[00:42:04]Under United States law, specifically the Fourth Amendment, which protects against unreasonable searches and seizures, police cannot compel a person to identify themselves unless they have reasonable articulable [music] suspicion, RAS, that the person has committed, is committing, or is about to commit a crime.

[00:42:24]Merely filming in public or acting suspicious does not constitute RAS.

[00:42:30]When officers threaten arrest or use their authority to compel speech, in this case compelling identification, without RAS, they have exceeded their authority and violated the Constitution.
