Washington is finally admitting that its water infrastructure is a relic of a climate that no longer exists. These policy roundtables are a late attempt to manage a permanent hydrological deficit that has already outpaced our bureaucratic capacity.

May 6, 2026 | NCWLIFE Evening NewsAdded:
Hello and welcome to this Wednesday edition of the NCW Life evening news.
I'm Grant Olsen. Here's some of the stories we have coming up for you tonight. A wine production facility in Grant County went up in plains Tuesday with an estimated 4.5 million gallons of wine inside. 8th District Congresswoman Kim Shrier will be in Wan that on Thursday to celebrate new federal funding for the Chalan County Sheriff's Office. Expect another partly cloudy, warm day tomorrow before we see windy, cooler conditions on Friday. Your local weather forecast is coming up.
One of the 12 suspects arrested in the 2024 Net Nanny Sting operation has pleaded guilty in federal court. 64y old Raymond Sulac of Port Orchard is the second suspect to enter a federal plea on charges of online child enticement after he traveled to the Wanache Valley to seek illicit sexual contact with an underage victim. Sulac and the 11 other defendants were accused of responding to phony online account set up by the Washington State Patrol and its local partner agencies. Federal prosecutors will ask for 10 years in prison when he's sentenced in July. Altogether, six of the 12 men arrested have entered a guilty plea or been sentenced, including another man now serving a 10-year federal sentence. The rest await trial in Chalan County Court.
A wine production facility in Grant County went up in flames Tuesday with an estimated 4.5 million gallons of wine inside. The Grant County Sheriff's Office provided this video from the scene. The facility on Highway 243 near Madawa was operated by the Central Washington Wine Production Group and Up West Wine Tasting. Fire agencies from across the region responded to the blaze after it was reported about 2:30 p.m.
Employees were able to evacuate and there were no injuries. The facility processed bulk wine solutions from grape grown grapes grown in vineyards across the Columbia Valley. The fire was under control by 5:00 p.m. A Grant County Fire Marshall will investigate the cause.
The state of Washington declared today its resilience on snowpack for its water supply is now an obsolete strategy. The state is now in its record-breaking fourth consecutive year of drought. And in a conference today, Department of Ecology Director Casey Sixkiller said Washington must plan better to cope with climate change. He announced a series of regional roundts with local governments and other interest groups to help form ideas for new water supply policies. Any proposals from that effort will be submitted to Governor Bob Ferguson ahead of the next legislative session. By 2080, in the Puget Sound region alone, we expect to get less than half of our normal snowpack. This means the loss of millions of acre feet of natural water storage. In the Noosack Basin to the north, we expect to see wintertime stream flows increase by nearly half with an equivalent drop in summertime flows. In other words, more water when we can't store it and less when we need it to support fish, farms, and communities. And in places like the Metau, snowpack is expected to melt a month earlier than it has historically.
Different watersheds are experiencing different pressures, but the trend lines are in the same direction. Now is the time to act.
Six candidates will be interviewed next week to fill an open seat on the Chalan City Council. In March, council member Mark Eric stepped away from his position due to health reasons after serving on the council since 2022.
Candidates include Chalan Hills Maintenance Association board treasurer Pamela Van Gerpin, skydive Chalan owner Todd Higgley, and volunteer firefighter Ben Laughlin. Other applicants are chef and restaurant owner Brandt Jones, carpenter union leader Cesar Rivera Vargas and culinary Apple owner Lars Strandberg. The city council is expected to make an appointment at the end of Tuesday's meeting. The selected candidate will serve until the certification of the November 2027 election.
When we come back, in a case that stems from a 2004 murder in Grant County, the Washington Supreme Court ruled today that criminals cannot seek to vacate their convictions until after they've been released from prison. And the latest delegation to visit from Masawa, Japan, headed home earlier this week after an action-packed visit during the climax of the Apple Blossom Festival.
I'm Grant Olsen, and you're watching the NCW Life evening News.

In a case that stems from a 2004 murder in Grant County, the Washington Supreme Court ruled today that criminals cannot seek to vacate their convictions until after they're released from prison.
Dustin Jean Abrams is serving 24 years for the murder of 79-year-old Michael B.
Min near Soap Lake. Abrams was initially arrested and pleaded guilty to robbing Min's home. But when Min's body was discovered months later, Abrams entered a plea to seconddegree murder. The theft convictions have now run their course.
And in 2022, Abrams asked from asked from prison to have them stricken from his record. Grant County Court and the Court of Appeals turned down that request and today the Supreme Court said in a 5 to4 decision that he must be free of custody on all convictions before asking to vacate. Abrams remains held in the Monroe Con uh correctional complex.
8th District Congresswoman Kim Shrier will be in Wanache on Thursday to celebrate new federal funding for the Shell County Sheriff's Office. The Democrat helped secure just over $713,000 to buy less lethal equipment that would help deputies overpower subjects who resist arrest. That includes tasers and remote restraint devices like bola wrap, which are designed to entangle without causing injury. Back in 2024, Shrier helped the Chalan County Department with a $660,000 award to buy body cams for its officers.
Shrier and Sheriff Mike Morrison plan to unveil the funding at a press event tomorrow morning at the Chalan County Courthouse. The congresswoman will also hold a town hall at 5:30 p.m. in the city of Chalan.
The latest delegation to visit from Msawa, Japan, headed home earlier this week after an action-packed visit during the climax of the Apple Blossom Festival. 10 students and six adult delegates visited to mark the sister city relationship between the Msawa and the Wanache Valley which celebrates the 1931 Pangorn Hurden H Hearnden flight.
At their farewell dinner at Pibbus Public Market on Sunday, the student delegates performed a Saurinbushi.
That's a traditional dance among Japanese fishing communities. The Wanache Valley will send another yearly delegation of its own to visit Masawa in September.
When we come back, along with windy conditions, we will see a little dip in our temperatures on Friday and then back to sunny, warmer weather this weekend.
I'll have your local weather details.
And in sports, Kate Calvin will have soccer highlights and scores from around the area. All that and more as the NCW life evening news continues after these messages.

Vinyl fanatics need to clear their calendars for this Saturday. The Apple Valley Vinyl Record Expo is back for its fifth year, offering enthusiasts a chance to buy, sell, and trade their favorite albums at the old IO Hall on Chalan Avenue in Wac. In tonight's feature story, organizer Joel Myinne spoke with NCW Life's Dan Coons, a fellow vinyl fanatic about that event.
The two of them chose a slightly different location for their interview.
>> We are in Cashmir Records today. Uh Kashmir Records is one of the sponsors of the record expo and they opened about uh almost about a year ago today. So a great spot uh in Kashmir to get some records. There's the coffee shop here to the bookstore next door and yeah great selection.
>> Yeah, great selection and keeping it local.
>> Yeah.
>> And that and that's important. It's in the basement by the way of the of the what's whatever the district's called.
>> Side street Kashmir.
>> Side street Kashmir building. So it's on railroad and then you walk in the main building and you go downstairs and you can't miss it.
>> Yeah. Yeah. you when you enter downstairs, you get to the bookstore and then just go a little further and you go right into the record store.
>> How much coin have you dropped here at John's place?
>> I have no idea. I don't know.
>> The answer is you deal. This is the fifth one.
>> So, it seems to be working.
>> It does. Yeah. Yeah. The demand uh seems to still be there with the vendors. The vendor spots uh we opened them up on the first of the year and they sold out um right around late January. So, yeah.
>> Just like that. Yeah. Yeah. And we have a wait list currently of about 15 vendors or so. Um and the the demand for uh buyers is, you know, we'll see this year, but it seems to be the interest is high. So, >> how do the vendors uh who partake in buying, selling, and trading vinyl get word of the Apple Valley Record? I mean, for the first one, how do you how do you get the word out that I'm going to try and put this together in Winache Washington?
>> Yeah, that was it was Yeah, it was kind of trial and error for the first one.
Um, I did some Facebook ads, but it was a lot of like I went to a couple record shows and gave out my info. Um, and then the vinyl kind of community as far as vendors is it's not huge. So, kind of you meet people through other people.
>> Yeah, >> I talked to a number of them who have come every year. They haven't missed one yet. Some from Spokane, Seattle, Montana. Yeah.
>> Guy from Flathead Lake brings uh thousands of albums. And he told me, he said, "Of course I would come." Yeah. I mean, it's this is an untapped market.
>> Yeah, that's uh probably John from Ear Candy Records. Yeah. And he uh I I love it when he comes every year because it's he brings in so many records and it it cycles through what he brings too. So, it's not the same stuff every year.
>> Do you again, it's May 9th at the Oddfellows Hall, which is where it has always uh been. I can't think of a better location for a record uh expo than the Oddfellows uh hall, which has been very good to you. And it's a perfect location.
>> Yeah, I think so. It's and it's it's great. It's kind of got that vintage vibe to it. Uh we've done some work in it in the last year or two so people can see that. Um but yeah, two floors, both floors of the Oddflows Hall will be open. Probably about 30 vendor tables, maybe 31.
>> Good.
>> Yeah. And uh records, uh some audio equipment, uh maybe a little bit of collectibles, too.
>> Usual deals apply for you real vinyl junkies. And you're looking at two of them right now. Uh 10 five bucks will get you in the door an hour early. Yep.
And that's and you want to do that.
>> Yeah. That's kind of uh the best selection of records is is the earliest, right? So, uh if you want to pay five bucks, we'll let you in at 10:00. Um 11:00 on, it's free. But really like you got to I think and it the best selections at 10:00 and uh that's the only way that really the margins are in this whole thing is like to support it and keep it going. Please come early cuz that's how we keep the record expo going financially.
>> The first time that you did the early entry for five bucks. Yeah, >> I showed up early and there was a line, a long line. I was rather surprised.
>> Yeah, it's kind of cool to see that. I I try to get pictures of it every time and uh it kind of goes down the block and you know, we get everyone in really quick. So, yeah.
>> Another tip for you again, if you it's worth the five bucks to get in early at 10:00 and then if you come in at the last say hour to 45 minutes, you can score some really good deals because a lot of these folks don't want to haul all those records out of here again and you can do some you can do some negotiating.
>> Yeah. Especially if you want to buy in bulk, too. Um, or if you just want to grab two, three records or 20, 50, you can. You're exactly right. They will make some great deals.
Time now to take a look at your North Central Washington weather forecast.
Hope you had a great Wednesday and a lot more clouds out there today. We talked about that last night and some breezy conditions at times, but still made for a nice shot looking down at our friends up in Cashmere from our Hay Canyon tower camera. And you can see we had a lot of that midlevel cloudiness today. And as I mentioned, plenty of wind with some wind gusts around 30 m an hour this afternoon and a steady wind of about 15 to 25. So that was our day today. Temperature- wise, we were still warm and it's going to continue that way. Hey, look at that.
Unofficially 86° our high today. 69 is where we should be for this time of year. And we were about 7° below our record high of 93° set in 1992.
Look at this low temperature this morning. A full 17° above our normal low for this time of year, which is 46. And our record low, 33, and that was set in 2002. Sunrise 5:36 this morning and it sets tonight at 8:19. All right, let's get you into the forecast now. And here's your Thursday outlook.
Temperatures will be just a little bit cooler tomorrow. 81 Moses Lake and Afraida, 82 for Quincy, 82 as well in Wanache, Anat Chalan. The warm spot up in Omac at 84 degrees. They were also the warm spot today at 89 unofficially.
Also nice in our higher elevations. Lake Wanache at 78. Levvenworth, your high tomorrow at 80°. And keep in mind that's still over 10 degrees above where we should be. As we take a look at tonight, we do expect mostly cloudy skies. Might still be a little bit breezy until about midnight or so tonight. We'll see low temperatures a lot cooler tonight in the lower 50s. So about 10° cooler. As we get you into Thursday, looks like a nice one. Partly cloudy skies out there. Just some of those high clouds. Once again, we will be warm with highs in the low 80s. So, not quite in the mid80s like we were today, but still awfully nice for Thursday. And then on Friday, the only kind of dip in our entire forecast, lots of wind in the afternoon. On Friday, mostly cloudy skies. We will see cooler temperatures. We're finally going to get back down into the 70s for at least one day. We're talking mid to upper 70s for high temperatures on Friday afternoon.
But don't worry, it looks pretty good as we get you into the upcoming weekend.
Nothing but sunshine to kick it off on Saturday. We will see another warmup.
High pressure still anchored off the coast of California and that's bringing up all of that warmth our way. High temperatures Saturday, low 80s for Sunday. Little bit breezy now in the afternoon for Sunday. Mostly sunny skies, but look at those temperatures.
Still low to mid80s as we end our weekend on Sunday. And then as we get into our next work week on Monday, sunny skies and warm. We will see temperatures still in the low to mid 80s. And look at all those clear skies around Washington State. Tuesday, no different. We're going to see lots of sunshine once again by the end of our forecast. Sunny high pressure moves from California coastline up to the British Columbia coast. And that'll bring lots of clear skies our way Tuesday. Still warm. Look at that.
High temperatures even next Tuesday into the mid80s. All right, time to take a look at your 7-day forecast and it's brought to you by Colonial Vista Senior Living in WACI where comfort, care, and community come together. Beautiful overnight low tonight of 53°. Few clouds tomorrow, but still warm, 82. And then on Friday, we're going to see mostly cloudy skies, lots of wind in the afternoon, and that's going to cool us back to about 77 for a high temperature.
But we're going to get right back to the warmth this weekend. Mostly sunny on Saturday and 84 degrees. Breezy conditions in the afternoon Sunday and 81. And then Monday and Tuesday, just beautiful sunshine both days with highs in the low to mid80s. And that's a look at your North Central Washington weather forecast. Welcome back in sports fans. Kate Calvin here with you. The Wanachi Panthers battled the Eastmont Wildcats in boy soccer action. NCW life was there. Let's check the highlights. The last time these two clubs met, it was a close battle coming down to an Anthony Garcia penalty kick which gave Wanachi the 4 to3 win. Eastmont came into this one extra motivated, but the Panthers stayed one step ahead on the scoreboard most of the way. The two clubs traded headers to find the back of the net in the first half. Then Garcia found the left side of the goal to give his team a 2 to1 advantage entering the break. But the Panthers were not done yet. Vega gives Wanachi a little insurance on a penalty kick for the 3 to1 lead. Wachi would tack on another goal late and close their rivals out with a 4 to1 win. What made the difference today? What allowed you to play such a strong game as a defensive unit as a whole?
>> I think just what we've been practicing.
I mean, we've been practicing a lot of how to move as a defense and how to change and shift and play out of the back and I think that helped us control Eastmon's attack and get the win today.
>> Now, Eastmon has some really good players. We've seen them all year long.
How were you able to neutralize them today? Well, I played man on Aaron Leon and then uh my CDMs and my other defensive group, a lot of my teammates came in and helped out and stayed in the zone, so they helped pick up the workload as well.
>> Okay, but this is for grandma and grandpa. So CDM is central defensive midfielder.
>> Thank you. Thank >> and some scores from around the area.
The Warriors edge the Brewster Bears 2 to1. Liberty Bell falls to the Wolves 3 to1. Okonagan defeats Highland 2 to1.
Tanascuit beats Warden 5 to2. Grand View ends Quincy's season. The Greyhounds win that one two to1. Connell defeats Chalan 4 to1. Cashmere wins big over Granger.
The Bulldogs take it over the Spartans 5-nil. The Cascade Kodaks take down the Rangers 3-nil and Moses Lake defeats Eisenhower in a close one. 3 to2 is your final there. And in varsity baseball action from Tuesday. Lake Roosevelt defeats Brewster 1- nothing, but then the Raiders run into a buzzsaw in the form of the Bulldogs. Okonoggan beats the brakes off of them 22 to2. The Mos Lake Mavericks edge the Eastmont Wildcats in a close one 9 to7. The Proer Mustangs defeat the Afraid of Tigers 4 to3. The Waterville Mansfield Shockers get past the Cusk Panthers 10- nothing but then get stung by the Orville Hornets 20 to4 and the Quincy Jack Rabbits are victorious over the Grand View Greyhounds 5 to4. And in varsity softball action, the Shockers fall to the AC Warriors in a double header. AC sweeps them 13 zip and 12 zip. And the Chalan Mountain goat show who the Queens of Mountain are. They dispatch the OMAC Pioneers 18-2 and 20 to 10. All righty, that's a look at sports. Reporting from Wachi, I'm Kate Calvin, NCW life.
