Online solicitation of a minor is a serious felony offense where law enforcement agencies, including the Bexar County Sheriff's Office and US Secret Service, use undercover operations to identify and arrest individuals attempting to establish inappropriate communications with minors, often through platforms like Whisper, and may discover additional criminal activities such as child exploitation material during investigations.

Yeah, it doesn't.

Okay. All right.
I should be coming up.
Hallelujah.
I don't know.
Yes, it's going to be a live Yes.
That's it.

What was the name?
Remember, family.
He In the absence of Cherab Salazar, You want to m check guys now that I'm here.
>> Ready?
>> Do you guys have your phone?
>> Santi.
You got to have your >> hurry up.
>> Don't overreact. You told me that.
>> Yeah, that's not right. Something you just told me right now. Just a few seconds.
Antonio ready. Okay. 43 221 quadro 43 221 4 321 4 32 1 ready. Okay, thank thank you so much for joining us. Uh that suspect uh 32-year-old male who we just arrested uh he's being charged with online solicitation of a minor, which is a felony three. Uh we've we've been here many times over the past several months talking to you all almost on a weekly basis uh about cases quite similar to this. So this this afternoon or this morning, our uh human exploitation unit uh working out of our organized crime group uh received information on this suspect that was attempting to establish communications with whom he believed to be a 16-year-old female. Of course, in this case, the 16-year-old female was actually an undercover uh deputy from the sheriff's office working alongside our our partners at the US Secret Service. Um they actually knew who this suspect was already from a previous investigation. You may recall back in April you all covered for us. Uh at that point this this same suspect had been communicating with again at back then who he thought was a 16-year-old female.
As it turns out, it was an undercover.
But for whatever reason at that time, the suspect ceased communications before actually uh getting to the point where he was he was meeting with this with the victim. During the course of that that invest that past investigation, there were some indecent proposals made toward what he believed to be a young young girl. Uh sure enough, in this in this latest instance today, very similar circumstances. Again, he thought he was talking to a 16-year-old. he began making inappropriate requests of this young young girl. Uh inappropriate and and in fact illegal acts that he was requesting of her. Uh but again, unbeknownst to him, it was actually an undercover detective or deputy that he was speaking to. Uh an arrangement was made to meet up with the with the victim at the 10,700 block of Petranco Road at a at a nearby restaurant and he was placed under arrest by a member of our SWAT team without incident. And so at this point, we begin working the case uh forward. We have seized uh some communication devices from the suspect.
Again, it's not unusual for us to find that these folks are into other things.
So, in other words, we're we're fully expecting that we might possibly find uh child sexual assault material on here or child pornography on his on his uh devices. And so we will certainly be adding additional charges if that does uh turn out to be the the the fact. Uh also in this case we were able to develop information that in fact another agency area agency was working a case of similar conduct involving the same suspect. So in other words three different instances where he thinks he's talking to three different underage girls when in reality he's talking to three different undercover operatives.
And so I I I use this as an example that somebody that's doing this this often to where we're we're we're catching him literally red-handed three different times, I'd venture to say we were talking about it upstairs. How many victims are out there that that that aren't actually that they're actually a 16-year-old girl? And so again, while we're hoping that that's not the case, we're asking for anybody with information involving this suspect or anybody else for anything anything similar to please give us a call 210 3356000.
Uh, internet.
Trophic victim.
Any questions?
10,700.
>> They have nothing to do with it. It was just a location picked by our undercover and said, "Hey, meet me at this restaurant.
Okay.
investigation.
You said three different >> three different three different instances where there was these were all three undercovers. He thought he was talking to three separate little girls and in reality was three separate undercover officers with three different agencies.
>> Because he actually showed up and and was was ready to to commit the act.
No, the clearance.
Say, say something.
So he had a contractor. Yes.
>> He's some he's some kind of contractor and he'd been doing some work out at Lackland. Now obviously they had no indicator that anything was going on. So he was given some sort of a clearance. I don't know if it's a security type clearance or just a gate pass, right, to get in and out and do some work, but uh we've already notified the military that, hey, this this guy does some work for you guys. He's here's what we got him for. So, they've already taken their steps that they need to revoke whatever it is. Uh no indicator from us that there was anything involving any kids on base or anything like that. He's probably doing some legit work for them, but unfortunately, he's not somebody that they're going to want coming in going from that base anymore. Sure.
In this instance, it was it was the Whisper app. It's it's one that we've dealt with before. And he was, you know, established communications with these what he thought were young ladies and then but in this instance, uh, he moved decided to move the conversation to texting back and forth with this person that he thought was a child.
>> Whisper.
He was not misrepresenting himself as a as a teen. You know, in some instances we've seen where folks will pose as a younger person to lure younger people.
My understanding is this guy was being upfront about that he was an adult and he was looking for young girls to meet up with.
>> No, at this point we we're not going to until he's booked and then we'll go ahead and send his name out to the to your desks.
you guys are really targeting.
>> We we are I mean we we've we uh our our human exploitation unit is really taking a forward-leaning approach. Uh, and you know, quite frankly, the folks at Secret Service have have really been working with us really well. And so, again, for for us, working with an organization, an agency like the Secret Service, it works out for us. They've got better tools than we do. And so, certainly, the two unit two agencies are working really well together, and we're going to continue to work well together.
Oh no.
>> Uh, yes. I my Yes. My understanding is that I don't know the breed of dog, but just that that uh we're it was reported to us that a 2-year-old little girl was bitten on the head by a dog and that she was bleeding. Thankfully, the the injuries are non-life-threatening. They I don't believe that they know who the dog belongs to. Uh but our deputy was somehow able to get that dog caught and in his patrol car. So, right now, the dogs contain it's two dogs, as a matter of fact, are contained within the backseat of a patrol car and we're waiting for uh animal control to come get them.
It's two dogs and non well two dogs contained. One may have been the only one that did the biting, but uh at this point we're waiting for animal control and thankfully the little girl looks like she's going to be okay.
>> Um she was transported.
Was the little was the little girl transported?
>> Non-lifethreatening, but okay.
>> I don't Yeah, I don't know. I don't have much information on that yet, but the last update I heard they were still at the scene, so I don't think she's been transported yet.
Pero.
Gracias.
Repeat >> in English. That one. Okay. Um, okay.
>> Oh, wow. Okay. Uh, okay. No, no, no. Um, a 2-year-old little girl was was attacked and and bitten by a dog is the information that we received. Thankfully, the little girl suffered non-lifethreatening injuries.
So, while it's certainly a scary thing anytime a 2-year-old or any child is attacked by a dog, in this instance, thankfully little looks like the little girl is going to be okay. Uh, the dogs have been contained. One of our deputies was able to catch them and contain them in a in a patrol car.
>> I Yeah, I don't have any information on specifics of where. I just know that it happened.
Oh, mom. Mom took her to the Okay. So, not EMS. Okay.
>> Mom took her to the hospital.
>> Yes.
>> The gambling op. Yes.
>> Okay. So, um this would been yesterday about 3:00 in the afternoon. uh the Bear County Sheriff's Office organized crime unit executed a search warrant at a gambling location in the 70 7400 block of US Highway 90, which is actually in the city of San Antonio. Um when we made entry, we discovered over 40 individual machines that were there being used for for gambling. Uh we contacted seven people there. So five of those people were actually customers that were there uh gambling, physically gambling. They received citations and then were released. There were two employees that were there at the location and uh a third owner that was not found at the location. But all three of those, in other words, the two uh employees that were there plus the owner are going to be facing charges of gambling promotion, which is a misdemeanor, possession of gambling devices, which is also a misdemeanor, and then engaging in organized criminal activity, which is a state jail felony. Um, as I mentioned, a total of 44 gambling machines and $19,000 in cash uh were located on the scene and seized as evidence. Uh, again, in these in these cases, and I'll use this I'll I'll say this as a reminder that the mere possession of these case of these machines is not illegal. It's the manner in which they pay out. So, in this instance, from what I'm understanding, it it appears these people tried to circumvent the the law in that they weren't necessarily paying out. Here, you win. Here's cash. It was here, you won. Here's a bunch of what's described to me as beads. Beads. Um, but there's a store next door that buys beads. So, here you go. Go sell them to them and then we're good. As it turns out, that's still illegal. And so we we we placed everybody under arrest that needed to be arrested.
Uh person.
for articul.
Um, I don't have that handy with me right now, do I?
the name of the business. We'll have to get that to >> you.
Okay, we'll get it to you.
>> It Well, it's a lucrative business. It's a lucrative business and they're all over the place. And so, again, for us, you know, we're we're always on the lookout for this sort of stuff. And so, you know, for us, it doesn't matter if the business is in unincorporated Bear County or in the middle of the city, we're going to work it. It's all the county. So, you know, many times people will question, well, why is the sheriff's office getting involved in the city? Well, because it's still also in the county and we still have jurisdiction and we're still going to work it.
>> Well, look, I mean, yeah, you're right.
You know, while I was doing No, y'all should have caught me yesterday or last month or last year. Well, you know, every time you go fishing, you don't catch all the fish in the lake either.
Um, so just because you did it for a year or a month or six months or whatever and got away with it doesn't make it legal. It just means we weren't able to catch you until this point. We catch you today, you're going to jail today.
