A lot of people are already struggling with higher prices at the pump, higher housing costs, higher food prices, and climbing insurance and health care costs, and now a substantial increase in power bills, too, right in time for summer.

[00:00:23]But here's the bigger question nobody seems to be asking. Who should actually foot the bill for Arizona's massive infrastructure expansion? Should residents subsidize this growth through increased prices, or should the massive industrial users driving enormous new power demand pay a higher rate to offset the increase? Because Arizona is entering one of the biggest infrastructure booms in modern state history. All of it requires enormous amounts of electricity, and right now Arizona doesn't have the capacity, which means utilities now need to increase their rates in order to install new substations, transformers, battery storage, and transmission and grid modernization. That's going to billions of dollars in new infrastructure investment. But now the debate is becoming very real. Who's going to pay for it? Should everyday Arizona residents absorb rising utility costs while some of the largest corporations in the world consume massive amounts of new power, or should those industrial users pay more to offset the cost of expanding the grid? Because this isn't just about one APS rate hike, it's about the bigger question, who pays for that infrastructure? What do you think?
