. No charges, no crime, no [music] apology, just another example of police escalating a situation that never should have become one in the first place. This is exactly why people record the police, because without the camera, moments like this turn into your word against theirs.
What you doing?
Pretty obvious, huh?
Taking pictures and video.
