Welcome back in a major [music] decision to control stray dog attacks the Supreme Court of India has allowed the removal of stray dogs from public institutions and transport hubs. The Court Said Public Safety Cannot Be Ignored Rising Incidence of Dog Attacks Across the Country. The Supreme Court has ruled that stray dogs can be removed from places like hospitals, schools, railway stations and airports to ensure public safety. A three-judge bench observed that governments cannot remain silent while cases of stray dog attacks continue to rise. The top court also said that dogs suffering from rabies, an incurable disease, are showing extreme aggression. May be euphonized if necessary to protect human lives. The question is who decides that and where will these dogs now be moved. The court stressed that while animal welfare is important, human safety must be given priority.
Today, a very important judgment has come in the matter of stray dogs, which is a very good step by the judiciary. This is a very good judgment. Mainly the judgment is divided into three parts. The first part is regarding the modifications which were applications regarding the judgment which was given in the first part. The SOP in the second part is regarding the standard operating procedure. And I would like to specifically elaborate on the third part because it talks about compliance by states and duties. The main point is that under Article 21, it is considered very important that all the people who are children, old people, elderly people, all of them have the right to life and that is very important so that they can go anywhere in the society without any fear.
In his previous verdict, he had said very strictly that remove it from schools, remove it from colleges, remove it from hospitals, remove it from bus stops and build shelters for it. No one did these five things. So now he washed his hands off the matter and said that you can listen to whatever I said but if you have any problem then go to the High Court.
I think it is a balanced judgment. Ah way back earlier in November. The Court Head Asked for Dogs to Be Summerly Picked Up and Removed and Kept in Shelters Whatever. Ah here today the most stress was given to animal birth control rules. It has been directed that there should be animal birth control centres in every district. There has to be traditional man power. Trend Ah Veterians. Ah as well as ah procedures to be followed. Which have been prescribed by Animal Birth Control Animal Welfare Board of India.
Reporting has to be done. Compliance reports have to be given to High Courts and Supreme Court. So the focus on annual birth control rules is very, very welcome.
