USCIS just issued a massive policy memo and everyone is asking which visa category does this policy memo specifically target? The answer is all of them and none of them. The memo doesn't really change any law, but it changes the mindset with which visa officer looks at your case. In the memo, USCIS uses the word administrative grace and discretion, formally reminding the officer responsible for your case that adjustment of status of green card application within the US is an extraordinary favor. It's not really your right. Up until now, if your paperwork was in order and the visa dates were current, all you had to do was apply for adjustment of status and the next update usually was a card is being produced. Unless they found something and then you would be chosen for a random interview. This is now changed. So now the officer who's adjusting your case can actually ask you to go back to your home country for consular processing instead of just adjusting your status right here in United States of America. Do you know what that means? That means an another layer of microscopic inspection of your entire case. If you are from India, you would have to go back to India and get your green card adjusted there. It really does not matter if you've been in this country for 10, 15, 20 years, what your paperwork looks like, if you have a clean record or not. Well, that's actually more important. If you have a clean record, the process becomes way more simpler for you even with this additional step, but if you do not have a clean record, that is something you need to be very careful of.
