Well, if they would operationalize Section 17, if they would issue a proced- procedural clear procedural mechanism as to how they would implement surrender because it has always been outstanding and I hope the people will understand that RA 9851 was specifically passed to fortify strengthen our local criminal laws. It is not meant to um give a license for us to just to surrender right away our Filipino citizen to the ICC in case of violations of the provisions of the Rome Statute.
