Uh, the list goes on and on. So, we have funded overtime HPD patrols for the area throughout all of it through district funding. uh because this used to be one of the highest rates of domestic violence incidents >> in the city.
>> We even asked the property owners if we could come on just to provide resources, but we need their legal permission to do that, right? And they wouldn't >> allow us to. Um we would do water distributions during disasters. Then we started funding additional health department inspections because as we filed the chapter 125 on criminal activity and risk, public safety risk, we still needed health and safety code.
>> So the city didn't have the funds to do increased inspections. So I funded through our office, not only for this location, but citywide the remainder of the overtime funding for increased inspections for the rest of the fiscal year. Right? That's why we're seeing increasing citations and I think the word is getting out where residents I hope are becoming more comfortable reporting to the city. That's what we really need right now and that's if I can ask the public when you live >> in unacceptable >> living conditions that no one should be subjected to. I have little children here, grandb babies that ran into a burning building to wake up their grandparents because the smoke alarms and fire alarms didn't go off in the last fire.

It's a curse when you have people suffering right here at Life of Jackson and also in the surrounding neighborhood, but it has a tremendous impact. But we're going to keep at it. We have a hearing with our chapter 125 lawsuit.

>> There's a host of issues around this particular property. They filed what's called an HFC, Housing First Corporation. It's a tax abatement >> in Picos County. So, Picos County owns this. We aren't even getting the tax dollars. Make that make sense.

So they used a loophole to do that.
>> They used a loophole. We tried to shut it down at the state legislature, but they had gotten this in before we did that.

We're dealing with ownership. But again, there's all these nuances because they're circumventing so many things.
But the bottom line is they're not doing the right thing.

I'm grateful to everyone who listens, who watches. But if you live in a slumlord complex, file those 311 reports so that the city of Houston or Harris County if you're in the outside of the city of Houston can take action without the authorization of that property owner. And we are funding overtime for our health department for those inspections. And we just passed in the city of Houston a new apartment ordinance >> that is really important to know about because it gives us another tool to bring bad actors into into compliance.
So uh council member Tiffany Thomas, she's an incredible champion. uh she's our chair of housing and then Martha Cassix Tatum, our mayor prom came together, worked with the community, worked with outside organizations and with all of us to pass this apartment inspection ordinance that just passed council a few weeks ago.

>> What if people are saying that 311 doesn't work? Because I know for a fact I've called 311 on apartments because I've got a phone, you know, and I can help people and it doesn't work. What about that? Like Houston Apartment Association doesn't work. Reporting it to these entities has not worked. Is there something new going on where you guys are?
>> Yeah. So, the apartment inspection ordinance should help with that. Okay. I will say just because a case gets closed out on 311 doesn't mean it's not being acted upon. It means 311 has closed it out and it's with the department. That being said, I hear you on the frustration with 311, right? I report things. I drive around the district reporting stuff all the time. It's important to take that case number, send it to your district council member and your atlarge council members. What happens on council is we actually don't see 311 reports. We don't know. We don't have access to that. So, I need our residents to be sending us those case numbers. That way, we can follow up with the department and say, "Here, here, where are we at with that?"
>> Well, basically, y'all can just send it to us and then we will give it to them if you, you know, not able to contact them because we can contact them directly. The main thing is is before you reach out to us, and I thank you for letting us know this, contact 311 so we can get that case number because that is what we're going to be asking for in the city of Houston, the 311 case number.
Once you get that 311 case number, then that's how we can act and advocate on your behalf. And then that'll give their job easy to where we don't have to go through the legal, you know, band-aids and stuff.

Nobody should be living like that. These parents are doing everything they can.
