A state that integrates a commercially developed AI system into a military targeting architecture has acquired a new means of warfare. The review obligation activated at that moment. The commercial developer did not trigger it. They built a product for a civilian market. The integrating state did not trigger it. They conducted a procurement process, not a legal review.
