In 1858, a mass poisoning in Bradford, England killed 21 people and injured 200 when confectioner Joseph Neal used daft (plaster dust) to bulk sugar, and pharmacy apprentice William Goddard mistakenly scooped 12 pounds of arsenic instead of the plaster dust, contaminating 40 pounds of dough where each sweet contained four times the lethal dose; the tragedy resulted in acquittals due to lack of toxin labeling laws, ultimately leading to the 1868 Pharmacy Act which established the first legal controls on poisons and food safety regulations.
