This initiative masterfully rebrands state authority as community synergy, proving that modern law enforcement is as much about social engineering as it is about public safety. It effectively secures order by embedding the administrative state directly into the neighborhood's social fabric.

Happy Friday everybody. Welcome back to Live on Patrol.
Moving the midnight act up.
Hopefully start the night off with something interesting.
Looking for a black Jeep with blackout plates that was driving recklessly.
Um Billy had just happened to catch it out of the corner of his eye but wasn't able to catch up to it or get a license plate over here on the east side. So, keeping my eyes open for that.
Hopefully it pops out again. We can find it. Have a conversation.
Looks like Roseville is making an arrest off of Larpender for uh female with a warrant for interference with a 911 call.
That could be anything from completely prohibiting someone from making a call to 911 >> or it could be >> hanging up the phone one time when they call 911 >> 3925 traffic >> either way. Um, it is against the law.
>> Big night mohawk with Minnesota King Adam Union 610.
Just going to take a roll down the alleyway here.
Been a lot of stolen cars dumped in this area as of recent. A lot of times alleyways It doesn't hurt to drive through a couple times.
Sometimes they just park them just look like it looks like another vehicle and can drive right by and not think twice about it.
And other times they ditch them in the middle of the alleyway.
Sometimes even still running.
And that's a little bit more obvious.
346.
You're going to be clear for you.
>> We've got a full crew.

Ramsey County played in a hockey game this last weekend.
It's a fundraiser for domestic assault if you didn't see it posted online. It was a really good turnout.
I don't know exactly how much money they raised, but >> anything is great for a good cause like that. So if you guys went out or supported in any way >> 446 area, >> there's not enough thanks to go around for that.
It's a huge thing that affects a lot of people. I need you to >> 824.

>> Violence can affect anybody at any time.
>> So, it truly is for a great cause. They also have another fundraiser.
Um, I believe it's this weekend. It's called the Big Bear Hockey Tournament.
>> Connection to 7750 Silver Lake Road.
It's where a lot of law enforcement agencies as well as fire departments, uh, they get together, they play hockey again. Um, >> crim damage LCR unit 196.

>> Uh, you know what? I'm just going to make sure I know what I'm talking about before I say it.
So, let me just look it up quick.
just because I want to make sure I don't give any bad information.
So, it's named after a wellrespected police officer from the city of Brooklyn Park.
uh he started the organization or they started it for him to memorialize him as well as get people together. Um they held their first hockey tournament in 2019 for another Brooklyn Park PD officer who uh at the time was battling cancer.
Since their start in 2018, they have raised over $92,000 for beneficiaries.
So, a Brooklyn Park officer, Bloomington officer, Savage, um a Ramsey County deputy, two of them actually, uh Golden Valley officer as well as a St. Paul officer and a Washington County deputy.
So, truly a great cause again. Um, so if you're looking for something to do this weekend, I believe that's going on Friday, Saturday, and Sunday.
You just have to Google it and see exactly where >> and go report and we'll head to Emerald.
>> 44 coming.

Kind of a weird deal with North St. Paul. Had a vehicle stop, took off, and then stopped again.

So we use phonetics for pretty much everything. Um, just cuz it's easier.
You know, obviously your D's, your E's, your B's, everything like that kind of sounds the same, >> right? Correct.
>> When you're on the radio or even on the phone, um, St. Paul primarily uses the military phonetics, whereas >> every other agency in Ramsey County uses the police phonetics. Um, you know, you'll hear Pat, he uses more of the military phonetics because he worked for St. Paul for so long. Um, they don't really care what you use. They just want to make sure that they can understand what you're saying. Obviously, if you threw a weird a weird word out there, um there'd probably be some some jokes to be made, but mainly it's just wanting to hear clearly, especially when you're on with dispatch running someone by their name.
Um, they always joke about how they you could have a name like Robert, which everybody can pretty much spell Robert. So, you can say common spelling and then you'll get just an outlandish spelling of a name and somebody doesn't want to spell it for you.
>> I'm sure the dispatchers love that.
I got to pick on Sarah sometimes because she likes to do that.
And I don't know why, but we have kind of a a weird order that we run people's names and birthdays by. We go last, first, middle, and for their birthday, we go year, month, day. Um, I'm not exactly sure why that is or if it started that way because some some system populated the last name first and that's so that's what they wanted because that's where their you know their mouse cursor went right away. I'm not sure but that's how we do that.
Lot of construction.
Definitely makes it difficult to go around, but >> at least there's >> Did you want anyone >> some way to get over around here?
>> South Minnesota Zulu Union X-ray 555.

We'll try to get off some of this construction.
It is nice that Minihaha is all done with construction and how wide The streets are now >> 219.
Last Friday was very busy. Uh, at least for me, I felt like it was every way I turned, there was something going on somewhere, which is great. Obviously, I love that.
And then I think we were off of live and right at the end when we were kind of all departing on our ways finishing up whatever we had going on there was a pursuit that came in from Anoka County that our deputies got into. Uh Rick Wine was able to deploy successful stop sticks which is great. Um, I know he for sure got the first two tires. Um, but he may have had them run over all four, which is fantastic. Um, can't ask for better than that.
And then they were able to box in the vehicle on the highway.
Passenger fled on foot. Driver stayed in the car. uh both juveniles >> status >> are very well known to us.
So I stopped up there >> just to kind of see what was going on and who was in the car. But that's kind of how we ended our last Friday night.
And it sounds like the sheriff is going to take you guys back in a few minutes, which I'm sure will be much appreciated by everybody.
He's always got a lot more interesting things to say.
And if you guys ever drive around here, Johnson and Failen, you can smell the fresh bread. It's like one of the best smells in general. It's just one of the best smells. It smells so good.
I'd love to just have fresh bread smell all day long.
So, >> this is Magnolia. It's kind of a You can technically take Failen um Boulevard up to Maryland. You can take this to Barlay over to Maryland.
>> Yep.
>> It's kind of a forgotten street sometimes just cuz there's only a few little residential spots back here. Um, you take this over to Ames and then to White Bear if Maryland's super backed up. But, um, people seem to like to dump stolins over here sometimes. So, try to drive through here as much as I can.

Obviously, they're out thieving or doing something they're not supposed to be doing, but I'd like to get the car um moving to see who's in it and see what the heck they're up to.
So, I'm looking for that one, too.
actually the neighbor of a backseater.
So, if you're listening, I'm looking for it.
A couple vehicles I'm looking for. Wish I could share all of them with you guys.
It's always nice to have an extra set of eyes looking for stuff just like how Pat does with the stolen vehicle page. Um just sometimes just just don't want people to know we're looking for them.
But that Facebook page has been >> great. uh everybody who's a part of it or calls in any possible sightings or >> and you know obviously any real sightings but even any possible sightings is very very very helpful for us right now.
So if you guys are part of that, thank you because it >> it really does take a village >> and said can't say thanks enough. I mean >> this is just as much our community as it is >> or just as much you know both of our communities that we try to keep keep improving. film 36 west cent >> be better with everything. So if you're a part of that >> thank you very much.
And make sure you tell Pat thanks because he puts in a ton a ton of hours managing that. Um, like it's pretty much a full-time job in and of itself. And the guy does it, when he's working, when he's not working. Um, you know, all hours of the day and night. I mean, it's just, it's crazy how much time and effort he puts into that. So, make sure you let the guy know how thankful you are if you, you know, had your vehicle stolen and it was posted on there or, you know, just appreciate a guy working hard.
He's uh great for that. Very diligent, a lot of attention to detail. always make sure he's got good pictures and good descriptions and it's a pretty daunting task actually. So, he does a an absolutely fantastic job.
is doing >> and uh ever since he's been involved with that.
>> There's a lot of things that I miss >> just because there's so much stuff going on some days or you miss certain calls for service, but helps you realize what trends are going on, what areas are being hit, um and all I mean everything that helps us do our job better. So, I'm definitely thankful for him managing that.
And up here on the left, they finally uh got the building taken down. I don't remember if it was CVS or a Walgreens, but if you drive by Maryland in ' 61, you'll see a big opening on the south side. They finally got the building torn down. It was a little bit of an eyesore for a while. I don't It must have been a CVS cuz there's a Walgreens there. But I don't know what they're putting up there.
>> Hey Jenny, please hold down please.
219.
>> So 8 O's in um Roseville are the Surgeents.
Uh 6's in Ramsey County are the sergeants. The one 12s and 300s in St. Paul are the sergeants.
And it sounds like the sheriff is taking you back. So if I see you later tonight, we'll uh try to find something to get into. Otherwise, I'll be still on the hunt while he's got it.
>> That's Nicole.
Back seaters. Pat and Bob back together again over here on the east side.
>> Together again.
>> Over here in Maryland.
But we're headed over to Rice Street.
Got a call on Rice in Manitoba and a person threatening people with a knife. Pat's going to give you a little blowby-blow here as we head over there.
>> Yeah. He'd been trespassed from the building.
Uh he pointed a long knife at the complainant and uh apparently fled before the officers got there.
Got a long butcher knife and he's on foot in the neighborhood.
Butcher knives have been very uh active in assaults lately. Of course, we had the big one in Time Square Union Station.
>> Yeah.
>> Where three elderly people were cut with a butcher knives. There was that one. Remember the the lady that stabbed a young kid in a in a shopping cart? Cops. Yeah. That was a terrible deal. The cops very very efficiently ended both threats.
>> I don't know how bad the scar is going to be for the young boy that got stabbed.
I don't think I have any red lights on.
So, let's assume that's an Uber.
And as you know, we're monitoring all the frequencies. However, we have the St. Paul frequencies in our ears because they are encrypted.
>> So, we can hear the St. Paul cars talking about where they're searching for the suspect.
>> And he's supposedly with a group of people.
All right. Interesting.
Interesting.
Think they're all carrying machetes?
>> Hope not.
Okay. All right, road closed. 4/10 of a mile ahead.
We can work with that.
Going to put the helicopter up. See if they can find the suspect. You want to put it description out one more time, Pat?
>> Yep.
He is a black male.

>> He's wearing he's got short black hair.
>> One second.
>> I don't see it at our 10.
>> Just heads up. There's something in the area.
>> Okay, hang on. Nicole had a >> Was it fleeing from you or what's the status?
>> I blew two reds on Maryland. I was trying to catch up. I never got close enough.
I didn't catch the vehicle.
>> I didn't either.
>> Hey, give that to us again, will you?
Pat and I were broadcasting.
>> The black Dodge Ram like a 2015 model.
Pretty clean. Was last on North Orient from 35 or from Maryland. I got to Arlington. I didn't see it.
>> Might have down into that homeless Well, let's let's work on the bad guy here with the knife.
>> Actually, I've got it at 200 Bigalow.
>> Okay.
>> All of them.
>> All right.
200 Bigalow.
>> Cut it to you.
starting to pick up a little bit. It's been busy tonight.
St. Paul did a really good job earlier at uh at the Aldi on Suburban where a guy who had been stalking a woman, threatened her with a pistol and uh he fled before the officers got there, but they did a successful canine track.
>> That's awesome.
>> And they got him and then they did they backtracked looking for the backpack he had. They got the backpack and his gun.
>> That's great. It's great work.
Great work.
>> I'm good.
>> Nicole said she's good.
Sounds like helicopter's coming from Minneapolis.
So yeah, this is uh if you're in the area of basically rice in front looking for a black male with short black hair. He's wearing red shorts with a stripe on it.
White shoes carrying a green duffel bag and he has >> he's got shorts on any big Yep.
>> 40° and she's wearing shorts.

Why are we lot of road construction going on?

>> Four lanes. We got >> two dedicated lanes and a ch turn lane.
But I I tell you what, I like the way the street looks. We got a little more boulevard going on.

>> Yeah. What do you think that is?
>> Car facing somebody in the street. Yeah, >> definitely is a guy in the street.

Well, I got to say I'm glad that I I enjoyed our summer. How about you? Did you enjoy >> Yeah, it was a great summer.
>> Great couple days. Was great.
>> It's going back down to below freezing tonight, folks.
>> Yep.
>> All Minnesota.
You see the tornado >> tornadoes that were out there >> today. Southern Minnesota covered a couple tornadoes.
>> Wisconsin had a couple.
This is a tornado bill.
Wasn't Shark NATO, but it was tornado.
I watched the I watched that movie Thrash.
>> What is the You know, I saw just a a photo like a screenshot from it.
>> I don't remember. I don't recommend it.
It's not getting the Cisco and E two thumbs up. He's getting the Bob and Bob two thumbs down. But if you're really into shark movies, you probably like it. Somebody just ran right up here. Take a right here.
>> Hello.
>> Hi.
>> Oh, that's the house. M Milwaukey's house >> right there. That was one of those two houses he ran up. I saw him going in the door first. First first I thought he was going in the in the yard, but that's a Korean house. Okay.
>> Oh, yeah. Yeah. Yeah.
So, yeah, I don't think I I I just not highly recommended that. Not at all. I just Unless you really like sharks or if you like people getting eaten by them.
Now, I saw a woman like swimming in water and there was a stop sign next to her.
>> Yeah. So, is it like a a hurricane and you ask the setup of the plot is a hurricane hitting the eastern coast >> and the storm surge causing water to breach dikes and come into town >> causing 6 ft of water through the whole town.

>> But >> of course, a large number of sharks join the surge, which didn't make any sense except for the fact that there was a truck. What What are we doing here? A truck full of uh meat.
I don't know, like ground beef meat.
>> Okay. that got caught in the surge and broke in half. And so there was all this chum in the water.
>> Oh, okay.
>> All right. Red red beef, whatever it was, which attracted all the sharks.
But I mean, I'm not even going to go into detail. Don't unless you just love people getting dragged under and eaten by sharks one piece at a time.
First a hand, then a foot, you know, unless you want to. And if you like the drama of Jaws when that poor girl's swimming, mostly they were bull sharks, though.
>> I have >> bull sharks. And but and the bull sharks, remember I told you Bobby swam with bull sharks and I didn't know how dangerous they are. Jesus Christ. Down in the Bahamas once.

>> Great. Not good.
>> Anyhow, >> I still haven't recovered from seeing Jaws.
>> When did that come out? Late 70s, early 80s?

>> Oh my god.

>> Cisco and Eber. We'll just call it, you know, Scott Fletch.
>> There you go.
>> I like it.
>> We're on Front Street coming up on Dale, folks.
They got that whole area perimetered off. They're going to use a dog. They got helicopters.
>> So, they're tracking them. We're not going to tell you where, but but over in that neighborhood, the odds are they might find refuge in some type of abandoned house.
What else went on this week, Pat, that the backseaters might be interested in in crime and law enforcement?
>> Oh gosh.
Looks like that wind is coming from the Where's that coming from? The west now.

>> So So successfully maneuvered a critical incident and >> Yep.

supposed to be a article coming out about crime being down in St. Paul. I don't know if it's in tomorrow's or Sunday's Pioneer Press, but Porter called me and asked a few questions about crime reduction.
I always try to mention there's a lot of pieces to the puzzle and one of the pieces that is often forgotten is the >> 5183 >> the youth outreach efforts of groups like the Santa Foundation >> and African-American leadership council. >> Yeah, no doubt. Apparently around the country they got a marketing strategy using Tik Tok and everybody goes there.
Seven brews in Vadness. It's first one in.
We got offduty cops working to direct traffic to a coffee shop.
>> Wow.
>> And now some of the elected officials want us to work traffic on the freeway ramp.
>> Oh, really?
>> I think we'll call the state patrol to work traffic. Hopefully the promotions they have going up there in Vadus will slow down. But yeah, I went over there a week ago.

>> See if I can get it.
>> And then they're going to get fly over there and they're going to the owner must have a little tracker on it or something. I don't know. Either way, >> it is a 2025 so that would make sense.
So, >> update now is 200 Morgan Avenue North.
>> Oh, it's moving.
Okay.
>> 200 or 2,000?
>> Good question.
>> 200 Morgan is a valid address. Um, how far behind is this? Like we're checking a couple blocks either direction. We're not seeing anything yet.
>> This one says 2,000 now.
>> They're saying it's still at 200 Morgan Avenue North currently.
>> There's another uh major event on the university campus.
>> You think there might be a little park that they might be in?
>> Can you look at Well, look at our intel thread.
I >> think there was an event on Buford tonight that we >> East Bank >> Memorial I haven't heard any calls there.
When would it have been put in? today or it's last week.
>> Oh, but I don't see it.
>> On that address check, double blank.
>> Yeah, we're looking nothing yet.
>> Might have been a picture.
>> There's a lot of back alleys.
>> Could be in that muddy.
>> This is like a find my iPhone where the radius is actually pretty good, >> which I don't think I'm a part of.
>> Okay, that's a problem.
>> They're saying this is through a Hyundai app. I'm gonna ask him to send a screenshot to me just to verify the address.
>> I like though, you know, when we first started the >> cat so far, >> there were very few people that tracked cars.
>> Mhm.
>> 13.
>> We became one of the ones that uh >> is it dark by chance?
>> Dark in color. I think it's a good dark green.
Yep. Like we got it here. Uh give me a second. We are 200 Morgan is a decent address. Um it's in a back alley. So if you have a map ahead of you between Chestnut and Second Avenue between Logan and Morgan. If we lock down those four corners, we'll be able to grab these guys. It is running. Lights are on. I don't know if it's occupied, but the driver's windows down.
>> Copy that. If we get K9 going, that'd be great.
said it was in the alley between Logan.
Logan and Morgan.
>> Yeah, looks like there's a squad there.
Let's not spook it. Let's get some uh perimeter containment first >> if we want to get like chest up between Logan and Morgan and second between Logan and Morgan. We could at least block out the alley and then grab a team and go in there. It's about mid block uh between second and chest up >> facing north. They're facing. So, >> what is that one? Is that >> uh kind of neither. It's backed in, so it's going to be facing the alley. If you wanted a reverse, you'd have to go through a pretty high fence.
>> So, if you had some kind of bigger vehicle to block it in from the front, >> um it's wedged in between another car and the day garage.
>> I'm sorry.
>> Does it have the hours?
>> Doors open.
It doesn't say where, but maybe you know where.
>> I have a video of the possible suspect that stole it. Um, I'm going to try to get a description out for you guys. See if it happens today or fire though.
>> Might be in the text above or below it.
>> Correct. This alley comes back out to Morgan just north of Chestnut. Someone needs to go down there and just hang out at the entrance of that alley and just pinch it.
>> 323. That's what I'm doing right now.
>> Do you see me trying to find the entrance to this?
>> Didn't know that.
>> Copy that. Yeah, thanks. 1247. If you get to chest out in Oregon, it's about two houses north.
>> Good info.
>> There must have been another one, too, though. It's going to be on your left right about now.
>> Yeah. That's from >> U of M. Yeah.
>> Oh, okay.
>> Car is still there. Um, lights are still on. I can't tell if it's bright on or just super bright tail lights, >> but it hasn't changed um since I last found him a couple minutes ago.
>> Yeah, we got enough squads in the area.
>> We're like an Awax. We just got a lot of intel.
>> Buford K9, please.
>> And how what hours are that one?
the south is going to be on your left and it's only going to be about 3:30 p.m.
>> Maybe let the north guys come down a little further >> before you turn in.
>> All right.
>> Tell me that flight just open.
>> I think I'll just be cognitive crossfire.
>> Thank you.
>> That one's broken.
>> And Minneapolis is working on getting out here.
Minneapolis tech one can run locate a perimeter and we'll bring here right now.
>> There's somebody walking out one house to the south of you. Somebody walking out to your spots in the backyard.
Well, well, well, well, well.
>> 216 Rail pickup truck. Record 200 Morgan Avenue is the correct address where there's a vehicle being recovered from.
>> Thank you.
>> Copy. We'll take K9 at the car. We're going to not dirty it. And if we can get Minneapolis for a minute, please.
>> We're going to make a quick swip sweep through Dinky Town here. That' be very confusing for these college kids if the the temperature dropped 43 degrees in 12 hours, right?
>> Mhm.
>> That's got to be that's brutal.
>> That's got to be a college challenge.
>> Minneapolis 463. No big deal.
>> Decently big, please. probably have a 5 to 10 minute time to lay down.
>> Not a lot of people on the streets.
>> Yeah, there are a table when it's warmer.
>> A lot of sweatshirts and flannel on >> KK Club.
I mean, there was nobody moving around um when we first found this car. So, I'll keep looking, but my gun tells me they might have dropped into a house today.
>> There's a K club there. College.
>> It's college spelled with a K.
>> Okay.
>> They didn't get an A in English.
>> Speaking to the RPA owner of the car.
Sounds like it was stolen around 7:15 tonight. They saw two black males.
>> Car was stolen about 7:15 years old.
They can only see the passenger. He's wearing all black.
>> Head up just a hair for the back seat.
>> 323 cars. Do you hear warnings, please?
>> So, they're giving warnings that the K9 is out and doing a track.
I don't know if you folks take this route very often, but this is 10th Avenue.
I always use 10th as my bypass to get out of Minneapolis.
And um um you can get on the freeway, but if it's rush hour or something, you don't want >> 357. I'm getting into the area where my needed.
>> So down there at Cedar and Washington there, just the freeway, you can sneak out on 10th northbound.
>> And then of course you're you're crossing over University and fourth, you know, Dinky Town Street. If you just keep going on tenth north here, all of a sudden, abracadabra, you pop out on KOMO.
>> I didn't know that.
>> It's my favorite shortcut over here.
Well, I don't know. Short, but it's definitely there's less traffic.
So if you come over here in university to Dinky Town and you want to go back to St. Paul to the east bank campus all that >> actually copy valley please >> here you are right here southeast com right back and a half I did not know that.
>> Minneapolis 465 Grammer stay in Second Avenue North.
>> I learn something new just about every time I ride.
>> Likewise.
>> Minneapolis 424. I'm at third in Logan.
>> Minneapolis 463 dinner. My wife and I had dinner last >> Friday night >> up here at a restaurant called Mannings.
Ever eaten there?
>> It's a nice casual professional casual restaurant.
>> Mannings?
>> Mannings? Not Manny's?
>> No, I've never I'll show you. Yeah, it's a great little spot. The whole neighborhood loves it, but a lot of people don't know about it.
But it was your kind of place. I'm just telling you.
>> Okay. You'd like it, Mannings.
>> I'm going to put that in my Google right now so when I get home I can >> look at it.
>> Went there with uh Dick Trestle, guy I used to coach with at Hamlin. He was the head coach.
I was a measly assistant and uh Bill Davies, he was in town.
>> Can we get a Minneapolis squad in the car for >> Ron Woodbury? another assistant coach there.
Some great people. I might have mentioned them last week. I'm not sure.
But as long as we're here in the same neighborhood, as fate would have it, I'll show you where we had dinner.
So, technically, we're on Como. We're on the Minneapolis.
>> Minapolis 462. I can break for my perimeter spot.
>> Yes, please.
One of the reasons that we're having such good luck >> with our stolins and stopping cars from being stolen over on our side and we've had amazing ah we can't call >> success amazing success >> and I know I know some of the media has tried to make flock a uh >> controversial issue. I have to tell you, it has helped us reduce crime amazingly.
So, we don't care if you're going to the grocery store or seeing your girlfriend.
All we care about is stolen cars. That's or cars wanted in serious crimes.
>> Here's Mannings right here.
>> Okay.
>> And uh let's see there. Right across the street. They got a couple other nice bars here, too. What is this one here?
>> Como tap.
>> Komo tap. Yeah, it looks crowded, huh?
Yeah. This is the more mature college students.
>> I like the looks of it.
>> Yeah. But, you know, nice casual dining there. Get some TVs going on.
>> Yeah. You and I should go there sometime.
>> Yeah.
>> Mannings.
>> I'm up for it.
>> Yeah. It's good to get away where nobody knows us.
That's my theory.
>> Absolutely.
>> Works for me.
>> 39 30 39 25.
>> So, for those of you that >> aren't familiar with the university, the University of Minnesota occupies a part of Minneapolis and a part of St. Paul.
>> Generally, the Minneapolis part is referred to as the West Bank cuz it's usually most of it's on the west bank of the river, but that's not actually true. There's the West Bank and there's the East Bank that are both in Minneapolis.
>> But then there's the St. Paul campus, which sometimes is referred to the agricultural campus. Yep.
>> Cuz they have a lot of specialty in agriculture and they do a lot of research and I'm not sure about the animal research veterinarian, but I know the agriculture part. Station 280 right here on our border.
>> This is St. Paul. Now that we hit station 280, >> five markings 22 and 25.
>> Well, I was going to say we try to keep track. We try to put our flock cameras on the entrances to our county. So when a stolen comes in, >> we're alerted >> and roll toward the stolen.
Consequently, >> not many come in anymore.
>> Mhm.
>> Right, Patrick?
>> Very true.
A lot of people are under this misconception that the flock cameras are tracking you.
They have they have no idea who you are unless it's a car. We're looking for a stolen car.
>> Yeah.
>> Someone wanted on a for a serious felony >> and the stuff's deleted. You know, 30 days it's all deleted.
>> So, There's a lot of redundancy on on why you might be looking for a particular car. I mean, you've got to justify it.
And of course, being a stolen car is a good justification, which is our primary use of it. And the other thing is that most of these stolen cars are used in other crimes.
Robberies, more stolins, egg assaults, shootings.
So that other event that we were going to was on Buford, right?
>> Yes. I want my video back from where you guys and I managed to find it. That was under two minutes. And You know, you guys you remember live catch that Schultz character in that stolen on the west side.
>> Yep.
>> I'm going to make a plaque that goes on the wall in the cat office.
Do you remember what happened when Mark Suki thanked the trooper for his help and told him I couldn't do it without you? Do you remember what the next words out were >> from the trooper?
>> I think so. Well, I remember and I remember >> I'm going to He says the team, right?
>> Unbelievable.
>> Right.
So, you're the best in the business.
595.
>> I got to put that on a plaque with the date and the time and the location. I mean, that's just, you know, that's a compliment.
>> That was a very cool compliment.
>> Humbling. It's very humbling.
>> Yeah.
>> Okay. Um, >> and I think it's that same trooper who's over in Minneapolis right now.
>> I recognize the voice.
He has a very distinctive voice.
He's probably going to call me and say, "Bob, can you change that to one of the best in the business?
We are on the St. Paul County, Minnesota, the commonly agricultural campus."
And just let me say generally speaking, less partying going on over here on this one, right?
>> Yep.
>> We got numbers for Buford.
>> Uh 2000 something.
I can't agree.
That whole conversation about the trooper got missed. I saw the red banner come across and everybody's saying >> right when you started to >> the troopers are hacking us. I'm just kidding. Yeah, >> I was telling Pat last Friday when we >> call, >> we weren't live yet, but we were chasing a stolen and after the stolen was caught, Mark Suki, >> Mark Suki went on to thank the troop >> and the trooper after Suki thanked the trooper, the trooper said, >> "Always glad to help. You guys are the best in the business." And I thought there's the biggest compliment to the CAT team.
>> Unbelievably so.
>> And of course it's true. You know, I can't say that, you know, it's like Avis, you know, in the car business that Henipin County is like number two trying to catch a catch catch number one.
They're doing a fine job over there.
Right.
>> So, we're looking for that event. Pat, I don't know. Can you give me the numbers again?
>> Yeah.
you know which one I don't think it's >> we don't get many events over here in the agricultural campus >> any again Pat and I were saying that's was the greatest compliment anybody could ever >> pay to our troops right absolutely >> 4042 I think you're getting that call from our passenger you can have the So, we're on Buford over here.
>> Okay.
>> Right on the west.
>> This one.
>> Yeah. Right on the western part of the state fair.
Pretty pretty peaceful over here.
>> 2017.
>> Okay.
start.
>> Well, it look pretty quiet back there at 2017.
>> Yeah, with it starting at 4:30 at night.
>> I suppose it could be over.
>> Yeah, that's what I'm thinking.
>> California and White Bear Lima Delta Sierra.
>> So, if we come down Buford, a lot of people come to the state fair this way and there are gates down here, but right there is the bus parking lot for the Minnesota State Fair.
which is actually a pretty smart way to come to the fair.
Again, this is the University of Minnesota in St. Paul in St. Anthony Park, usually referred to as the agricultural campus.
And then Dinky Town technically is on the east side of the river.
There's East Bank campus and then a West Bank campus.
I don't know. They got what 50,000 students at the UN. I don't >> I think that's about right.
>> One of one of the largest in the country.
>> Got to be that building right there.
Looks like it's only lights on there.
They should have addresses on these big signs out here.
Yeah. Looks like it's probably wrapped up.
>> Yep.
Wrapped up.
Goodbye.
You know, when I first started, this was my district with Bob Luna and Pat Finnegan. You know that out here?
>> Yep. But we also know where you'd try to sneak to.
>> Well, down to Rice Street anytime you could. At least Dale. Sarge. Can I at least go to Dale Street?
Fledge, can you try to say it west of Snelling? That's That's tough, Sarge.
That's tough.
Very boring out there, said Sarge.
We had a harshman.
>> God, what a great guy.
>> Great guy. And uh Sar Mike Sarn, he was a great sergeant, too.
>> Excuse me. Goodness.
You know, I got to mention my birthday was this past Monday.
>> Yeah. You've been thinking is your birthday was like two weeks in a row.
Week before your birthday, people are wishing you happy birthday. week after your birthday.
I mean I mean somebody put your birth birthday song on there too.
video of the suspect now.
>> Well, his birthday gives you seniority, right?
>> Can you hear that number, please?
>> Anyhow, we're spending a little time up here in St. Anthony Park.
It's funny how you remember the uh funny how you remember the um things that did happen here.
>> Yep.
That murder I don't miss. Mike Brazzle. I just that one still troubles me.
>> Yeah, that was horrible.
>> And the Remember the robbery where the girl was taken by the suspect kidnapped from the St. Anthony Park?
>> Yep.
>> Yeah. It's just I don't know.
There not many crimes up here. And that's one of re one of the reasons they stick out in your mind when they occur.
>> Mhm.
Very quiet neighborhoods.
But back in the day when we had oh I don't know what did we have how many cops? 700.
We used to have a lot more patrol out here, folks.
>> Yeah, we did.
>> And we had sergeants that made the dep the patrol officers stay out there, >> right? Cuz we had enough cops that you didn't need them everywhere.
Looks like we have another auto theft 78 times since 11.
Where is that fight at?
>> Did you hear it?
>> I just sang it. I couldn't hear it over 245 Old Hudson >> further away. Folks, the notes there.
There's like What's Where's it at?
Sunray Shopping Center.
>> The bowling alley.
>> Sunray bowling alley.
>> Bowling alley. 10 people physically fighting inside now making their way outside. It's been going on for 2 minutes.
They're still fighting outside.
Currently on the south side of the building.
So that would be facing I 94. Yeah.
that I do crime.
Two weeks from now, we'll be What did she say?
>> There's a large group. They're not fighting right now, but there's a large group inside that the management wants removed.
Couple reminders of some stuff coming up.
The annual Cinco de Mayo celebration, Saturday, May 1st.
You'll see some of your CAT team members down there keeping an eye on any known troublemakers.
Can rest assured we'll law enforcement will be there to keep everybody safe.
Then of course later on in May and Memorial Day weekend is the prefair.
>> Yep.
Check out some new food at the fair.
Then in July, we'll have the Ramsey County Fair. Very cool.
>> Ramsey County Fair in July.
A lot of sheriff's deputies will be there keeping you safe.
And then of course the Minnesota State Fair right here just north of us on our left 61.
10196 >> New Brighton >> 1237 10th Street Robert Victor Zebra 005.
>> What do we got? What do we got? What do we got?
Maybe it's a stolen message.
>> Pulled into a parking lot at 1237.
Going to be doing a high-risisk stop.
Male's got a consort for felony sex crimes. Unpopular law enforcement in the past.
>> Where'd you get a backup son? Huh?
He's got a a felony warrant.
Hopefully he stops. It's not >> spots county central county eastern high.
>> I must have got the plate broke my gun semi-ooperative here.
yard.
>> Copy that. Yeah, block immediate area.
We're not seeing anything worth checking out either.
>> Okay, thank you.
>> We are Falcon Heights about to cross over to Roseville.
Just waiting for that car to tell us code four >> keep the channel for a little bit longer please.
>> 4482 >> our caller or pass 91 again you can have the TC disconnect flight will be clear. Okay, that's all I'll take.
>> I got a lot of little pieces going here and there.
I think the Rice Street thing they did not have they concluded the Rice Street search or >> um I believe so. I'll check the right after I post this stolen. I'll check >> what's stolen.
The oh the one I started to talk about >> taken from the mosque at 478 University a silver 2009 Chrysler 300 sedan sometime since 11 this morning until now >> played as RPT 516 >> Romeo Papa Tango 516 Six36.
Anyhow, I didn't really get a chance to express my admiration and appreciation for Barb Kirk Patrick's contributions.
She she just volunteered and helped us for so many years. Such a gracious, kind person.
>> And uh huge loss for the community.
>> Our friend uh Mark Pettit and Joe Padet, they just, you know, loved her to death.
So, I hope I hope we can hope maybe to have her husband ride along here sometime soon and we can actually honor her in an appropriate way.
>> That'd be nice.
>> There's a county attorney that passed away too here last week. 40 in his 40s.
I don't know. Really?
Yeah, he was a Matty uh Maddie was pretty close to Matt Marson >> to the prosecutor.
>> Yeah. Colin Haley.
>> Yeah.
Yeah. You know, >> too, >> we started that community affairs officer position. It was like St. Paul used to have the uh what was it? VOA.
Well, we call called ours the community affairs officers. and Larry McDonald helped us start it, you know, brought him over >> and uh just an amazing group of individuals that have volunteered their time.
I saw in a post the other day that our volunteers were working at the White Bear food shelf.
>> And the food shelf actually posted an appreciation for the sheriff's office community affairs officers.
So, thank you food shelf for recognizing them and thank you CEOs for all the work that you do.
I'm guessing I'm guessing uh the most one of our one of our volunteers named Surmeck probably showed up there, but they uh >> 71.
>> They do a great job.
>> 71.
>> Very cool. Away to stay on traffic westbound 694 approaching right there.
>> Well, this road's not too good.
>> No, it's not.
>> Have I mentioned my favorite donut lately?
You wouldn't possibly be talking about toasted coconut.
>> Well, yeah. I just want to say, you know, closer I get to Rice Street, the more I think about it.
>> Toasted coconut, Dunkin' Donuts.
Do you know that not every Dunkin Donut makes toasted coconut?
>> I didn't know that.
>> I do. I've I I've well I you can call it research or you can just call it trial and error, but whatever you call it. Not every Dunkin Donut sells toasted coconut.
>> Well, that's good to know.
>> But the one on Rice Street does.
>> Which makes you very happy. I know.
>> Yeah, it's my favorite donut.
Of course, I think did we discuss Butch Inks coming to work for us? Probably not on a live yet. Yeah, we >> No, we haven't.
>> We hired a retired police fire chief Butch Inks. And I'll tell you what, okay, I'm not gonna I'm not gonna say present company is or isn't excluded, but there's not a nicer man nicer man around. Just just And you don't expect that out of a chief.
There's But that guy's This guy's got some humanity, some character. I just couldn't let him retire from the business. We We couldn't let that type of talent go.
>> That's good. So, I recruited them back into public safety.
>> Nice.
>> But that's how you put together a team though, like >> it's going to be northbound Albert >> a bicycle.
>> Cutting through the lot.
Stand by.
Wait a minute. See where that bicycle is. Must be Albert like up in Shore View or something. I don't.
Maybe not. Maybe it's Roseville.
>> All right. We're going to be at 22 33 hours.
>> Anyhow, >> has the bicycle stopped?
>> I watched uh first >> I'm going to get on there. Did you pit him?
So, uh, I watched Butch over his career, just always impressed.
>> And >> he's got I gave him four different missions. One of them being help us improve the medical staff. I love when Pat puts his hand out like that. I love that when you call.
Um and uh so >> anyhow, health and in the jail, our medical services, but also our home, our emergency management. He's an expert in emergency management, obviously. Then uh government relations.
He's going to be one of our primary government relations with the city of St. Paul.
>> Oh, cool.
>> Everybody loves him, you know, and as they should. And then he has a big heart for wellness of law enforcement. I told him to start with you, you know, it could be like a But uh speaking of you, uh so the key to being a really good department >> Oh, stop flashing your bright lights.
>> How about these ones? want those ones.
The key to be a really good department is bringing in people that have talent, put the puzzle together. I mean, Bill Finny was a great example of that.
>> Mhm.
>> Uh Mike Martin from Minneapolis, you know, excellent. And of course, Matuselam with his chief deputy skills.
And you know, Phil Babenroth, the chief of North St. Paul. We just got a great collection.
>> You do have a knack.
>> Don't forget Patrick J. Scott from St. Paul.
>> Well, that's uh that's some pretty great company to be included.
>> You have you have some great skills that you know from the collocations. I >> I had a pleasure of watching at St. Paul and uh you know it's just it's just good to get that type of variety out here.
>> Um >> Steve Lighten does an amazing job too.
You know all that technology and stuff.
>> Flock they really tore that street up over there.
>> No kidding.
How about Daryl Glette? Was there a special guy there or what?
>> He's amazing.
>> Yeah, >> love that guy.
>> Did you see the video they put it? I don't know who made it. Did you check check out the video on uh sheriff's page?
I don't know even who made that. I got to find out who made that. In fact, I'm going to call the rev right now. You find it.
>> Okay. Call Rev. Daryl Spence.
>> Want to let him get away from us?
>> Yeah. Are you able to pick him up?
>> Yep. I'm going to go west.
>> Hello.
>> Hey, Rev. >> Hey.
>> Who did that video that was on uh who put that video together?
All right, tell me his name. Uh, the new guy from the jail, >> Renville.
>> That is a nice video.
>> Dwayne Renville. That he made it.
>> Yes. Yes, he made it. And he had a camera. He had a camera.
>> That was a good video.
>> That was amazing.
Yeah, it's a emails and drones and everything.
>> We put it together nice >> and it was the busiest day we had. I >> Where where where is that video?
>> What page?
>> I'm sure he has it.
>> No, it was posted online. Where?
>> On Mei's page.
>> Meet you Curry's page.
>> I saw it. Yep. Me Curry's page. Well, you guys talk to Linders tomorrow and have him post that on the sheriff's page. That's pretty cool.
>> Yeah, it's nice. And man, what a turnout we had today. It was wonderful.
>> 70ome people.
>> Yeah.
>> Yeah.
>> Hang on one second. Sean, where is she at?
>> Rep is not the case. Not the party we're looking for.
>> I don't know.
Thank you.
>> All right. Well, yeah, get a hold of Linders Monday and have him uh have him get that hard copy of that video from Dwayne and post it.
>> Post it on the shares page.
>> I'll make sure it happens first.
>> All right. It's on Mei Boyd Curry Facebook. Mei Boyd Curry Facebook. get back serious want to watch it. Really some talented editing going on there.
>> Very talent. I tell you what, I'll go on and share it from me's page on my page.
>> Share it on your page. That'd be great.
>> Yeah. I'll do that now.
>> Thank you very much. But it's time.
>> Yeah. There's a this new person we have involved with the outreach put some amazing editing into a video of those guys doing their food on Friday.
Very cool.
It's uh I like it.
My friend Donna Swanson said she likes toasted coconut, too. High five, Donna.
High five. Toasted coconut.
>> Likeminded.
>> If you haven't tried it, people, you got to try the toasted coconut.
>> Well, I'm going to have to do that now.
I'm generally a glazed kind of guy.
>> Well, it's just a little more subtle.
It's not old school.
>> It's not that fast sugar rush you get from your glazed doughnut. It's a slow cultured doughnut.
How's that sound?
>> I like the I like the wording.
>> Slow 7127.
>> Yep. Heart damage.
Thanks, Donna, for confirming >> that it's a quality donut thrown about in her yard and >> well, we are looking for crime and let me just say in all the right places, but >> just not coming up with it. We're listening to all the There isn't There aren't many calls, are there? Really?
>> No. No. And they did not find that guy off of >> Rice in Manitoba.
>> They'll probably be back out now, though. Not that they stopped looking at him.
>> You remember shorts with a red stripe?
>> Red shorts. Red shorts with a stripe.
>> Oh, red shirts. Not a shirt. Not a red stripe.
>> Right.
Well, no wonder New message. New message.
>> Oh, that was a good good grab. They did >> there in New Brighton.
>> No. Uh Nicole and uh >> I don't think they got the guy though.

>> I'll be getting off on Maryland shortly.
Let me know if I need to go check on the victim first.
>> It stopped. Check on the victim.
>> Where where is the original Maryland and Laurian? area where exact should be right off the ramp to 35E in Maryland.
White Highlander or something. He was fine. He just he doesn't really speak English. He's out walking and then this guy got out, got back in his car and took off.
Okay, Pat, go ahead and explain this from the beginning.

She's screaming and banging on the neighbor's door trying to get into the house, verbally and physically aggressive.

See, that's where your brain goes right there. That's not really fair.

Okay.
Well, we had three guys out with that white car that you saw. Apparently when they when the when he was informed that when he was informed that the person was injured seriously which sounds like he took off running.
Was a short run though. Abdi called for help and Sean tackled him.
I would suspect that it's going to turn out he had something in his vehicle he didn't want the police to find.
>> 585.
>> Go ahead.
>> Could be.
>> He's attempting contact at room 142.
>> I think Suki and Sean and Abdi were there.
Okay. They were doing a test for sobriety, a field sobriety test, and he took off during the sobriety test.
The one thing though is the reason that they could catch him is he was just hopping on one foot.
>> Still doing a test.
>> He couldn't transition to fleeing.

>> Uh, yeah, south. And they went up that hill. Yeah, >> I think that might have been.
>> We got blocked. We tried to go up the hill, too. I don't know how successful that was.
>> That's right. With our current deal. You want to run down here so write the warrant quick?
>> Yeah, I'm almost down on the door for me. So, I'll be there.
>> So, Sean's driving down the street.
>> He sees a guy run a red light. Another car hits that guy. He stops. One guy has pain, chest pain. The other guy takes off.
So this why it got a little complicated on the radio. So he pursues the white car that took off. He eventually stops with the help of couple other squads.
He gives the guy a field sobriety test which he's apparently failing and the guy takes off on foot.
So Nicole and Billy were talking to the other driver as the medics arrived.
And if you're under the influence and you seriously injure somebody, >> you'll be charged with criminal vehicular operation.

>> 3930 clear.
>> Nick at night.
>> Sure button.
27. Coming out.
Oh, welcome back everybody.
Back to midnight.
I was just helping Sean with his accident. Um, happened to stumble across.
Shouldn't be. Can you hear anything now?
Uh he happened to stumble across an accident right at Maryland in La Orient.
Um car was coming southbound had a green and a car going westbound on Maryland had run the red light and hit him. Um not completely sure what his injuries are. He there was a little bit of a language barrier, so we were using someone through the phone to translate.
Um, but he for sure had chest pains.
So, he's going down to the hospital to get checked out.
They located the suspect.
He was not doing very well on his field sobriety tests.
So when they went to take him into custody, he ended up trying to flee on foot.
Didn't make it overly far.
So because of his lack of cooperation during that, Sean is just going to do a blood draw warrant for him down at the hospital.
Wait for it.
>> 4425.
Can you put me on the Avenue using the PD? You can clear out.
So, that took up a few bodies. Uh, a couple toes that needed to be done.
Sean will be tied up on that for a while.
U most of the time getting those warrants signed is fairly easy. Um judges don't need a ton of time to review those warrants because they're all done online.
Um, which is not Sorry, I'm just trying to listen to the radio a little bit. Um, uh, the warrants are fairly cut and dry, especially when they're online. Uh, they used to not be like that. You used to have to, uh, get a warrant done and then physically go to the judge's house or go to the judge's chambers during signing hours.
and have them review it and then sign it in person. Uh it's I'm sure that the judges also appreciate not having to answer the door at all hours of the night, you know, in their pajamas and read through a warrant like that. And I'm sure they appreciate just being able to open up their laptops and review things that way.
>> Not quite sure when we went over to the majority of electronic warrants or if all counties did it the same. I know that Dakota County was a little bit was still doing overnight warrants to judge's houses at least six or so years ago. So, I don't know when they changed over or maybe maybe they don't for hours that uh aren't normal signing hours.
Um, but the majority of our warrants are done online now, which I'm very thankful for. It saves me a ton of time. And a lot of times our warrants are they've got the language already in them so we don't have to continuously be changing our templates and updating um statutes and stuff like that.
We stopped a vehicle earlier with a caps alert on it wanted for fleeing, but seems like he and his girlfriend have swapped vehicles and now she's is driving his vehicle.
I'm sure that's of no random coincidence.
See, Paul's out on an alarm.
They have somebody detained who's not identifying themselves. So, they're asking for Ibis.
That is the little machine that takes a reading of your fingerprint and if you've been booked then it will show your true identity.
normally a pretty surefire way to get somebody identified, but there are times where either somebody hasn't been booked before. Um either they've never been in trouble or they're juveniles or they I had one not too long ago really threw my brain for a loop. But long story short, she had been booked under an alias to start when she was very young.
Um, and it was a sibling, so they looked very similar. She only had an ID out of a tribal state.
And the sister had warrants, but she technically didn't.
But there were no accurate booking. It was just a very weird round round and round and round issue to try to get her truly identified.
She also gave about three different names that all very much so looked like her.
Um were all real people. She knew first, middle, last, and birthday of all of them.
Um so like I said, she had been lying for a very long time. I'm just assuming that part of the reason why she hadn't been caught is cuz maybe the sister whose name she gave right away never actually had warrants up until that point. But very convoluted way to get her identified properly.
We're westbound on third now from Johnson Parkway.
Crystal PD had a vehicle flee from them earlier. It was uh fresh stolen. It was stolen about an hour before.
Um so they chased the car into North Minneapolis where they found it dumped in an alleyway.

So >> checking your status >> state patrol lost a visual of a Dodge Charger down here at Lake Tenth in Wabasha.
Uh they got a partial plate, but the plate that they gave has racing stripes on and they said it didn't. So, I'm not exactly sure if that's the right vehicle or not, but we at least have a partial from the beginning to go off of.
which kind of sucks cuz the trooper was not far or the helicopter was not far.
So, it kind of sucks that we lost him.
Not too far.
Thank you, sir.
H assuming they got on the highway somewhere.
Yeah, that stinks.
Unfortunate.
Yeah, they don't have one.
that I am not sure of.
Let me check to see if I have one.
Otherwise, they're in Sure. Sure.
Did he get seen though? or what kind of engines does he have?
I'll go check as soon as you get in.
Uh typically when anybody goes to seek medical attention when it's related to a potential crime, we will ask for them to sign a medical release.
That just allows us to kind of bypass having to get a warrant for um medical information, which is obviously covered under HIPPA.
Um and just somebody just giving like their verbal consent is not enough for it. We either need a signed medical release saying that they can give us the medical records once they're done with them or we need a warrant to obtain them from whatever hospital it is. So, um they're asking for a medical release for the victim of Sea's accident. Um one that'll be needed for later on down the road if they decide to do anything civily. Um, but it also can dictate what crimes he gets booked in um or charged for because if he >> Hey Nicole or anybody, I'm in my own car now. Could I get the plate on that charger again?
>> They gave Tom Charlie Zebra 63. It comes back to a black Dodge Charger.
Um, that one specifically has racing stripes though and they said it did not have racing stripes.
Um, so where I was going with that is there's criminal vehicular operation, there's reckless driving, there's careless driving. Um, and those can include like when you cause injury to somebody because of your negligence.
Uh therefore once we get those medical records that'll go to the county attorney's office as well to kind of help with deciding on what charging they're going to do for somebody. Um so it's always important to get a medical release done. Um just so you can not just take somebody's initial word of kind of what happened to them. you have actual medical documents saying, you know, this person suffered from X, Y, and Z medical issues and then therefore it's all good and legal standing.
Um, so you try to do that with everything. um assaults, domestic assaults, driving injuries, um sexual assaults, um kind of any type of a crime that you would send um someone to the hospital to get examined for.
New Brighton made an arrest a little bit earlier for a male who had a pickup on him for soliciting prostitution for a juvenile.
kind of goes to show that any call can really turn into just anything because that call in New Brighton stemmed from a 911 hangup and then obviously evolved into that with statements from people once the officers were actually able to figure out kind of what the heck was going on, who called and for what and just digging a little bit deeper into whatever was going on on scene.
Uh, so that's really good work by those officers. I just kind of skimmed through the report.
Wasn't able to read all of it because it was very long. Um, but it was definitely a good job by that officer who was there to make sure that they figured out what the root issue was and to work on holding people accountable for things. So, it was a good job by New Brighton.
And then about 12 hours later, they actually found the vehicle and arrested the guy. So, believe he went to jail for that solicitation charge as well as uh violating an order for protection.
Thank you.

Suki is going that way. So I'm going to go copy them headed to the area too. I got diverted to a minute for a minute. I got char >> and it was dispatched now too.
So, it's always good to check just kind of the surrounding areas on something like an OFP or a violation for an order for protection because you never know if they're just kind of hanging in the area waiting to see, you know, if the cops are called and when they leave or, you know, waiting to have somebody leave from the house or what the deal is, but I didn't see anybody sitting in cars. I didn't see anybody on foot. So, I'm assuming that maybe he was either seen on camera or made contact with somebody at the house, but is no longer there.
Either way, it's good that he's not there anymore.
Um, not good if he actually did show up.

So, you may have read in the paper recently about uh the county making a decision to help fund some development.
And there's two things. Number one, it's no secret that there has been closures of buildings downtown St. Paul, just like Minneapolis. Actually, percentage- wise, not as bad here in St. Paul as Minneapolis, but still not good.
And there are many plans to convert some of these commercial buildings to residential, which is fine.
You still need to make downtown a place that is a destination for at least for the people in the residential circle.
>> And of course, the uh Minnesota Wild, the all the river center, etc. Ordway of course still a great one wonderful facility.
So 25 years ago they asked us to move off the river the jail.
This is of course many city many county boards and many city councils and many county managers ago.
But we did move off and >> 8197 traffic.
>> The reason they wanted us to move our facility is because they wanted >> road Silver Lane Minnesota license.
>> They want they wanted to develop the river which is an amazing asset.
Everywhere you go in the country there's a river >> 24.
>> They put a boardwalk of some sort.
So, I'll show you where the jail used to be, the top of it. The jail used to be seven floors along this bluff.
And my office originally was on the top floor of this bluff building, which the building doesn't exist anymore.
Although, I'm going to drive around here.
I was just across the street from city hall.
And we had a tunnel underneath the street that would bring prisoners from the jail >> over to the courthouse.
>> Technically the tunnel is still there.
>> Can you please change it to >> not functional airport?
So >> this is really the future of the city here developing this site right in front of us.
And straight ahead you'll see a little sidewalk driveway. I used to drive in there down into parking and then amazing views of the river. I mean, hard to believe we could actually have views.
The prisoners had views of the river, too, which kept them calmer. Um, but our administrative offices were on seventh floor, and then there was there were jail cells all the way down to the first floor.
So you can kind of see this whole stretch here was right here was sheriff building got torn down over 25 years ago in hopes of actually it wasn't torn down 20 we abandoned it we left it in 23 years ago but um nothing has happened with that there have been ideas but nothing ever really gets done. So that is one of the priorities.
Of course across the river you have uh Harried Island, a beautiful facility which by the way this summer will be rocking all the time with a lot of uh concerts.
The trick here is to tie downtown on this side of the river to Harriet Island on the other side. Get the amenities down by the river sort of connected to downtown. And there are ways to do that to tie the river and Kellogg.
The city and the county have a county park up on top there, Kellogg Park. They also have control of all of that property that where the jail used to be.
So, the trick is to design something that could get people down to the river quickly. People love waterways and uh I know it sounds a little bit out of the box, but there needs to be a way for people at the top of the bluff here to get down to the river quickly and without a lot of exertion or energy.
So, that's one of the projects that I'm advocating for. tie the river to the bluff cuz I do love this town and I want it to succeed. You got to take the assets that you have and find a way to make them accessible to the public.
And hey, frankly, someday that might even mean tourism in some of these caves.
There are hundreds of caves underneath this city.
And of course, we kick kids out on a regular basis.
But if you wanted to make some parks and wreck sites that were tourist sites, >> you know, everyone's been to Crystal Caves in Wisconsin. pretty free too.
>> You know, it doesn't have to be an extensive >> Charlotte >> tourist destination.
>> Little things like that. Of course, there's old history in some of those caves where the where the the old gangsters through prohibition operated. So, there's history lessons as well.
But let's make the river accessible on this side for the public.
Even if there's some form of transportation that brings you down the down the bluff.
Let's not be afraid to think out of the box. As long as the county board has made a decision, they're going to invest in that in that project.
Still got all the radios on, folks.
Did you meet up with that guy again or find him?
>> Yeah, sign that release.
He hasn't been through all his hands yet.
Sounds good. Thanks.
>> 8197. Traffic.

Silver Lake Road, Fifth Street, Minnesota license plate, Frank George William 433.
Yeah. Now, the other building they took down besides Ramsey County Sheriff's Office and the jail was a building called West Publishing, which was one of the original buildings that West Publishing used.
And oh, I don't know how many years ago, probably 30 years ago, they donated their building to the county for $1. The county made good use of it, but >> eventually in hopes of riverfront development, tore it down as well and moved over to Metro Square, Metro Square and City Hall.
John Nassf was the uh Mr. Operman was really the president.
John Nassf was the vice president. A great a great benefactor of our town.
And um of course his wife Helen has been amazing at helping different initiatives.
But John convinced Mr. operonate that building for $1 to the county.
And of course, West Publishing moved out to Egan, Minnesota, which was a a huge loss to lose a company like that.
But that was in an era of government regulation and the mayor and city council at that time were not as businessfriendly as they needed to be.

That is not a spoiler on that one, but it caught my eye, too.
Everybody drives SUVs for the most part.
Okay.

Abdi, I'm assuming that was you and I'm expecting you to find it.

That was a good It matched though, except for the spoiler. There's a little tiny spoiler.
