The universe is expanding at two different speeds depending on how you measure it.
This is not a measurement error. Both results have been checked obsessively.
The disagreement is real, which means either one method is wrong in a way we can't find or our model of the universe is missing something fundamental. The universe has a bug. We found it. We cannot fix it. We don't even fully understand what it is. We just know it's there in the fabric of space-time. Why?
