President Dr. Eran Ali on Wednesday announced that Guyana stands ready to assist the Caribbean in the areas of tele medicine and the implementation of artificial intelligence and healthcare delivery. He made the remarks while addressing the opening ceremony of the 70th annual Karpa Health Research Conference at the Arto Chong Conference Center in Guyana.

We have seen need for medical evacuation reduced and we have seen greater support by specialist staff to others in hinterland and remote areas. President Dr. Eran Ali on Wednesday addressing a large gathering of regional health professionals during the opening ceremony of the 78th annual Kara Health Research Conference at the Archer Chung Conference Center in Guyana. Launched in 2022, Guyana's tele medicine program connects remote hintterland and riverin communities with specialists rapidly expanding to roughly 130 sites by early 2026. The initiative uses real-time video, audio, and diagnostic tools to improve health care access supported by a digital health records system and training for local health workers. The government plans to develop 50 more sites this year. According to President Ali, his government is ready to work with the rest of the region in rolling out this initiative with Guyana as a hub.
We are ready to partner with the rest of the region in creating a teley medicine hub here in Guyana to support the rest of the region whether it's for clinical clear uh care research or educational purposes.
>> President Ali also spoke about his government's investment in utilizing artificial intelligence in healthcare specifically in diagnostics. He noted that Guan is willing to share its experience in this area with the rest of the region.
>> Historically, maybe it will take it will took us a day to organize a scan and then a day to read the scan.
Today, we can get that scan done and get it read and evaluated within 3 minutes with AI.
We have bought into the technology that allows us to do that here in Guyana and we are ready to scale that up to the rest of the region. We have already implemented it in four of our facilities and we would love to share that experience with you.
>> President Ali had previously announced that this year Guyana will break ground with the nation's first robotic assisted surgery. The breakthrough will see highly specialized surgeons based in the United States performing procedures in Guyana using advanced robotic technology. Reporting for the evening news, Deina Samuru. Meanwhile, Health Minister Dr. Dr. Frank Anthony who also addressed the 70th annual health research conference hosted by the Caribbean public health agency Karpa being held in Guyana emphasize the importance of research and innovation in the health sector and the need for these to translate into better outcomes for citizens. Once again here is Deina Samaru with the details. The 70th annual KFA Health Research Conference opened on Wednesday in Guyana at the Art Chong Conference Center. It is the largest health research conference in the English-speaking Caribbean with the goal of facilitating and promoting communication and sharing of scientific outputs among health scientists, policy makers, and related professionals.
Speaking at the event, Health Minister Dr. Frank Anthony said, "It is fitting that the conference is being held at a time when Guyana is undergoing a period of transformation where investments in health systems, digital innovation, and human capital are shaping a stronger and more responsive future for its peoples.
According to Dr. Anthony, KRFA has played a pivotal role in shaping the research culture of the region. From its origin to its current mandate, KARE has evolved into the center of excellence, providing surveillance, laboratory services, policy guidance, and more importantly, a platform for scientific exchange. This conference year after year has become one of the most important spaces for sharing, challenging, and strengthening Caribbean science.
And that matters because if we do not generate our own data, others would defined our realities for us. If we do not publish our findings, our stories remain untold.
>> In this regard, the health minister contended that research that is not published is research that is not fully realized.
>> Publication is not merely an academic exercise. It is an act of influence. It ensures that our findings inform policy, guide clinical practice, and contribute to global knowledge. It places Caribbean science on the world stage, and it allows our voices and our evidence to shape the international discourse. We must therefore strengthen a culture in which research does not end in the laboratory or at the conference podium but continues in peerreview journals, policy briefs and implementation frameworks. We must mentor young researchers not only to investigate but also to write, publish and lead. The ultimate goal of research is not publication alone. It must have an impact. It must lead to better outcomes, better health outcomes. It must lead to stronger health systems. It must result in longer, healthier lives for the people of the Caribbean.
>> Beyond publication, Minister Anthony underscored the importance of innovation.
>> Innovation is not only about high technology. It's about solving problems in practical in practical scalable and impactful ways. And at this conference, we have amassed many examples and you'll see them in the exhibition booths.
Innovation is a community health worker using tele medicine to improve the care of patients in remote regions. It is the integration of digital health tools so that we can improve the efficiency of care in the Caribbean. Innovation must be rooted in our realities. It must address our geography, our resource constraints and our unique epidemological profile. That is why research and innovation must go hand in hand. Meanwhile, Secretary General of the Caribbean community, Dr. Carla Barnett, reflected on how member states are already applying innovation in their public health sectors such as Guyana with its tele medicine program. However, she emphasized the need for more to be done to ensure ordinary citizens get on board with health innovations.
>> To be fully equipped for the new era, our professionals need new instruments in their toolkit. We need more researchers who understand public policy, data analytics, and ethical governance and who are ready to make the paradigm shift required to accelerate our collective actions. We must ensure an inclusive approach that involves our people in their communities. If our people do not trust innovation, they will not adopt it. Our research must stay relevant, speak to the needs of the mothers in a rural or remote village as clearly as it does to a scientist in a laboratory.

It is about the researchers who push boundaries, the policy makers who translate evidence into action, the health care workers who bring innovation to life, and the communities who trust us to deliver better health outcomes.

>> Given the present global turbulence arising from the volatile situation in the Middle East, international shipping networks are facing disruption.
Fertilizer supplies are being constrained, grain shipments are delayed, and livestock trade logistics have become increasingly uncertain for our region. We still enforce far too much of what we consume. This is not a distant crisis.
It is a present reality. Higher costs, delayed deliveries and mounting food insecurity risk are now daily challenges. That was President Dr. Eran Ali highlighting the impact of geopolitical events on food security within the Latin America and Caribbean region. addressing regional stakeholders gathered in Georgetown for the 52nd ordinary meeting of the South American Commission for the Fight against Foot and Mouth disease. The GY leader pointed out that animal health security and production resilience are not just aspirations but key to both national and regional survival. Our region is home to approximately 590 million susceptible animals, 390 million cattle, 190 million sheep and goats, and 80 million pigs are managed by nearly 5 million farmers producing over 16.5 million metric tons of beef annually as of 2024. We must build resilience against global shocks, including the Middle East supply chain disruptions by producing more of what we consume within Fariccom and this region. We must trade more among ourselves. And the only way we can do that is if we build trusted systems and trusted markets.
>> Recognizing the risks the region faces, especially the devastation that a single outbreak of the foot and mouth disease could bring to food security and trade across the lack region. President Ali says vigilance alone is not sufficient.
We must build systems that are proactive, interconnected, and resilient to shocks, both biological and geopolitical.
The systems we build today must be innovative, creative, built on technologies that allow the optimal use of AI, digitization and integrated record keeping so that we build a system in which we support each other in which we allow each other to grow and expand with trust and confidence. The GY leader further noted Guyana's leading role in food security within Caraccom, telling lack stakeholders that the country's free of foot and mouth disease status opens up valuable export opportunities and position it as a dependable supplier of meat and dairy products in the region.
Over the next 5 years, Guyana will strengthen our national breeding program, achieve self-sufficiency in hatching eggs, construct modular and mini avatars, and promote precision livestock farming. This year, Gan will be solidifying its role in regional feed production. We expected growth in corn by 10% and soybeans by 23%.
There has been significant investment in the construction of warfish facilities, road network and silos that will now improve posth harvest handling. In Guyana, we're transforming region 5 Mahiko Barbies into the countries and cars of livestock capital. Our financial commitment to expanding and financing the livestock sector have been steady and growing and our traceability system combined with advances in diagnostics positions Guyana as a regional reference point for modern evidence-based animal health management.

>> Once again, here is Vanu Manach. this time to report that with South America achieving significant progress toward the full eradication of foot and mouth disease, officials are warning against complacency and the risks the region faces as stakeholders gathered in Georgetown to develop a 2026 to 2030 action plan. Regional stakeholders are gathered in Georgetown for the 52nd ordinary meeting of the South American Commission for the Fight Against Foot and Mouth Disease, Kosafa. With the exception of Venezuela, all countries in South America are currently considered foot and mouth disease-free zones without vaccination due to the strong surveillance system. coordinated vaccination strategies and the tireless work of veterinary services. Despite this progress, however, agriculture minister Zufikar Mustapa warns that the job is not finished.
>> The reality is this. The closer we get to full eradication, the higher the state becomes. One breach, one lapse in crossber coordination, one weakness in early detection can undo years of effort.
>> Similarly, the director of the Pan-American foot and mouth disease, Manuel Sanchez Vasquez, also highlighted the region's gains in its sanitary stability, but cautioned against being complacent. These two steps however should not lead us too overconfident.
While progressing toward eradication has not advanced at the same pace globally risk profile for Americas has evolved shifting from primary regional concerns to increasing sports to global dynamics.
In this context, Kosala remains essential as a space for dialogue, shared situational awareness and coordinated regional actions.
Over the next two days, we will focus to discuss the strategic directions for the next years which provide a clear road map to eliminate the internal risk and consolidate the FND free status across the continent. >> Let's not forget that some 12 GE were sent back to their country from the United States of America on Tuesday after being charged and convicted of criminal offenses in the US. Lwanda Mallister has the details. The Ghana Police Force stated that upon their arrival at the Chhatty Jagen International Airport, they were escorted to the criminal investigations department headquarters where they were interviewed and profiled by the relevant authorities. However, following the processing exercise, 10 of the deportes were released into the care and custody of their relatives with the understanding that they are to return on a later date. Meanwhile, a 42year-old male whose address is currently unknown and a 35year-old male of no fixed address are presently in police custody in relation to the offenses of murder and domestic violence respectively for which they were deported. The Ghana Police Force stated that the matter was handled in keeping with established procedures. Back in June 2005, seven GY nationals were deported from the United States of America. Each implicated in range of criminal offenses. The offenses include grand lararseny, assault, sexual assault, aggravated assault, illegal entry, and domestic violence. According to the ministry, the specific charges are as follows. one case each of grand lararseny assault, aggravated assault, illegal entry and assault involving domestic violence along with two cases of sexual assault. The Home Affairs Ministry reminded all Gy citizens of the grave consequences of unlawful conduct and violations of immigration laws while living abroad. It also warned that involvement in criminal activity or any attempt to enter or remain in a foreign country illegally may lead to arrest, imprisonment, and eventually deportation. Reaffirming its commitment to public safety and national security, the ministry said that it continues to collaborate with international partners to manage migration and enforcement laws in the best interest of Guyana and its people. United States Ambassador to Guyana Nicole Therot reported that routine deportations will continue as normal when pressed by a local journalist about the possibility of a mass deportation in light of President Donald Trump's immigration crackdown.

Welcome back. You're watching the evening news. The International Court of Justice will hear oral arguments on the merits of the Guyana Venezuela border controversy case from May 4. And according to Attorney General Anal Nandl, the proceedings could run on for a few weeks. Bisha Muhammad files this report. I want to inform you that the case filed by Guyana against the Bolivarian Republic of Venezuela at the International Court of Justice will come on for hearing on Monday the 4th of May 2026 and the hearings will continue each and every day of that week and is likely to go over to the following week should the court decide it necessary to do so.
>> That was Attorney General and Legal Affairs Minister Anel Nandal during his weekly program issues in the news on Tuesday evening. He added that he will be joining a team of international lawyers to represent the interest of Guyana during at that time.
>> Yours truly will join our team of international lawyers and will be appearing for and representing the interest of Guyana at that important hearing at the International Court of Justice.
Back in March 2018, Guyana moved to the ICJ seeking a final and binding settlement of the 1899 arbitral award which established the boundaries with Venezuela. The Spanish-speaking nation is claiming more than 2/3 of Guyana's landmass, the entire Esuko region and a portion of Guyana's exclusive economic zone. Guyan has already filed two written pleadings on the merits of the case and Venezuela has also filed two, the last being in August 2025. When the hearing commences on May 4, both sides will present oral arguments on the merits of the respective cases before the ICJ's deliberation and issuance of its final judgment, which will be binding on both countries under international laws. Meanwhile, in fordinance of its false claims, Venezuela has been heightening its aggression over the years towards Guyana, including as recent as last year, despite ICG's issuing two sets of provisional measures to restrain Venezuela and ease rising tension between the two South American neighbors. But with the recent capture and toppling of the Nicholas Maduro regime in Karacas by the United States on January 3 this year, that aggression has decreased. But in light of the anticipated ease of tension, the commander-in-chief of the armed forces, President Dr. Ean Ali has cautioned that Guyana still needs to remain vigilant.

Meanwhile, Attorney General Anal Nandlau related that advertisements inviting bids for a range of consultancy and other services for the construction of Guyana's local law school will begin next week. Speaking on his weekly program, Issues in the News, he noted that the services will include detailed structural designs and drawings and architectural designs among others. The attorney general added that advertisements will be issued through the national procurement and tender administration board.
>> The council of legal education law school that is being constructed or that will be constructed in Guyana at campus.
I am pleased to report that the construction phase will soon commence.
Advertisements for procurement of consultative services that include the detailed structural designs and drawings, the architectural drawings, design specifications, bills of quantities, engineer estimates and the bid document. The bid documents and the supervision services for the construction of the law school are to be published next week at the instance of the National Tender Board, NPAB, the National Procurement Tender Administration Board.
GCOM on Wednesday stated that the vessel involved in a region one accident on Sunday was used without authorization and was not engaged in any official duties at the time. The captain of the boat, who is employed by JCOM, has been taken into police custody and is assisting with ongoing investigations.
Reports say the vessel struck a sandbank near Morowana along the Bereimma River, causing injuries to several passengers.
GCOM clarified that none of those on board were employees or otherwise affiliated with the organization. After being grounded, the Guyana Defense Force Coast Guard responded quickly, rescuing all passengers who were taken for medical treatment. The vessel subsequently burst into flames. GCOM has expressed gratitude to the Coast Guard for its swift response and has extended best wishes for a full recovery to those injured. It also confirmed that it will continue cooperating fully with the police as investigations continue and will await their outcome before deciding on next steps.
The Ministry of Health has signed a memorandum of understanding with the European Union for the construction of a biop park along the east coast of the Morara corridor. Here are the details from Michelle Henry.
>> The signing took place at the Ministry of Health's Brigdam Georgetown headquarters. A science spark is a commercial facility designed to promote research and development and innovation in the fields of medicine, pharmaceuticals and biotechnology, bridging the gap between science development and business excellence.
This initiative was derived from a meeting in Belgium where health minister Dr. Frank Anthony engaged stakeholders.
At the signing of the agreement, Dr. Anthony explained that following the visit to Belgium, discussions were held with the European Union under an agreement involving the EU president, Prime Minister of Barbados Mia Mley and President Dr. Uran Ali. He noted that one of the key components identified was acquiring expertise to establish a biopark in Guyana potentially as a smaller scale version of what exists in Belgium. He added that after several discussions and agreement on the initiative, the process has now been formalized through the signing of the memorandum of understanding with land already set aside in the country for the project. A couple years ago, I had the good fortune of going on one of these EU study tour.
And one of the places that we visited was this bio park in Belgium.
And we started out, we had a brief and then we had a chance to see some of the things that were going on. The president has designated an area where he want to see this started and you would have met the president earlier today and you would know that he's a big fan of getting things done and not only getting things done but he wants to see innovations in health, new things happening and that we just don't stick with the routine and the traditional.
But we also try to break out of that mode and get to things that are emerging and new. And so that's the assignment that we've gotten and we're working to fulfill that assignment.
>> Meanwhile, Deputy Director General for International Partnerships at the European Union, Martin Seel highlighted that the initiative represents a significant shift in the country's healthcare development. though it is only the beginning.
>> A biopark creates the environment that is necessary for all this to happen. um investments in you know we we are witnessing a revolution for example in the whole bioeconomy and and and the whole biotechnology area is perhaps one of the most promising um and we are simp we are just scratching the surface at the moment it is possible but this potential can only be realized if that we provide the right advantage this is an ideal moment to to really explore and develop and utilize to the full the potential of these technologies so that They remain not just potential theoretical solutions but real solutions for the benefit of people.
>> Back in January 2025, President Dr. Uran Ali announced that the Guyana government was fast positioning itself as a regional powerhouse in the health sector and was looking to enhance its medical innovation capacity with the establishment of a life science spark.
According to the Gy leader, the life science spark will be the engine of a new economy, one driven by research, innovation, and healing belonging to the people of Guyana and powered by the highly anticipated gas to energy project which is slated to come on stream mid 2026 and slash electricity prices by half. Let's now tell you that four men are now in police custody for the armed robbery committed at a Chinese business in Monripo East Coast Demorara on Tuesday evening. Police stated that the victims were closing their business when four males arrived on two motorcycles. The pillion riders, one armed with a firearm and the other with a knife, dismounted their respective motorcycles and entered the premises. The suspects allegedly assaulted the victims and relieved them of a cell phone and an undisclosed sum of cash before escaping. However, police patrols responded to the robbery, but the suspects managed to evade the lawmen. Nevertheless, during a pursuit, a mobile phone belonging to one of the victims was reportedly dropped and was subsequently handed over to the police.
Acting on intelligence received an operation was conducted on Rob Street, Georgetown, where three of the men were arrested after two 9mm pistols with 18 matching rounds of ammunition, one toy gun, three knives, two XR motorcycles, and cash were found. A 19-year-old construction worker was later arrested at another location with cash and two cellular phones in his possession. They remain in custody pending charges. Here is Lwanda Mallister once again, this time to report that the George Young mayor and city council is owed approximately 150 billion in unpaid rates and taxes, including 42 billion in residential property taxes, covering nearly 2900 properties across the city.
This was disclosed by chairman of the finance committee at the Georgetown mayor and city council, Leilona Saul, on Tuesday as he presented the council's multi-million budget for 2026. Against that backdrop of significant outstanding aars, Saul tabled a $5.6 billion budget under the theme fortifying local foundations efficiency, advocacy, and control delivery amid constraints. He explained that while the budget reflects a projected shortfall of about $1.2 $2 billion on paper. This is largely due to the accounting treatment and does not represent an operational deficit. Saul noted that when the city's accounts receivables estimated at $7.6 billion are considered against accounts payable of $6.7 billion. The financial position appears balanced. He added that the council is currently working with a consultant to reconcile and clean up its financial records.
>> They face a perverse reality. Their accumulated debt to the council including penalty now exceed the value of their property under the 1997 valuation. Okay. And let me just say those 2,889 residential property the indebtedness to this council this part is 42 billion den by the way faced with the impossible liabilities ities. They simply refuse to pay. This is not mere delinquency. It's some rational behavior under a broken system.
>> The George Young mayor and city council has projected $4.4 billion in direct revenue for 2026 with adjustments bringing the total budget to $5.6 billion. Key expenditures areas include the engineers department which received the largest allocation of $1.6 billion followed by solid waste at $1 bill268 with additional funding distributed across administrative public safety and service departments. On the revenue side, the council expects major inflows from rates collection, solid weight services, engineering works, and public health totaling several billion dollar.
However, officials acknowledged significant underperformance in 2025 when only $1.9 billion was collected against a $3.8 billion projection.
Property tax collection was particularly weak with just $1.1 billion realized from a $2.6 billion target.

But in reality because of our accounts receivable we don't have no deficit and therefore we are giving you a budget of 5 billion697161,525 and this is how the money would be spent.
