Parliament Report Leaves Senzo Mchunu Facing Serious Questions Tonight

[00:00:00]South Africa’s ongoing concerns about  corruption, political influence, and institutional stability are once again  in focus after a draft parliamentary report pointed to what investigators described as a deep  and multi-layered crisis inside the country’s law enforcement system. The findings are significant  because they go beyond a single political dispute.

[00:00:32]The draft report was presented to Parliament’s  Ad Hoc Committee investigating allegations first raised by KwaZulu-Natal Police Commissioner  Nhlanhla Mkhwanazi. According to evidence leader Advocate Norman Arendse, testimony from  28 witnesses suggested that suspended Police Minister Senzo Mchunu acted without proper  consultation when he issued a directive in December 2024 to disband the Political  Killings Task Team, known as the PKTT.

[00:01:02]The report states that neither President  Cyril Ramaphosa, Police Commissioner Fannie Masemola, the National Prosecuting  Authority, nor the Civilian Secretariat of Police were properly consulted before the  decision was made. Investigators also noted that the directive was issued just before a  public holiday while Masemola was on leave, adding to concerns about how the  decision was handled internally.

[00:01:26]One of the most serious findings is the  suggestion that the task team may have been dissolved not because of operational or  budget concerns, but because of its success in uncovering criminal syndicates allegedly linked to  law enforcement officials. That claim, if proven, could deepen concerns about political interference  inside South Africa’s policing structures.

[00:01:50]The report also examined allegations  involving businessman Vusimuzi “Cat” Matlala, alleged political fixer Brown Mogotsi, and  former Police Minister Bheki Cele. Arendse said Matlala admitted under questioning to making  illegal payments connected to firearm-related matters, although Cele has not yet had the  opportunity to respond to those allegations.

[00:02:13]Beyond individual accusations, the  inquiry paints a picture of broader governance failures across the SAPS, Crime  Intelligence, and parts of the prosecuting authority. Investigators highlighted issues  such as weak oversight, lack of vetting for senior officials, misuse of secret funds,  and delays in accountability processes.

[00:02:40]Members still have time to review the draft  before recommendations are debated in June.

[00:02:45]But politically, the report already increases  pressure on government leadership to show that institutions responsible for fighting crime  can operate independently and credibly.
