This video documents a 2026 incident in Tampa, Florida, where Officer Brown (badge 566) squirted water from a bottle into a vehicle, causing assault injuries to the driver and passenger. Despite clear dash cam and body camera footage showing the misconduct, multiple officers engaged in dishonest reporting, with one officer walking away and another denying involvement. The incident highlights the challenges citizens face when reporting police misconduct, as they were directed to internal affairs rather than criminal charges, and the legal system treats battery against officers differently than battery by officers, raising questions about equal protection under the law.

Caught On Dashcam But The Cop STILL LiesAjouté :
Hey, so who threw water at me in my car?
Was it you? Is there a reason why you threw a water bottle AT ME?
>> DO NOT TOUCH ME RIGHT NOW.
>> I'M NOT ON YOUR PROPERTY. Your supervisor. So this guy assaulted me yesterday. Now it's time to do the right thing >> and be a supervisor >> and do what you normally do if I threw water at you.
>> Welcome back to the Lackluster channel.
In late April of 2026, two friends were driving through a crowded downtown area in Eore City, Florida. As they passed in front of the Tangra nightclub on 7th Street, a group of officers were standing in the roadway, obstructing traffic. As the two drove past, the driver, Christian, leaned over and told the officers that they were creating a traffic jam, asking if they could move onto the sidewalk. The officers ignored the request. And just after the car passed them, Officer Brown, badge number 566, squirted water from a bottle into the passenger side window, hitting both the driver and the passenger. Realizing what had just happened and that they had captured it on dash cam, the two parked the vehicle and went back to approach the officer to find out who done it.
>> Hey, so who threw water at me in my car?
Was it you?
>> You might throw water at you? Yeah, I think it was one of y'all because I have a dash cam in my car. Well, front and back. I just have to get a SIM tray to see who threw the water at me so I can make a complaint on them. So, and hopefully filed charges since that was technically assault. So, who who threw the water at me when I was right there saying that it was obstruction. After Christian mentions the possibility of filing a complaint and pursuing criminal charges, Officer Brown activates his body camera, badge number 279, walks away, trying to distance himself from the situation. But what he doesn't realize is that the camera also captures him watching as Brown splashes water into the vehicle. But instead of either officer taking responsibility, one walks off and the other denies it.
>> That'd be the roadway.
>> Somebody told you he was obstructing the roadway.
>> No, I told I told I told you it was cuz you're in the middle of the road.
>> So someone told me it was obstruction or you told an officer.
>> I was saying you obstruct it struck the roadway.
>> Oh, okay.
>> So what I'm asking you is someone threw water at me when I was over there.
>> You found it looked like somebody threw water on you. Oh, >> I think it was a cop that did it. I think it was a cop.
>> So, I have a dash cam that shows front and back and the sides.
>> Okay. So, >> cuz I I I >> What's your dash cam?
>> I do audits. I want to get the SD card.
>> So, I need your name and badge number.
>> I'm officer Brown.
>> What's your badge number?
>> It's right here.
>> 566. He wasn't there.
>> They were over there.
>> So, I know it was a cop cuz you're the only people.
>> You know it was a cop.
>> I know it was a cop.
>> Okay.
>> Cuz you were the only people over there.
>> Okay.
>> So, >> all right. So, you finished talking with me or you want to talk to?
>> I want to know what his name is.
>> Hey, what's your name?
>> Dodge number.
>> All right.
>> 279.
>> Have a nice day.
>> And who else was over there? Was that little guy?
>> Okay.
One of them did.
>> Why are you acting oblivious to it?
>> You know who did it. I know who did it.
>> You know, you were right there. You know who threw water at my me and my in my window.
>> You were right.
>> NICE DAY. I ALREADY talked to you. You don't have to talk anymore.
>> I can talk as much as I want to you.
>> I'm telling you to leave me alone.
>> I'm standing here.
>> Okay.
>> I just need to get his badge number.
>> Then talk to him and ask him. You don't have to ask.
>> I think it was you cuz you got a bad You got a nasty attitude.
>> No, he's going to approach me and I already talked to you again.
>> All right. Well, I'm going to approach him.
Officer, >> what what's his name and badge number so I can >> Hey, officer.
>> Did you see who threw water at me when I right there?
>> When you were right there and I was in the car. Can I come over there?
>> All right. When I was in the car talking to y'all, saying that you're in the roadway, it's not safe for you to be in the road. You >> talking to me?
>> Yeah. One of them over there.
You you didn't talk to me.
>> This officer was nearby, but at the time of the incident, he was engaged in a conversation and appears that he did not see what happened.
>> Well, were you over there with them?
>> I mean, I mean, >> well, a cop threw water at me in my car.
>> Okay. I I think it was that guy right there. So, that's why I'm saying I have dash cam, so I would like to How do I go making a report on him if he did that to me? Cuz I have a dash cam about everything. It was a dance game or something.
>> If I can't look at it because I don't have the SD card.
>> That's the thing.
>> So, you're Noel. I know it wasn't you. I think it's that guy with the nasty attitude over there.
>> All right. You have a good day.
>> I think it was that guy.
>> The two stay on the sidewalk and continue to film after a sergeant arrives on scene. Then it appears that the officers coordinate with a club owner to push them further down the block.
Excuse me, my name. Absolutely.
>> There he is right there.
>> Hopefully, he will lose his job soon.
>> This is all over social media.
With no help from the supervisors on scene, the two leave and download the dash cam footage. And after pulling a few clear shots of the officers involved, they return the following night to confront them again.
>> I got a question for you. Is this you right here?
>> Is that Is that you from yesterday with the water bottle in your hand?
>> Is that you?
>> You assaulted me. Is >> Oh, wait. Is this is this you throwing the water bottle at him right there?
>> Is that you?
>> You assaulting me. Yes, I did.
>> Is there a reason why you threw a water bottle at me?
>> Yes, sir. Can >> I ask you a question?
>> What?
>> How is it that you got so much time on your hands that you show up here today to try to bother another per human being?
>> No, I'm not trying to bother you. You assaulted me.
>> YOU ASSAULT, he didn't touch me. better in your life than you.
>> Oh, I want to make char I want to PUT CHARGES ON YOU. DO NOT TOUCH ME.
>> I'M NOT ON YOUR PROPERTY. I'M NOT ON YOUR PROPERTY. I'M asking you very nicely.
>> Do not touch me.
>> Do not touch me. Do not touch me. Do not touch me.
>> Do not Can you please get him away from me?
>> I'm asking the cop to get away from me.
Please.
>> I'll take care of you.
>> Thank you. So, I need to talk to your supervisor. Please.
>> I am a supervisor.
>> Your supervisor? So, this guy assaulted me yesterday with water.
>> Water landed on me. He spilled >> he spilled water on him. This >> It's not your property. Be quiet, bro.
>> Wait a minute, sir.
Step over.
>> All right, let's step over here. That's great. Come on. That's fantastic.
>> Yeah, this guy assaulted me yesterday.
And that's not their property. That's the public street.
>> First of all, they written that out, sir. So, yeah.
>> So, I can go I can go on the sidewalk then.
>> It's written out.
>> Yeah. Yeah. And I'll >> I can go on the sidewalk.
>> So sir, listen. I don't know what your complaint is.
>> Oh, he threw water on me yesterday. So I'd like to make a report.
>> Call our non-emergency number.
>> I'm calling you right now since you have the stripes.
>> I'm asking yesterday when he when the incident happened. Did you make a report?
>> Sergeant Cooper now appears to gaslight Christian, acting as if he wasn't aware of the allegations from the previous evening, even though video shows him speaking with Officer Brown and repeatedly looking back towards Christian. Was any >> Well, I I don't have the I don't I didn't have the footage. Now I have the footage. I didn't make a I tried to make a report, but he didn't let me.
>> Who did you try to make a report to?
>> Uh him, but he didn't want to take the report.
>> Wait a minute. So, you're telling me that you tried to make a report to someone who actually water bottle on you?
>> Oh, he threw water at me. And it's not going to look good on social media. So, now it's time to do the right thing.
>> Who did Who did you talk to? What other officers?
>> No one wanted to talk to me.
>> So, who did you ask? Who did you say, "Hey, I want to police officers on the street. everybody.
>> So is now it's time to do the right thing >> and be a supervisor >> and do what you normally do if I threw water at you.
>> Would that be not be the right thing to do?
>> Here's the thing. Well, I can here's the thing. Okay. If you feel that you know, again, I was not out here, so I don't know. It's your word versus his word. I mean, >> it's not my word. It's on camera >> at this point at this point, but I would >> I'll show you the footage. You want to see the footage?
>> Yeah, absolutely.
>> All right. So, that is him yesterday with the water bottle in his hand.
Right.
This is him.
>> Well, it's on my computer. I can go get my computer. You got the other footage.
>> I have that. That's all that is. And then I have him right here throwing it at me in my car. Just like that. Plain as day.
>> That's him right there throwing at me in the car.
>> It looked like the water was squirting.
>> Yeah, that was him.
>> I mean, you can say that, but hold on.
Hold on. When this gets blasted all over social media, it's not going to look good on your department.
That's him. That's his stripe. That's his uniform clearly showing the water in there.
So, absolutely. I want whatever to have to happen. It's clear as day and you can't say it's not.
>> So, so here's what you can do.
All right.
>> Why can't you do anything right now?
>> Wait a minute. Wait a minute. I tell you what. Okay.
Street. Go up to the second floor of uh 41 North Park Street. There is a phone who you welcome here. You can pick up that phone and say, "Hey, this officer was out of Eore at me and hit me or whatever. Uh it happened on this day around this time and I would like for you all to investigate." All right. You have bodys because I'm supervised.
>> Can you also educate the people over there that it's not illegal? It'll be on a public site. again permitted. So they >> they actually do have to down here.
>> They can run they can't run out of >> you can walk along sidewalk but you just can't stand there and have customers officers or anyone.
>> I can stand on any sidewalk I want to and film inside any window I want to.
>> I need to talk to the supervisor that do you think that's the case? If you will arrest me for sitting on that sidewalk over there on a public sidewalk, no permanent event.
They can't run out. I'm addressing you.
You came up to the officer and started, look, this is your turn about what happened yesterday. My question to you is this happened on her yesterday. There are numerous officers along this street that you could have went up to and said, "Hey, listen. This is what happened. I got to this officer officer did X, Y, and Z to me. I need to make a report."
>> This is not going to look good today.
>> This is not going to look good for your apartment.
>> Okay.
>> You know it's not I'll >> You know it's not. This is bad.
>> Okay. I already say what you do.
>> I'm going to go over there now so I can educate that that man.
>> Sir, you >> want to be arrested if I go over there?
>> I would advise you not.
>> You want to be arrested if I go over there?
>> I would advise you not to.
>> You can advise people want to be arrested.
>> I would advise you not to. Sir, >> you're advising me, but what?
>> Yes, sir. I would advise you not to.
I've already explained to you as far as the process of going to report.
>> So, you're telling me I can't go over there on a public sidewalk?
>> Anything? I just advis >> you can advise me anything, but you the second that you say arrest. I need to talk to nurse supervisor. That's That's >> somewhere >> higher than you go to the police station.
>> Let's go.
>> Christian leaves the area to find another group of officers so that he can file a complaint. He first speaks with a sergeant who hands him a card with an address and tells him to go to internal affairs to file it there.
>> So, tomorrow call that number.
>> Okay.
>> All right. We're supposed to do an internal referral to meet with them. Y >> and that's the route they need to go when it comes to an officer. Why is it equal protection under law?
>> That's what I told you.
>> Okay, I have a question. I have a question for you.
>> Immediately after, Christian speaks with a lieutenant who gives him the same answer.
>> Are you the lieutenant?
>> Okay.
>> Are you the lieutenant?
>> Y.
>> Uh, did you give me this?
>> Yeah. Who was your brother?
>> It's not a complaint. It's a criminal offense.
>> Okay. Like I said, contact gave it to him, bro.
>> The sergeant talked to you. got all these >> report them start to talk to you about all the details. I haven't seen anything.
>> I can show you the video.
>> So, it's going to have to go to internal affairs. That's who that's who investigates crimes or anything. Uh violations basically just give you that number. So, basically, they're going to want to give they don't want to see any video or anything else you have. They want statements from you, everything. So, >> under Florida statute 784.03, 03.
Battery requires proof that a person intentionally touched or struck another person against their will or intentionally caused bodily harm. And even though throwing water might sound minor, Florida courts have made it clear that unwanted contact with a substance can still qualify as battery.
Furthermore, battery is one of the 22 offenses where an officer can make a warrantless arrest if it happens in their presence. But the problem here is that the officer who did see it is pretending it didn't happen and the officer who did it denies it. And now you might be asking, "What happens if you flip this around?" If you were to spray water at an officer as they drove past you, you would likely be charged with battery on a law enforcement officer. The difference is that when they do it, the most it would be treated as is a misdemeanor. But if you do it to them, it would be charged as a felony.
And if they don't go that route, they could still fall back on simple battery.
But in this case, the most likely outcome is a policy violation. And despite what appears to be dishonest reporting from multiple officers, it's unlikely that any of them end up on a Brady or Gigglio list. As always, let me know what you think in the comments, and I'll see you in the next video.
