After the Civil War, many formerly enslaved families began working and improving land they believed they would keep. They built cabins, cleared fields, planted crops. Then the policy changed. Under President Andrew Johnson, large amounts of confiscated Confederate land were returned to former white enslavers.

[00:00:25]Federal officials understood something important. The land had been improved by black labor after emancipation. So in many cases, the government required former owners to compensate black families for those improvements before reclaiming the property. That labor created value. But when ownership reverted back, many black families were pushed off with little or nothing in return. Not because the improvements didn't exist, because enforcement didn't.
