Crews are working to knock down a fire that broke out in an apartment complex for University of California Riverside students.
Fire broke out at University Riverside Garden Apartments Friday. The apartment complex students at at the university.
No injuries reported.
Cause of the fire is under investigation.

Um it's a large student apartment complex built for the students.
There's multiple bedroom layouts. They have a studio, one-bedroom, two-bedroom, and a three-bedroom units.
Fully renovated apartments with modern kitchens, two sparkling swimming pools, resident fire pit, outdoor lounge, barbecue areas, and gardens.
So, a two-story building.
231 At least two buildings evacuated.

Yeah, it says very effective, but uh I don't know if this company this this is a very old building.

Um I'm uh Justin Bullard with Dallas Fire Rescue Department Chief. And I know you lot have all been updated on what happened yesterday.
Um as far as since yesterday, the um we searched the building at the best of our abilities in a safe manner using drones, our urban search and rescue teams, dogs, everything. And the search uh was till about approximately 2:00 in the morning.
Um then uh we shut it down and continued searching again early this morning.
And so as it stands, there not out of the 22 units the apartment complex had, uh 19 were occupied by families.
And to the best of our knowledge, everyone is accounted for.
Okay. the um the resident list that we acquired from the the complex.
Um it still remains a uh three uh people are deceased. They were not in the same unit. They were in different units.
Yeah, questions.
Not all three. Um two were in one unit and one was in one unit.
>> What What's the next step for What's the plan?
>> It's incredible that um >> So, from here >> 22 out of 19 out of 22 were occupied.
And they were able to get out. And so, there was three fatalities with the Texas fire explosion.
>> the investigation. So, it's our arson division in collaboration with federal agencies.
Um they will do their investigation, ascertaining uh why, the origin, and and then we'll do debris removal.
>> Why wasn't that apartment evacuated?
We're hearing that, you know, calls were made out earlier. Um there was a fire truck on scene. Why did not we not evacuate that building?
>> Because so, our fire engine got here within 2 minutes and they um we have a protocol to keep them safe in a gas leak. And they've got to set up a set up to a water supply, call additional units, and then start evacuating. You don't They don't just rush in and evacuate.
They've got to um stop people entering the street. So, they did everything they were supposed to do right before they were going to enter and evacuate the complex, then it exploded. And I would say if it had exploded a minute later this would be a much worse situation.
>> So just so we understand though cuz yesterday you guys said you guys were on scene within minutes but you guys were on scene for the leak not necessarily the explosion and fire.
>> Yeah.
But they they were setting up to evacuate and when they when they show up on the scene they don't know what to expect. I mean they they get gas leak but there's gas leaks all over the city at any given time. So they set up, make sure they've got all their safety attire on, make sure they block the street access.
They've also got to figure out where the gas gas is leaking and then they um set up a a water supply so they can protect themselves and others and then once everything's set up then they go to enter the building and it just you know, nine times out of 10 this is not the outcome but it exploded pretty quick but I I'll tell you this our men and women they got here really fast, did everything they were supposed to do and there was great heroics done on this day.
>> Can you clarify the time >> And and and I'll say something else. The building next door if it was not for our firefighters fast response and uh tactics that almost certainly would have gone up in flames also and there'd be a lot more casualties.
>> And to clarify the timeline which which unit was here and you said they were here for 2 minutes and then the explosion happened.
>> No, they got So the Engine 15 got here within 2 minutes of the call.
Set up then after they were set up right when they were about to enter the building the building exploded.
>> Do we know that >> Uh it's somewhere around 10 15 minutes.
>> They were in the street 10 to 15 minutes.
>> Preparing to see what You've got You've got to understand like it's for a fire company coming here, this is a big scene. And they have to get around their head what's going on, where the leak is.
It's not always apparent. But um no time was wasted. It's They They did everything per protocol that they're supposed to do. And it just it had a uh unfortunate >> And who made the initial call about the gas leak?
>> Uh no, I I I'm >> company or do we know who made the call?
>> I I'm not sure. There's probably multiple calls like smelling gas in the area, I would assume. But I'll have to get that information.
>> Chief, how many people are still unaccounted for?
>> For our records, there is nobody unaccounted for or we'd still be searching. We've had no one come come to us and say a family member's missing. Right? Now, I would never guarantee that there's not someone um because you never know who might may have been around, may have been inside.
But we've used cadaver dogs, we've used our urban search and rescue that This is what they do. And we believe this is it.
And everyone's accounted for.

>> Uh you know, I wouldn't want to speculate.
It It's too early in in in the investigation. And who knows? But the investigation's on the way. And as soon as we know, we'll let you lot know.
>> Chief, can you confirm who is in charge of that investigation now? And is the PSD here now?
>> Yeah.
>> leading up this investigation now?
>> They They are in collaboration with our arson division and um uh federal agencies, ATF. And And then once, you know, I don't imagine that taking a colossal amount of time.
And then it comes back to our arson division.
Yeah. Yeah.
Yeah. Yeah. So, that that will be part of the investigation is their statements. But I would not want to put something out there and it it end up being something different because I can speculate all day, but I wouldn't want to put out anything as fact.
I mean, you know, I've sort of an idea, but it'd be unprofessional for me to put that out there.
So, yeah. There there was, you know, immediately multiple on fires.
Uh about 125 firefighters ended up here.
And a lot of people in a situation like that, they're running out. So, it's a combination of you know, uh our firefighters um rescuing and them self rescuing.
Um it was I know it was 19 families. And No, there's a lot There's some unknowns, but normally at this point, you've got someone saying so-and-so lived there and we have not heard from them at all.
We know We know there >> was um 19 families. We just don't exactly know how many per family.
>> Chief in context has there been anything comparable to this what we saw yesterday in your experience in the D F R and uh and so like what challenges does that present?
>> Yeah, I mean this is this stuff happens. Like we had one a few years ago and it was very similar except the firefighters were inside and they got burned burned really bad.
Um so this stuff happens. It you know, it happens in all big cities.
>> Chief just circle back to the the protocol that your firefighters were using yesterday to set up and wait those 10 to 15 minutes to go in.
That's protocol. You don't fault them for that for that.
>> No, and they weren't >> are going to call it a delay. Some people are going to call it protocol.
>> Let me let me clear this up. They didn't >> Uh-uh.
>> sit there and wait.
>> What?
>> They got here quick >> and assess the situation put on the put on their protective wear, set up like with a permanent water supply and there's only four of them and that takes time. They to put all the safety protocols in place prior to evacuation it would be a like I would be criticizing them if they had not done that. And if they like if they had just gone in it would be the same outcome except they would be the victims also.
>> Were any of them injured? Were any of the first responders injured that witnessed the blast?
>> No, it was a it was amazing. It was right before they were making entrance.
There was no wasted time.
>> Chief, can you provide any more insight on the on the nature of the work that the contractor was doing on the scene?
>> I honestly I I there was work being done.
But I would I don't know the exact Again, all that is part of the investigation.
>> The neighbors next door were were just showing up marks on the ground in the parking lot that they were drilling there before the other property. No idea what they were >> No no, I've no idea. It wasn't anything through the city.
Um and >> Well, you're about to get an idea.

So, that's why I would not put anything out there.
>> I don't know if you mentioned it already, but obviously there's another building right next to it on your property of course.
What's the situation with those folks right there?
>> I I'll have to get back with you on on how many of them were displaced, but you can see that all the windows were blown out and um it started to catch fire, but our crews when they got here, you know, like crews were sent immediately into that building to mitigate the damage to that building which would have been colossal.
>> So, Chief, just for us to understand, if there's a property, it's a private property, so this appears not to be involving Atmos or city crews. If somebody's doing something on their property to let's say dig for soil samples, what yes what of that when does someone have to reach out and to whom before doing anything that would perforate the ground just in general terms?
>> No, that that's a there is a permit in progress process and I was too early. It's too early to give you that information. Like the the The the contract so far has been on finding the victims.
Finding the victims. We And now that the scene has slowed down, it's time to find out why. Why it happened. And that's that's the phase we're in now.
So, I can't get Sorry, but I can't give information that I'm just speculating of what happened because that'll go out as fact.

Well, we have so you know, if if it's something devastating um some of the crews, particularly the first ones on scene, uh if they need to go home, they'll go home. Sometimes they want to stay at work. But we have peer support team that they'll talk to. We we lean on chaplain services. We'll give them all the help they need.
Um this is a tough job. And um this isn't a you know, a one-time thing. This Stuff like this happens. And I wouldn't ever minimize it, but um you got to be tough.
They they they they're in a tough job.
Um they they performed a lot of heroics yesterday. And that's the stuff they need to hear.

But you know, part of their recovery will be they need to know they did everything they can, and that's what that's where we're going and we've got peer support that know exactly how to talk to these folks because it is you know, you these folks, these are families, they have families, and you know they're sensitive lot, so uh we'll do everything we can to help them through this.

Was in an SUV and struck by the bus.
Police have identified the bus driver.
The bus driver's name is Jing S. Dong, 48 years old from Staten Island, New York. Charges are pending. So, Jing, it's a J I N G, and then I guess middle name S, and then the last name Dong, D O N G, 48 of Staten Island.

We'll have to see what comes of this driver. Was he just not paying attention or was it something more?

So, this guy had like a $200,000 collection in Star Wars stuff that was sealed.
Um Brian Manso and his 83-year-old father spent 15 years collecting like this huge collection of I guess Legos.
Originally around $30,000.
Building what's claimed to be the world's largest sealed Star Wars Lego collection.
Let me cut that off.

Um in 2023, they consigned the entire thing to Bricks and Minifigs store in Salem, Oregon.
The deal was the standard commission sale. Store sells the sets and takes a cut. Family gets the rest.
So, they own this huge collection.
They consigned it that the store is going to sell this stuff for them and they store gets a cut.
The problem is in 2024, uh the local store was sold and changed hands. The new owners and corporate franchise declared the original consignment agreement invalid.
Problem is they try to say it's in Well, first of all, they ignored these people for a long time. They just took their [ __ ] and left.
But, then the other thing is there's video that they had recorded that said in person that we are going to accept allegedly accept this co-signing and I saw the video and then they're just pretending it never happened and they just they just basically kept 200k worth of these people's property of Star Wars and then are promoting the product online and keeping all the [ __ ] for themselves.
So YouTubers started covering it and started like blowing up and getting big and then apparently like the company sent out an email to everybody in the company. Somehow these YouTubers got the leaked email and they're reading the email.
It was all their [ __ ] stuff leaking out.
And so I don't know. Yeah, lawsuits are flying. People are kind of following the story.

It's kind of it's kind of it's it's a mess of story just like this rich corporation taking advantage of people that don't really have like the finances and they've threatened them with legal action and they're just saying that we're going to just make you run out of money. And there's an open lawsuit. So, I guess he didn't want to get involved in that.

>> Based on the Garden Grove chemical tank crisis that impacted thousands of families, elected officials have promised to help evacuated families get reimbursed for the money many had to spend on hotel stays, food, and of course expenses.
>> But it's still unclear how or even when that's going to happen. NBC 4's Hanh Doan spoke to a man who turned to his insurance company. She's live in Cypress with his story. Hanh Doan.
>> Yeah, that's right. I did speak with a man who lives here in Cypress. He tells me that he spent a little more than $600 on hotel room stays, food, and gas. But when he submitted the claim to his insurance company, he says the response he got was not what he expected.
>> When Eric Giver got word that his Cypress home was in the mandatory evacuation zone for the chemical crisis in Garden Grove, >> Yeah, I mean, basically a change of clothes. I actually bought some new socks when >> He grabbed what he could.
>> Basically came uh back home real quick just to grab a go bag, something I kind of keep in my garage for emergencies. Um nothing else and just got got out of there.
>> But what he thought would be a one-night hotel stay turned into four.
>> So, I submitted about $600 worth of expenses for the hotel. Um you know, and some some food while I was at the hotel, basically.
>> Giver got home and immediately submitted a claim with his insurance company thinking he'd be covered for having to be out of his home due to a mandatory evacuation.
>> That advisor looked at it, um gave me a call and said, "Well, yeah, I'm just going to let you know that we're going to reject this because there's um this is something that's not covered."
>> Giver thought he would be covered under this loss of use civil authority clause in his policy, which says civil authority pays for your additional living expenses when a government agency prohibits access to your home. But Giver was told by his insurance advisor there needed to be physical damage at his house or nearby in order for him to be covered.
>> I said, "What do you mean it's not covered?" So, I you know, kind of cited what was in my contract and everything and they said, "Oh, well, because there was no actual explosion and no actual fire, the loss of use doesn't apply in your case. But if there was one, then sure, we would have covered it."
>> Eric, are you surprised and how do you feel about that?
>> Oh, I'm very surprised. I mean, I'm I'm kind of shocked that an insurance company would, you know, almost root for something to happen in order for you to be made [laughter] whole.
>> You have to read the policy. The most most policies cover physical damage and I don't know of many that cover the risk of damage.
>> Pete Moraga is a spokesman for a national nonprofit called Insurance Information Institute.
>> In this case, it was a threat and there wasn't physical damage or physical damage even to any other house in the area. So, that that would be the the the language on the on the policy that would be in effect.
>> Moraga advises people to hold on to their receipts so they're ready to submit claims if the city or county step in to help.
>> I would just have thought that your insurance company kind of had your back on things like >> They don't have your back on anything, man. It's all bull BS, a lot of it.
